1. POSITIONS VACANT: Consultant– IT, State Health Agency, UP

2. ORGANIZATION BACKGROUND:

The Ministry of Health and Family Welfare (MoHFW) has set up the National Health Authority (NHA) to manage the Pradhan Mantri – Jan Arogya Yojana (PM-JAY) at the national level. At the state level, implementation of PM-JAY is being facilitated by multiple State Health Agencies (SHAs), that have been especially established for the purpose.

MoHFW/ NHA has initiated the ‘Professional Programme for Health Protection,’ in partnership with GIZ, to enhance the capacities of the different implementing agencies that are helping manage PM-JAY. The programme is helping select, train and mentor consultants, who shall be placed at the NHA and/or different SHAs, to support implementation of PM-JAY.

Objective of the Assignment:

State Govt. of UP has decided to provide cashless treatment to State Govt. Employees and pensioners. Each beneficiary family is entitled to cashless treatment upto Rs. 5 lac per year in AB-PMJAY empanelled private hospitals as per scheme guidelines related to HBP. In addition, the beneficiaries will also be entitled to cashless treatment without any financial limit in State Govt. Medical Colleges and Govt. Hospitals.

The beneficiaries will be issued “State Health Card” with unique ID number, through online registration on scheme website. The data is proposed to be integrated as a separate group with “Mukhya Mantri Jan Arogya Abhiyan”.  The process of cashless treatment in empanelled private hospitals will be completed as per AB-PMJAY guidelines in view of the convergence of State Employees Cashless Treatment Scheme with AB-PMJAY.

As part of this Professional Programme, it is proposed to hire a consultant who will support in development and maintenance of proposed IT systems for Cashless health scheme of State Govt. Employee in Uttar Pradesh.

The objective of the assignment is to support the State Health Agency in implementing State Cashless health insurance scheme for Govt. Employees and pensioners and convergence with PM-JAY.  Consultant shall support the strengthening of existing institutional structures for PM-JAY in the State.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Consultant IT shall support the SHA in IT related activities and Database Management related to state scheme and IT covergence with PM-JAY. S/he shall support the SHA in all IT and database related aspects. This includes but is not limited to all software development, data warehousing, database management, performance tuning, maintaining backup, troubleshooting, training and providing technical support to field team and documentation.

Key Responsibilities:

(1) To make himself/herself thoroughly familiar with the processes, inputs and outputs of MMJAA and PM-JAY. To acquire an in-depth understanding of the IT guidelines of the scheme and role of IT at various interfaces of IT and program management;
(2) Analyze software requirements and identify database requirements for new systems;
(3) Development and maintenance of software for enrolment of beneficiaty under the scheme;
(4) Provide advice to SHA about setting up the necessary IT Infrastructure including state servers/ cloud as per the technical specification laid down by the central team and NIC team and other proposed health insurance schemes of the state government/Government of India;
(5) Coordinate with the current IT team of PM-JAY within MoHFW/NHA and the National Informatics Centre (NIC) and any other IT agency hired by the SHA/NHA;
(6) To attend the various training provided by the central or NIC team from time to time. To provide trainings to the functionaries and state level and district level as and when required by SHA/NHA;
(7) Maintains database by identifying and solving database requirements; supporting users;
(8) Reviewing service related reports (e.g.:  database backups, maintenance, monitoring);
(9) On a daily basis to ensure service related issues are identified and resolved within established SLAs;
(10) Responding to database related alerts and escalations and coming up with strategic solutions to recurring problems;
(11) Support database functions by designing and coding utilities;
(12) Perform monitoring and troubleshooting by;

(a) Choose and apply monitoring tools
(b) Increase the performance of the tools
(c) Troubleshooting database problems
(d) Provide performance reports

(13) Documentation

(1) Develop and maintain technical documents database design documentation and operating manuals on how to use the IT system, Database for SHA and other stakeholders for MMJAA, PM-JAY and State health insurance schemes;
(2) Preparation of reports etc. as per the need of the SHA, NHA and GIZ.

4. QUALIFICATION, SKILLS AND EXPERIENCE: 
     

Qualifications:


Essential:

Postgraduate degree/diploma in information technology or computer application or computer science or any other equivalent degree from a recognized institute/university.

Experience:

(1) At least 5-10 years of post-qualification relevant professional experience in IT development and Management including database;
(2) Hands-on experience of software coding using Microsoft technology i.e. ASP.net, C#, SQL server and frontend scripting language i.e. Javascrip, JQuery etc.;
(3) Experience in troubleshooting and resolving database integrity issues, performance issues, connectivity issues, security issues etc.;

(4) Strong knowledge of backups, restores, recovery models replication;
(5) MySQL/SQL Development and support   – ability to write and troubleshoot SQL Code and design stored procs, functions, tables, views, triggers, indexes, constraints.;
(6) Proven track record in working with government institutions/state government. Experience of working with the Government health programmes would be an added advantage.


Skills and Competencies:

(.1) Excellent computer proficiency and knowledge of commonly used software packages like MS Word, Excel, Power Point; knowledge of database, software is highly desirable;

(2) Excellent communication and presentation skills, sound comprehension, strong analytical and interpersonal abilities;

(3) Ability to work independently when required;

(4) Excellent oral and written communication skills in English and Hindi;

(5) Demonstrated ability to work in a multi-disciplinary team.

The Consultant- IT shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

9. CONTRACT TYPE AND PERIOD:

 

The post-holder shall be engaged on a consultancy contract till December 31, 2022, extendable thereafter, on the basis of performance and approval by SHA.
