1. POSITION(S) VACANT: State Family Planning Consultant, United Nations Population Fund (UNFPA), Madhya Pradesh


2. ORGANIZATION BACKGROUND:

The United Nations Population Fund (UNFPA), formerly the United Nations Fund for Population Activities, is a UN organization working for reproductive rights for all and supports access to a wide range of sexual and reproductive health services including voluntary family planning, maternal health care and comprehensive sexuality education.

NFHS-5 (2020-21) findings have shown that the State has achieved the replacement level of fertility and the current use of any modern family planning method is 65.5% out of which female sterilization is 52% and male sterilization accounts for 0.7% only. NFHS-5 survey also revealed that total unmet need for FP is 7.7% (for spacing 3.9%). While the State has achieved the replacement level of fertility, the different districts are performing differently in terms of the utilisation of the various family planning methods. The challenge at present is to meet the unmet of both spacing and limiting methods and also to address the adolescent fertility in the State. Another element is to bring down maternal mortality for which the effective roll out of family planning programme is important.  As the NFHS -5 findings show that there is a skewed utilisation towards sterilisation methods, there needs to be thrust on the spacing methods, especially newer contraceptives, in order to make a dent in the adolescent fertility rate. In this context, UNFPA is providing technical support to the NHM through a State Family Planning Consultant to the Family Planning division to support the roll out of quality family planning services.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting to Deputy Director– Family Planning and Mission Director NHM and State Head UNFPA MP office, the State Consultant will work from the office of National Health Mission. She/He will be responsible for providing technical and program management support for planning, management and monitoring of activities related to family planning programs. 

As part of the work, the Consultant, under direction of the Mission Director NHM and Dy. Director– Family Planning, will interact with the districts, designated training institutions, and will undertake field visits to the districts for program planning, management and monitoring.


Key Deliverables:
 

(A) Planning

(1) To assist in preparing annual PIP for Family Planning through consultative process;

(2) Support the directorate of Family Welfare for finalization of FP 2020 roadmap, its implementation and review;

(3) To assist in preparing micro plans for high priority districts with TFR more than 3 to ensure more resources are available to these districts for strengthening family planning services;

(4) Prepare roadmap for establishment of the new static centers to offer regular family planning services with high quality, focusing on the needs of young people and adolescents;

(5) Prepare detailed roadmap for roll out of injectable contraceptives through public facilities in the state;

(6) Facilitate the development of database of trained service providers in the area of RH (FP, safe abortion and adolescent health) and updating the database;

(7) Calculate training loads for various trainings to be conducted and prepare comprehensive training calendar in consultation with districts.

(B) Guidelines

(1) Support in development of need based resource and communication material on newer methods of contraception and for promoting client friendly services;

(2) Facilitate revision of training guidelines for DQAC and BQAC members;

(3) To develop innovative approaches and guidelines for promoting use of spacing methods among young couples;

(4) Support in development guidelines of family planning services during the COVID pandemic and continuity of services

(C) Implementation

(1) Field visits to districts to support in rolling out new contraceptives including injectable and liaise with state level officials to provide feedback to state & district officials (and ensure availability of contraceptives including newer contraceptives in designated facilities and extend necessary support;

(2) Facilitate online training programmes in Family planning through E learning software;

(3) Coordination with directorate/ training institutes and ensuring the proper nomination for training for FP, safe abortion and adolescent health;

(4) Field visits to districts and blocks to ensure operationalizing / establishment of the static centers / fixed day services as per the plan;

(5) Facilitate the post training follow up of the trained service providers and provide an update of the output of the service providers;

(6) Assist the state office in designing and demonstrating functional convergence models for SRH services for young people;

(7) Assistance in effective implementation of FPLMIS at different levels  & monitoring the progress of roll-out of FPLMIS & providing feedback to State & District Officials;

(8) Establish regular program review system at State, Divisional and District level and participate in these meetings.

(D) Quality & Access Monitoring

(1) To monitor quality of sterilization services and initiate actions for ensuring compliance with Supreme Court guidelines;

(2) To monitor quality of PPIUCD services offered through delivery points;

(3) To monitor quality of the trainings especially for family planning organized at state, district and block level;

(4) Monitoring of FP services through the implementation of Family Planning management information system (FPMIS);

(5) Monitor the uptake of reversible FP methods in the state ;

(6) Monitoring of the functioning of QACs at the state and districts to review if DQAC vists occurred as planned, and if reversible methods and consent procedures were monitored & discussed.

(E) Other

(1) Facilitating in resolving the managerial and systemic issues and greater engagement of private sector in FP service delivery;

(2) Undertake field visits, provide feedbacks and follow up with the implementing partner.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:
(1) Applicant must have MBBS or Masters in public health, Post graduate in health management, Post graduate in social sciences with adequate experience in the reproductive health programmes

Experience:

Minimum 5-7 years’ experience of working closely in field of reproductive health programmes with development sector or with Government for Implementation of RCH programme at State or District level.

Skills and Competencies:

(1) Ability to plan and execute activities at State and District level;

(2) Must be willing to travel extensively in the State;

(3) Capable of taking independent responsibility;

(4) High level of computer proficiency with specific familiarity with commonly used Windows and MS Office software and database software;

(5) Excellent oral and written communication & presentation skills in English and Hindi;

(6) Good documentation skills;

(7) Demonstrated ability to work in a multi-disciplinary team with strong facilitation skills & ability to analyze reports, plan and monitor projects;

(8) Good understanding of NHM and Health care delivery structure in the state;

(9) Good track record of credibility.

5. NATURE OF ENGAGEMENT:

The Consultant shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency. 

6. REMUNERATION & PER DIEMS:

Gross compensation budgeted for the position is Rs.80000 to 90000 per month(fixed). TA/DA for official travel will be provided as per rules. The offered compensation will commensurate with the salary history of candidates.

7. LOCATION: Madhya Pradesh

8. DURATION: The Consultant shall be initially hired on a consultancy contract for 12 months extendable based on need subject to satisfactory performance.
