1. POSITIONS VACANT: Consultant – Human Resources, National Health Authority (NHA), MoHFW, GoI, New Delhi (One Vacancy)

2. ORGANIZATION BACKGROUND:

The Ministry of Health and Family Welfare (MoHFW) has set up the National Health Authority (NHA) to manage the Pradhan Mantri – Jan Arogya Yojana (PM-JAY) at the national level. At the state level, implementation of PM-JAY is being facilitated by multiple State Health Agencies (SHAs), that have been especially established for the purpose.

MoHFW/ NHA has initiated the ‘Professional Programme for Health Protection,’ in partnership with GIZ, to enhance the capacities of the different implementing agencies that are helping manage PM-JAY. The programme is helping select, train and mentor consultants, who shall be placed at the NHA and/or different SHAs, to support implementation of PM-JAY.

Objective of the Assignment:

The objective of the assignment is to support NHA in implementing PM-JAY by strengthening existing institutional structures at the national level. It is accordingly proposed to hire a professional with IT experience, positioned at New Delhi, to support the NHA in various IT-related and database management activities, including review of guidelines issued by the Authority, coordinating with different SHAs and providing support for Hospital Network Management.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

The Consultant HR will be responsible for providing support in further formalizing NHA its organizational structure and setting up various divisions, departments and processes, which would be the key to an optimal and effective organization. HR consultant will be supporting in matters related to the overall management and standardisation of processes, compliance of guidelines and overall support to state government for management of the HR in the SHAs.

Key Responsibilities:
(1) To support NHA in preparing documents for HR management at the SHA level. Also, preparing relevant process documents for the HR recruitment process for the States;
(2) Reviewing the HR recruitment process being followed and providing guidance wherever necessary also providing guidance to the SHAs as and when such support is required;
(3) Formulating policy documents for HR recruitment and appraisals of the NHA personnel;
(4) Supporting NHA for the shortlisting, selection, training, development of key HR documents, which may include HR Policy, HR Manuals, Terms of Reference for various positions;
(5) Provide support to the designated officers at NHA on any relevant aspects as may be deemed necessary and warranted for meeting the key objectives as cited above;
(6) To undertake new initiatives and projects under PM-JAY related to management of Human resource and support the SHAs for the same;
(7) Prepare basic data reports of performance of the NHA in the management of Human resources and present them to the supervisor;
(8) Regular co-ordination related to PM-JAY will be undertaken by the consultant with the SHAs.

4. QUALIFICATION, SKILLS AND EXPERIENCE: 
     

Qualifications:

Essential:
Postgraduate degree/diploma in Human resources management/ personnel management or an equivalent degree from a recognized institute/university.

Desirable:
Degree/Diploma in Law / Legal studies


Experience:
Minimum 10-12 years of post-qualification work experience in human resource management recruitment, talent management, trainings in any government or private organization, foundation or NGO.

Skills and Competencies:
(1) Basic knowledge about PM-JAY/RSBY and other government funded health insurance programmes in India;
(2) Working knowledge of the standard human resources frameworks, guidelines, regulations and techniques;
(3) Excellent computer proficiency and knowledge of commonly used software packages like MS Word, Excel, Power Point etc.;
(4) Ability to communicate with people outside the organization, representing the organization to, the public, government, and other external sources;
(4) A knack for current affairs, social media, latest developments and updates;
(5) Knowledge of database software is highly desirable;
(6) Excellent oral and written communication, comprehension and presentation skills in English and Hindi;
(7) Strong analytical and interpersonal abilities;
(8) Ability to work independently when required;
(9) Demonstrated ability to work in a multi-disciplinary team.

6. COMPENSATION OFFERED:

The offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.

8. CONTRACT TYPE AND PERIOD:
The post-holder shall be engaged on a consultancy contract, initially for a period of three months, extendable thereafter, on the basis of performance and approval by NHA.
