1. POSITIONS VACANT: Consultant – Programme Management-Ayushman Bharat Digital Mission, National Health Authority (NHA), MoHFW, GoI (One Vacancy)

2. ORGANIZATION BACKGROUND:

MoHFW has set up National Health Authority (NHA) to operate PM-JAY and Ayushman Bharat Digital Mission and at the state level it will be implemented by State Health Agencies (SHAs), set up for this purpose. In order to enhance the capacities of the state implementing agencies to manage PM-JAY and ABDM, MoHFW/NHA in partnership with GIZ, has initiated the ‘Professional Programme for Health Protection’. The Programme will select, train and mentor consultants to be placed in the State Governments and the NHA to support the implementation of PM-JAY and ABDM.
 

In order to enhance the capacities of the state implementing agencies to manage PM-JAY, MoHFW/ NHA in partnership with GIZ, has initiated the ‘Professional Programme for Health Protection’. As part of this Professional Programme it is proposed to hire a consultant who will support the National Health Authority in New Delhi in coordination with relevant stakeholders for implementation and monitoring of ABDM rollout.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

The Consultant will be responsible for supporting the NHA with in the implementation of PMJAY and rollout of ABDM in the states through continuous coordination and liaison with the state government officials along with coordination with various other national and international agencies. The Consultant will work under the direct supervision of the reporting officer assigned by the NHA.

 

Key Responsibilities:
(1) To provide technical and administrative support for ABDM;

(2) To support contract management and procurement in ABDM;

(3) To maintain close coordination work with the Ministry and all relevant stakeholders;

(4) To help regular monitoring, coordination and management of project activities;

(5) To make himself/herself thoroughly familiar with the ABDM processes. To acquire an in-depth understanding of the guidelines of the scheme and role of various stakeholders;

 (6) Any other tasks as assigned by NHA with related to the implementation of ABDM.

To make himself/herself thoroughly familiar with the AB PM-JAY and ABDM processes;

(7) To acquire an in-depth understanding of the guidelines of the ABDM rollout and roles of of various stakeholders; 

(8) Provide critical thinking and analytical inputs to support National Health Authority’s engagement with various States and Union Territories (UTs) with regard to ABDM and coordinating with stakeholders for its successful rollout;

(9) Work in cross-functional and highly dynamic environment to ensure operational excellence across all aspects of ABDM such as Health ID, HPR, HFR and PHR;

(10) To provide technical and administrative support for ABDM including but not limited to contract management and procurement in ABDM;

(11) Actively collaborate with other divisions of NHA and actively handhold them through their engagement with ABDM;

(12) Management of a wide variety of stakeholders across ecosystem. These range from senior government officials, medical practitioners, private sector providers, district level officials, grass-roots functionaries and general public;

(13) Drafting of documents and other communication to convey the modalities of ABDM through DO Letters, Press Releases, Presentations, Concept Notes;

(14) Support a cohesive and collaborative work ecosystem to actively enlist the support of NHA other relevant resources to respond to strategic/dynamic circumstances.

4. QUALIFICATION, SKILLS AND EXPERIENCE: 
     

Qualifications:

Post-graduation or higher qualification in field of Management, Public health, or any other equivalent degree from a recognized university or institute.


Experience:
(1) Minimum 3 years of experience in a leading development sector organization, management consultancy, or a similar type of private sector experience;

(2) At least one year of experience of working with State or Central Government especially in the area of public health/health insurance/health systems strengthening is a must.


Skills and Competencies:

(1) Strong analytical abilities, both quantitative and qualitative;

(2) Ability to present information in an insightful and structured manner, both written and oral;

(3) Demonstrated ability to work as part of a multi-disciplinary team;

(4) Strong social orientation and exposure to issues such as health, education, livelihoods;

(5) Professionalism and demonstrated experience working with senior officials in the public and/or private sector;

(6) Abilities to coordinate and cultivate relationships across social impact ecosystem;

(7) Demonstrated fluency with English speaking and writing skills; proficiency with multiple Indian languages strongly preferred;

(8) Candidate should be proficient in MS office should be able to effectively operate Word, Excel, PowerPoint, Access, Outlook etc. along with softwares such as SPSS or R.

The offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.

7. NATURE OF ENGAGEMENT:

The Consultant shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

8. LOCATION: NHA Office, New Delhi

9. CONTRACT TYPE AND PERIOD:

The post-holder shall be engaged on a consultancy contract, till December 31, 2022, extendable thereafter, on the basis of performance and approval by NHA.
