1. POSITION(S) VACANT: State Maternal Health Consultant, International Development Agency, Raipur, Chhattisgarh

2. ORGANIZATION BACKGROUND:
Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection, and development.

PROJECT BACKGROUND:
The maternal mortality ratio of Chhattisgarh has increased from 141/1 lakh live births to 159/1 lakh live births and is one among the highest in the country. The State could not achieve MDG goals for MMR and if the same trend of MMR continues then it’s difficult to achieve SDG goals.

The State Government has launched several interventions under RMNCH+A to achieve programmatic goals related to safe motherhood. Provision of Basic/Comprehensive Emergency medical obstetric cares with the availability of skilled attendance at birth within easy reach of the population, complemented with the availability of emergency referral transport are some of the key strategic interventions to reduce maternal morbidity and mortality.

Government of India has identified development partners for each state across the country who are committed to provide technical assistance to the state government to implement RMNCH+A strategy now focusing on the aspirational districts. IDA is a lead partner under RMNCH+A initiative for Chhattisgarh. IDA would support with a high-end technical consultant to support the state in implementing the various maternal health activities with focus on LaQshya, MDSR, HRPs, Midwifery, quality improvement initiatives, evidence-based planning & budgeting of NHM PIP- MH section with budget allocations for Ads.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

The State Maternal Health Consultant will be a part of State RMNCH+A Unit at NHM to provide regular technical assistance to NHM and related departments for the overall planning, implementation, monitoring & supportive supervision of the maternal Health initiatives under RMNCH+A.

S/he will support in formulation of plans for roll out and scale up of new initiatives & regular monitoring to assess the quality of implementation of flagship and other programs related to maternal health.


Key Responsibilities:
(1) Support to develop action plan for quality ANC with focus on high risk pregnancy identification and tracking and rationalizing delivery points and FRUs;
(2) Support for LaQshya Certification: Assessment, on-site mentoring and supportive supervision of identified delivery points in Aspirational districts of CG for LaQshya Certification;
(3) Develop strategies to address home deliveries in CG (Birth preparedness, Birth Waiting Homes, conditional cash transfer schemes, performance-based incentives);
(4) Support roll out, strengthening and streamlining of NPM program in the State;
(5) Strengthening of Maternal death surveillance and response process;
(6) Coordinate MDSR State Level Committee meeting and state level review of maternal deaths;
(7) Facilitate regular reporting of all line listing of reported deaths from the districts to the state through mobile android technology;
(8) Initiate FBMDSR/ CBMDSR of all maternal deaths;
(9) Support in implementation of ASHA incentive for MDSR reporting;
(10) Support and guidance to Aspirational districts in conducting Maternal death reviews;
(11) Quality Assurance & Feasibility assessment of development of HDU & Obstetric ICU;
(12) Improve quality of VHND session sites for maternal health delivery with special focus on ANC & PNC;
(13) Facilitate reorientation of doctors/ANMs on quality ANC in Aspirational districts;
(14) Strengthening coverage and quality of Antenatal care during VHNDs and in health facilities;
(15) Need based planning in accordance with District Gap Analysis and Supportive Supervision data for incorporation in PIP;
(16) Support SPMU and maternal health cell for preparation of PIP for the year 2021-22;
(17) Technical assistance to the SPMU and SRU for development of Aspirational districts PIP and budget allocation through evidence-based planning;
(18) Rolling out of supportive supervision of all maternal health activities;
(19) Support SRU and state maternal health cell in development of SS plan for all maternal health activity;
(20) Undertake RMNCH+A supportive supervision using android based application/standard checklist;
(21) Support the RMNCH+A State Coordinator and the district RMNCH+A coordinators in planning the block monitoring visits as well as conducting regular reviews at the district and state level;
(22) Support to Maternal Health cell, NHM in implementation of activities approved in the RoP 2021-22;
(23) Development of guidelines for specific activities like-
(a) Support to maternal health cell in completion of activities in specific timeline;
(b) Monitoring of implementation of RoP activities at districts
(24) Maternal Near Miss (MNM) Implementation-
(a) Rolling out MNM as new strategy in the state;
(b) Support in initiating Maternal Near Miss Investigations in selected medical college hospitals in CG;
(c) Follow up of Maternal Near Miss case presentation and reporting in the selected medial college;
(24) Establish and co-ordinate linkages with other related line departments (ICDS, DHS) as well as professional bodies, CSOs, etc.


4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification:

(1) Applicant must have a Medical/ BDS/ BHMS/ BAMS/ Public Health graduate/ B. Pharma/ B.Sc. or M.Sc. Nursing degree;
(2) Post-graduation in training in Pediatrics, OBGY or Community Medicine/ Public Health desirable.

Experience:
Minimum five years or more field experience in Maternal Health program at district/ regional/ state level, with professional knowledge of Reproductive, maternal, neonatal and child health is essential.


Skills and Competencies:
(1) Familiarity with theory and practical applications and essentials of maternal/ child survival Experience in planning and management of Health sector/RCH programs;
(2) Good negotiation and influencing skills supported by excellent communication skills;
(3)  High level of computer proficiency with specific familiarity with commonly used Windows and MS Office software and database software;
(4) Excellent oral and written communication & presentation skills in English and Hindi;
(5) Demonstrated ability to work in a multi-disciplinary team environment with strong facilitation skills, ability to analyse reports, plan and monitor projects.

5. ESTIMATED TRAVEL: Approximately 7 days in a month for the achievement of the listed deliverables.

6. NATURE OF ENGAGEMENT:

The SMHC shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

7. REMEUNERATION:
Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.

8. LOCATION: The Consultant shall be based at Raipur, Chhattisgarh

9. DURATION: The successful candidate shall be issued a consultancy contract from the date of joining till December 31, 2021.
