2. ORGANIZATION BACKGROUND:
The United Nations Population Fund (UNFPA), formerly the United Nations Fund for Population Activities, is a UN organization working for reproductive rights for all and supports access to a wide range of sexual and reproductive health services including voluntary family planning, maternal health care and comprehensive sexuality education.

The state of Odisha is highly prone to natural disasters. With a 480 km coastline affected by tropical cyclones, frequent floods associated with five major river systems, as well as the risk of drought, heatwaves and earthquakes, large numbers of people in Odisha are often left in need of humanitarian assistance. While the state government has undertaken a number of initiatives to build community resilience over the last two decades, emerging risk factors such as environmental degradation, climate change and increasing population density in urban areas pose new threats. The onset of the COVID-19 pandemic has also accentuated existing vulnerabilities, necessitating urgent measures and new response mechanisms.

UNFPA’s offices across India assist the government in responding to emergencies, reducing immediate risk, and preparing for future disasters– underpinned by UNFPA’s mandate encompassing sexual and reproductive health, gender equality and youth empowerment. In Odisha, UNFPA has partnered with OSDMA for mainstreaming of gender and strengthening of Sexual and Reproductive Health & Rights in the roll out of capacity building initiatives, development of tools and materials and planning and coordination of disaster management strategies through strengthening of the existing Project Management Unit from Gender and Human Rights perspective.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Based at the Odisha State Disaster Management Authority (OSDMA), the Gender Specialist will provide high-quality technical support at the policy and programme level on integrating gender responsive and rights-based approaches in disaster risk management and reduction frameworks. The position will encompass high quality technical assistance on training and capacity building as well as on planning, coordination on Disaster Mitigation strategies for preparedness, response and recovery from core gender aspect.

The Specialist shall work under the overall guidance of the Head of Office, UNFPA Odisha, with direct reporting to the Executive Director, OSDMA and/or the delegated authority.

Key Deliverables:

(A) Capacity Building:

(1) Identify gaps in capacity and knowledge on the SRH and GBV dimensions of disaster preparedness and response in Odisha;

(2) Review existing OSDMA training materials from a gender perspective;

(3) Review and evaluate implementation of the Minimum Initial Service Package (MISP) for Sexual and Reproductive Health in Disasters in the state;

(4) Develop or consolidate capacity building packages to support the roll out of training exercises on disaster and pandemic management ensuring gender and human rights approach mainstreaming, especially with regards to vulnerable communities;

(5) Organize and lead training events on responding to SRH needs and preventing Gender based Violence in humanitarian settings.

(B) Policy and Advocacy Support:

(1) Actively participate in meetings and conferences at the state level to raise awareness on the need to integrate the ICPD Programme of Action into emergency preparedness, response and recovery frameworks;

(2) Gather existing knowledge and lessons learned from UNFPA’s work in humanitarian settings globally for sharing widely within the state through workshops, consultations and other forums;

(3) Engage in programme and project development and review as required, ensuring the integration of a gender-responsive approach across the disaster management cycle;

(4) Make proposals to OSDMA on strategic issues and identify and elaborate on policy matters with direct bearing on SRH in humanitarian operations.

(C) Programme Coordination:

(1) Participate in inter-agency humanitarian cooperation mechanisms at the state level when requested by UNFPA, and ensure synergies with relevant stakeholders;

(2) Communicate follow up from internal and external meetings and interactions to OSDMA and UNFPA;

(3) Provide support to establish robust and gender-sensitive monitoring systems, ensuring that collected data is disaggregated by sex and age;

(4) Support selection and management of district-level human resources as required.

(D) Others:

(1) Extend technical assistance to other UNFPA focus states in case of emergencies or disasters;

(2) Carry out any other related duties as may be requested by OSDMA or UNFPA.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:
(1) Applicant must have Masters Degree or equivalent in any of the following areas: Gender, Disaster Risk Management, Public Policy, Social Sciences or any related area.

Experience:

(1) Minimum Five years of professional experience in the field of disaster risk management, with a focus on gender equality and human rights;

(2) Knowledge of the ICPD and UNFPA mandate issues;

(3) Experience working and mobilizing partnerships with governments, civil society, international organizations and donors;

(4) Experience in the usage of computers and office software packages (MS Word, Excel, etc.);

(5) Experience developing and delivering capacity building exercises for diverse audiences is an asset.

Skills and Competencies:

(1) Fluency in written and spoken English. Knowledge of Odia language will be an advantage;

5. NATURE OF ENGAGEMENT:

The Consultant shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency. 

6. REMUNERATION & PER DIEMS:

Gross compensation budgeted for the position is Rs. 1 lac per month and will commensurate with the salary history of candidates.

7. LOCATION: Bhubaneswar, Odisha

8. DURATION: The Consultant (Gender Specialist) shall be initially hired on a consultancy contract for 12 months extendable based on need subject to satisfactory performance.
