1. POSITION(S) VACANT: State Child Health Consultant, International Development Agency, Raipur, Chhattisgarh

Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection, and development.

India accounts for the highest number of under 5 deaths in the world. Even though the U5MR has declined from 47/1000 live births in 2017 to 45/1000 live births in 2018, Chhattisgarh has one of the highest U5MR in the country. The major concern is the infant mortality rate (IMR) during the same period has increased from 38/1000 live births in 2017 to 41/1000 live births. This translates to 31000 child deaths every year in the state of Chhattisgarh.
NHM has taken lot of initiatives and implementing national/state flagship programs to address high IMR and U5MR. As a priority for the year 2021, the IDCF campaign must be intensified and bring more visibility and thus creating greater awareness. The State Integrated Action plan for Pneumonia and Diarrhoea must be notified incorporating SAANS, a new program on Pneumonia. The CDR should to be strengthened in the state along with state level reviews and corrective action. The first 1000 days needs to be focussed and work towards effective roll out and implementation of the revised MCP card and HBYC. IMNCI needs to be brought back into focus.

IDA would support with a technical consultant to build the capacities of the state/district for improving child health by effective implementation of HBYC, SAANS, IAPPD, Defeat Diarrhoea, IMNCI and CDR.


The State Child Health Consultant will be a part of State RMNCH+A Unit at NHM to provide regular technical assistance to NHM and related departments for the overall planning, implementation, monitoring & supportive supervision of the Child Health initiatives under RMNCH+A.
S/he will support in formulation of plans for roll out and scale up of new initiatives & regular monitoring to assess the coverage and quality of implementation of flagship and other programs related to child health.

Key Responsibilities:
(1) Support for prevention and treatment of childhood illnesses
(a) Support in development and roll out of state and district IAPPD and INAP action plans;
(b) Support for strengthening diarrhoea and pneumonia control and management (IDCF, D2, SAANS);
(c) Develop supportive supervision mechanism by system supervisors;
(d) Support for strengthening CDR mechanisms in the state for identifying 3 delays and initiate corrective actions along with scale up of eCDR including deaths of child born to positive mothers;
(e)Support to improve quality of care and treatment for children living with HIV and its integration with child health interventions including linkages with PCoE.

(2) Early Childhood Development
(a) Support State Government to develop models for ECD at facility (Screening for birth defects) and outreach (Revised MCP card, VHSND, community referrals);
(b) Strengthen convergence with other programs – RBSK, HBNC etc.;
(c) SBCC strategy to improve behavior of service providers for ensuring early initiation of breast feeding among all public institutional deliveries;

(3) Support establishment of State resource center for pediatric and new-born care (in line with FBNC, FBPC, KMC, PICU, RBSK);
(4) Support roll out of additional home visits by ASHA under HBYC program;
(5) Support strengthening access and coverage of Paediatrics HIV/AIDs treatment to ensure availability of treatment to all HIV +ve children and increase early infant diagnosis rates;
(6) Technical support to Acute Encephalitis Syndrome (with focus on JE in CG)– preparedness and response plan;
(7) Support state and district level processes for health systems strengthening, including gap & resource analysis; and based on the findings support the development of district RMNCH+A action plans with a focus on Child Health;
(8) Support the State Program Officers, SPMU, State M&E Officer & State Media Officer/NHM IEC Cell in analysis of the Child health data and developing monthly reports;
(9) Support in improving the quality of implementation of IMNCI programme at the community level and in facility based IMNCI programme at all delivery points;
(10) Technical support to the State RBSK cell for implementation of RBSK programme across the state with a special focus on establishment of DEIC as well as improved monitoring and supervision along with improved reporting system;
(11) Support in planning and implementation of RMNCH+A supportive supervision along with VHND supportive supervision through system supervisors of the state;
(12) Contribute to evidence-based planning and budgeting of NHM CG PIP, including appropriate budget allocations for Aspirational districts for child health component as per national guidelines;
(13) Documentation of outcomes/results and best practices in child health.



(1) Applicant must have a Medical/ BDS/ BHMS/ BAMS/ Public Health graduate/ B. Pharma/ B.Sc. or M.Sc. Nursing degree;
(2) Post-graduation in training in Pediatrics, OBGY or Community Medicine/ Public Health is desirable.

Minimum five years or more field experience in Child Health program at district/regional/state level, with professional knowledge of Reproductive, maternal, neonatal and child health is essential.

Skills and Competencies:
(1) Familiarity with theory and practical applications and essentials of maternal/ child survival. Experience in planning and management of Health sector/RCH programs;
(2) Good negotiation and influencing skills supported by excellent communication skills;
(3) High level of computer proficiency with specific familiarity with commonly used Windows and MS Office software and database software;
(4) Excellent oral and written communication & presentation skills in English and Hindi;
(5) Demonstrated ability to work in a multi-disciplinary team environment with strong facilitation skills, ability to analyse reports, plan and monitor projects.

5. ESTIMATED TRAVEL: Seven days per month in any district in the state with focus on Aspirational districts.


The SCHC shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.

8. LOCATION: The Consultant shall be based at Raipur, Chhattisgarh

9. DURATION: The successful candidate shall be issued a consultancy contract from the date of joining till December 31, 2021.
