2. ORGANIZATION BACKGROUND:

Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.

PROJECT BACKGROUND:

The ongoing COVID-19 Pandemic has disrupted the service delivery in the health systems. Though the proportion of COVID-19 mortality in under 10 years children is than 5 percent amongst the overall total mortality, as the Pandemic is panning out it is estimated number of children will be get affected and some of them would require specialised care. The signs and symptoms of COVID-19 and Acute Respiratory Infections (ARI) / Pneumonia are similar; some cases also have diarrhoea. Majority of the cases can be managed at the community settings; however a dedicated attention is required to this aspect. The moderate to severe cases require admission to Paediatric High Dependency Units (PHDU) / COVID Care Institutions after Emergency Triage Assessment and Treatment (ETAT).

The Ministry of Health and Family Welfare (MoHFW) is ramping up its emergency health care management systems which is augmented through a grant of USD one billion from World Bank. In order to support the Child Health Division of the MoHFW, technical support will be required towards anti-pneumonia and anti-diarrhoea interventions including dedicated attention towards establishment of PHDU. This support is as per the approved Revised Work Plan between MoHFW and IDA.

 

PURPOSE OF ASSIGNMENT:
 

The Child Health Consultant (CHC) will work closely with National Health System Research Centre (NHRC), Indian Academy of Pediatrics (IAP), WHO, IDA Delhi and other partners to support towards anti-pneumonia and anti-diarrhoea interventions including dedicated attention towards establishment of PHDU. The spin offs of PHDU will not be limited to management of severe pneumonia and diarrhoea but on various fronts like management of any serious illness in children like Acute Encephalitis Syndrome, Meningitis, Appendicitis etc. The support will be extended to the primary care in Child health mainly in roll out of Home-Based Young Child Care and Mother & Child Protection Card. The support to the Government will involve planning, implementation of the plan, field visits (as permitted by government rules and regulations), monitoring and follow-up and bringing key bottlenecks to the attention of the officials to enable taking corrective actions.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

The Child Health Consultant will be supporting the Child Health Programmes with focus on establishment of PHDUs, anti-diarrhoea and anti-pneumonia campaigns, Home Based Young Childcare and Mother and Child Protection Card.


In liaison with the MoHFW, NHSRC, IAP and IDA, the Child Health Consultant will be responsible for ensuring timely conduct of Intensified Diarrhea Control Fortnight, SAANS campaign and establishment of 50 new PHDUs in District Hospitals, by ensuring detailed steps are followed, which includes:
 

(A) For IDCF and SAANS
(1) Review of technical & operational guidelines and IEC strategy / materials of IDCF and SAANS. Facilitate finalization of the guidelines and IEC materials in the ministry and upload on NHM / MoHFW website;
(2) Ensure adequate budgeting by the States and UTs in the annual PIPs;
(3) Coordinate internally within the MoHFW and externally with other ministries and partners to enlist their support;
(4) Organize orientation of State / UT Programme / Nodal Officers on the programme;
(5) Organise national ToT of Master trainers;
(6) Assist in follow – up with States / UTs to ensure that planned activities are initiated and conducted on time;
(7) Develop a field monitoring and supportive supervision plan from the Central level and follow-up on its implementation;
(8) Analysis of data and presenting it to officials to enable corrective actions;
(9) Organize reviews with State / UT Programme / Nodal Officers on the programme.

(B) For Paediatric igh High Dependency Unit (PHDU)
(1) Map the existing PHDUs and gaps in India;
(2) Identify a PHDU center of excellence in each State / UTs in close coordination with Governments of State / UT and IDA;
(3) Develop technical and operational guidelines for PHDU in coordination with partners including model layout drawing, materials and HR required, HMIS and sample budget;
(4) Ensure adequate budgeting by the States and UTs in the annual PIPs;
(5) Organize orientation of State / UT Programme / Nodal Officers on PHDUs;
(6) Follow – up with states / UTs to ensure that planned activities are initiated and conducted on time;
(7) Develop a field monitoring and supportive supervision plan from the Central level and follow-up on its implementation;
(8) Analysis of data and presenting it to officials to enable corrective actions;
(9) Organize reviews with State / UT Programme / Nodal Officers on the programme.

(C) For Home Based Young Child Care and Mother and Child Protection Card
(1) Map the existing roll out status;
(2) Coordinate with partners to prepare training materials;
(3) Coordinate with partners in finalization of training materials;
(4) Coordinate in roll out of training materials;
(5) Ensure adequate budgeting by the States and UTs in the annual PIPs;
(6) Follow – up with States / UTs to ensure that planned activities are initiated and conducted on time;
(7) Analysis of data and presenting it to officials to enable corrective actions;
(8) Organize reviews with State / UT Programme / Nodal Officers on the programme.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:
Applicant must have a master’s degree in health system administration, public health, community health, community medicine or any other related field.

Experience:

(1) Minimum five years’ experience of handling child health programmes;
(2) Experience and understanding of working with National Health Mission at National or State and handling health sector data is an asset.

Skills and Competencies:
(1) Proven analytical and out of box thinking for problem solving;
(2) Knowledge of English / Hindi and computer is essential.

5. ESTIMATED TRAVEL: Approximately five days in a month for the achievement of the listed deliverables.

6. NATURE OF ENGAGEMENT:

The CHC shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

7. REMEUNERATION:

Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.

8. LOCATION: The Consultant shall be based at New Delhi
