1. POSITIONS VACANT: Consultant – Product Manager-National Anti Frauds Unit (NAFU) IT Product, National Health Authority (NHA), MoHFW, GoI, New Delhi

 

2. ORGANIZATION BACKGROUND:

The Ministry of Health and Family Welfare (MoHFW) has set up the National Health Authority (NHA) to manage the Pradhan Mantri – Jan Arogya Yojana (PM-JAY) at the national level. At the state level, implementation of PM-JAY is being facilitated by multiple State Health Agencies (SHAs), that have been especially established for the purpose.

MoHFW/ NHA has initiated the ‘Professional Programme for Health Protection,’ in partnership with GIZ, to enhance the capacities of the different implementing agencies that are helping manage PM-JAY. The programme is helping select, train and mentor consultants, who shall be placed at the NHA and/or different SHAs, to support implementation of PM-JAY.

As part of this Professional Programme it is proposed to hire a consultant who will support the National Anti Fraud Unit (NAFU) in National Health Authority as a IT Product Manger for IT Product Management and Coordination.

Objective of the Assignment:

 

The objective of the assignment is to support the NHA in implementing Pradhan Mantri – Jan Arogya Yojana (PM-JAY).  Consultant shall support as NAFU team in its IT Product Management and Coordination

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

Product Management and coordination with all stakeholder for End to End streamlined deployment of changes requested by NAFU division. The Product Manager will manage the requirement collection, Development, Test and Deployment on the production environment. One of the essential requirement of Product Manager will be to coordinate with teams within NAFU and suggest changes to the PMJAY applications more preventive than reactive.

 

Specific roles and responsibilities will include the following:

(1) To make himself/herself thoroughly familiar with the processes, inputs and outputs of PM-JAY. To acquire an in-depth understanding of the IT guidelines of the scheme and role of IT at various interfaces of IT and program management and utilize the same in managing NAFU IT product; 

(2) Provide advice to NHA about setting up the necessary NAFU IT Infrastructure, Document & outline architecture design and ongoing NAFU IT management methodologies;

(3) Coordinate with the current IT team of PM-JAY within NHA and the National Informatics Centre (NIC) and any other IT agency hired by the NHA/ SHA;

(4) To attend the various training provided by the NHA, central or NIC team from time to time. To provide trainings to the functionaries national and state level as and when required by NHA/SHA;

(5) Maintains NAFU IT product by identifying and solving any requirements; supporting users;

(6) Reviewing service related reports (e.g.:  database backups, maintenance, monitoring);

(7) On a daily basis to ensure service related issues are identified and resolved within established SLAs;

(8) Responding to NAFU IT product related alerts and escalations and coming up with strategic solutions to recurring problems;

(9) Analyze software requirements in regard of NAFU IT product and identify requirements for new, existing systems;

(10) Understand the requirements of the upper layer software, provide guidance to the software engineers for NAFU IT operations;

 

(11) Perform monitoring and troubleshooting by:

(a) Choose and apply monitoring tools

(b) Increase the performance of the tools

(c) Troubleshooting database problems

(d) Provide performance reports.

 

(12) Documentation

(a) Perform data analysis and produce reports in various formats including graphs, charts etc.as and when required

(b) Develop and maintain technical documents database design documentation and operating manuals on how to use the NAFU IT System for NHA/SHA and other stakeholders for PM-JAY and State health insurance schemes;

(c) Preparation of reports etc. as per the need of the NHA and GIZ.

 

4. QUALIFICATION, SKILLS AND EXPERIENCE: 
     

Qualifications:

 

Essential:

Applicants must have B.Tech./ MCA from recognized University/ institute.

 

Experience:

(1) Minimum four years of experience and possessing the following skill sets

 

(a) Coordination with Technical Team for Development;

(b) Training to States / stakeholders

(c) Raise CR / Add new Features and functionality

(d) Requirement Gathering

(e) UAT/ Testing

(f) FRS/ SRS Documents Preparation

(g) Troubleshoot Technical Issues / Ticket Resolution

(h) Resource Management

(i) SPRINT Design and Management

(j) Release Management

 

(2) Experience in troubleshooting and resolving IT Product integrity issues, performance issues, connectivity issues, security issues etc.;

(3) Strong knowledge of backups, restores, recovery models replication;

(4) Knowledge of open source technologies;

(5) Proven track record in working with government institutions/state government. Experience of working with the Government health programmes would be an added advantage.


 

Skills and Competencies:

(1) Excellent computer proficiency and knowledge of commonly used software packages like MS Word, Excel, Power Point; knowledge of database, software is highly desirable;

(2) Excellent communication and presentation skills, sound comprehension, strong analytical and interpersonal abilities;

(3) Ability to work independently when required;

(4) Excellent oral and written communication skills in English and Hindi;

(5) Demonstrated ability to work and lead a multi-disciplinary team.

7. NATURE OF ENGAGEMENT:

 

The Consultant shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

 

8. LOCATION: NHA Office, New Delhi

 

9. CONTRACT TYPE AND PERIOD:

 

The post-holder shall be engaged on a consultancy contract, till December 31, 2022, extendable thereafter, on the basis of performance and approval by NHA.
