1. POSITIONS VACANT: Consultant– Data Analytics, State Health Agency, UP

 

2. ORGANIZATION BACKGROUND:

The Ministry of Health and Family Welfare (MoHFW) has set up the National Health Authority (NHA) to manage the Pradhan Mantri – Jan Arogya Yojana (PM-JAY) at the national level. At the state level, implementation of PM-JAY is being facilitated by multiple State Health Agencies (SHAs), that have been especially established for the purpose.

MoHFW/ NHA has initiated the ‘Professional Programme for Health Protection,’ in partnership with GIZ, to enhance the capacities of the different implementing agencies that are helping manage PM-JAY. The programme is helping select, train and mentor consultants, who shall be placed at the NHA and/or different SHAs, to support implementation of PM-JAY.

Objective of the Assignment:
State Govt. of UP has decided to provide cashless treatment to State Govt. Employees and pensioners. Each beneficiary family is entitled to cashless treatment upto Rs. 5 lac per year in AB-PMJAY empanelled private hospitals as per scheme guidelines related to HBP. In addition, the beneficiaries will also be entitled to cashless treatment without any financial limit in State Govt. Medical Colleges and Govt. Hospitals.

The beneficiaries will be issued “State Health Card” with unique ID number, through online registration on scheme website. The data is proposed to be integrated as a separate group with “Mukhya Mantri Jan Arogya Abhiyan”.  The process of cashless treatment in empanelled private hospitals will be completed as per AB-PMJAY guidelines in view of the convergence of State Employees Cashless Treatment Scheme with AB-PMJAY.

As part of this Professional Programme, it is proposed to hire a consultant who will support SHA UP in data analysis and preparing various report.

The objective of the assignment is to support the State Health Agency in implementing State Cashless health insurance scheme for Govt. Employees and pensioners and convergence with PM-JAY.  Consultant shall support the strengthening of existing institutional structures for PM-JAY in the State.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

As the Consultant Data Analytics, s/he will support the SHA in Data Management related to state scheme and PM-JAY. S/he shall support the SHA in all data related aspects. This includes but is not limited to all data collection, cleaning, analysis and reporting and providing technical support to field team and documentation.

Key Responsibilities:

(1) To make himself/herself thoroughly familiar with the processes, inputs and outputs of MMJAA and PM-JAY scheme;
(2) Collect relevant data, conduct data analysis of primary survey and secondary data from Districts, provide requisite data analytics for report and presentations and participate in writing report. Coordinate with relevant stakeholders for data collection, meetings etc.;
(3) Coordinate with the various agencies NHA, SHA and DIUs to enable effective data collection and analysis;
(4) To attend the various training provided by the central or NIC team from time to time. To provide trainings to the functionaries’ state and district level as and when required by NHA/SHA;
(5) Maintains data by identifying and solving database requirements, supporting users. Dashboard data analysis and data collection from States;
(6) Support development of monitoring structures including monitoring tools, Information system tools etc. for diagnostics. Responding to database related alerts and escalations and coming up with strategic solutions to recurring problems;
(7) Analyze software requirements in regard of database and identify database requirements for new systems;
(8) Documentation
(a) Perform data analysis and produce reports in various formats including graphs, charts etc.as and when required;
(b) Preparation of reports etc. as per the need of the SHA and GIZ.

 

4. QUALIFICATION, SKILLS AND EXPERIENCE: 
     

Qualifications:

 

Essential:

Graduate degree/diploma in computer science/ information/ statistics or any other equivalent degree from a recognized institute/university.

Experience:

(1) At least 3-5 years of post-qualification relevant professional experience in data analysis and reporting;
(2) Experience in creating dashboards, data visualizations,  etc.
(3) Strong knowledge of using data analytics tools such as R, SPSS, tableau.
(4) Experience of working with the Government health programmes would be an added advantage.


Skills and Competencies:

(1) Excellent computer proficiency and knowledge of commonly used software packages like MS Word, Excel, Power Point; knowledge of database, software is highly desirable;
(2) Excellent communication and presentation skills, sound comprehension, strong analytical and interpersonal abilities;
(3) Ability to work independently when required;
(4) Excellent oral and written communication skills in English and Hindi;
(5) Demonstrated ability to work in a multi-disciplinary team.

7. NATURE OF ENGAGEMENT:

The Consultant-Data Analysis shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

 

8. LOCATION: State Health Agency, UP

 

9. CONTRACT TYPE AND PERIOD:

 

The post-holder shall be engaged on a consultancy contract till December 31, 2022, extendable thereafter, on the basis of performance and approval by SHA.
