2. ORGANIZATION BACKGROUND:
 

Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.

PROJECT BACKGROUND:

Madhya Pradesh has a total population of 72.6 million of which approximately 44% or estimated 31.9 million are under the age of 18 years. As per Census 2011, sex ratio in Madhya Pradesh is 930 female against 1000 male, which is below the national average of 940/1000. However, there is an improvement in sex ratio in comparison to 2001, where in the male-female ratio was 920/1000.


Child protection issues like child marriage, child labour and high crime rate against children continue to threaten the environment in which children live. Madhya Pradesh is one of the top six states in India which has high incidence of child marriage. However, NFHS 5 indicates a significant reduction in child marriages, from 32.4 to 23.1 for girls in the state. Madhya Pradesh continues to be at the top with regards to crime against children according to the National Crime Records Bureau (NCRB) Report, 2020, as indicated below.

Around 2500 children live in child care institutions under the JJ system in MP. There are over 1,32,294 schools (primary, secondary, ashram schools, and others). Many hostels exist, where in the number of children are not numerated.

he High Court (HC) of MP has a functional Juvenile Justice Committee (JJC), chaired by a sitting HC judge and three members (judges of the HC). The HC of MP established a HC- Juvenile Justice Secretariat to monitor the effective implementation of Juvenile Justice and POCSO act, in 2018. Government of MP and IDA are jointly supporting the secretariat.

PURPOSE OF THE ASSIGNMENT:

The Consultant shall be responsible for providing support to High Court JJ Committee to assist in the monitoring and implementation of JJ Act and POCSO act.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting directly to Registrar, Juvenile Justice, High Court of MP, Jabalpur, the incumbent shall be responsible to support to Government of Madhya Pradesh, including the High Court towards the protection and empowerment of adolescents and children, with a special focus on child protection system strengthening, standards of care, alternate care and violence prevention.

Key Deliverables:

(1) Support the High Court Juvenile Justice Committee (HC-JJC) in coordination, consultation and facilitation with Depts WCD, Home (Police), Education, Health, Laobur, Tribal, Finance and others as well as Judiciary (MPHC, MPSLSA, MPSJA), SCPCR,  and other key stakeholders to review the State Action Plan on on Child Protection;
(2) Support the HCJJC in developing a new State Action Plan/updated plan with robust monitoring framework;
(3) Support the HC-JJC in holding the HC-JJC meetings on a quarterly basis (agenda, minutes, proposal and communication);
(4) Prepare consolidated report of the Inspection Committee  (Visitors’ report) on monthly basis;
(5) Prepare the consolidated report of Infrastructure Monitoring Committee Report on a quarterly basis;
(6) Prepare consolidated JJB2 report on a quarterly basis;
(7) Provide support in planning, and assist in the implementation of capacity building and conferences for multiple stakeholders on various child protection thematic areas in collaboration with MPSLSA, MPSJA, and others;
(8) Support various Departments, JJ structures and mechanisms to ensure compliance of various Supreme Court and High Court directives on Juvenile Justice and POCSO;
(9) Support the monitoring of rehabilitation programmes, including individual care plan, alternative care programmes and others, as recommended by HCJJC for children in CCIs, through the district system;
(10) Support in creating linkages and coordination with MP State Legal Services Authority (MPSLSA) on providing free legal aid for children in conflict with law, and in capacity building of Junveile Justice Boards (Magistrates and members) and other relevant stakeholders in the Judiciary;
(11) Support the HC-JJC in coordinating with and monitoring various in structures and agencies in bail for children, speedy completion of cases by JJBs and POCOS courts (without pendency) and de-institutionalizing children residing in CCIs.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:

(1) Applicants must have Graduation in Law;
(2) Applicants with Masters in Law shall be preferred;
(3) Along with either of the above, Masters in Social Work/ Sociology/ Anthropology/ or any other relevant discipline is highly desired.
         

Experience:

(1) At least seven years’ work experience in development sector with expertise in the field of Child Protection, Child Rights, and law;
(2) Thorough understanding and working knowledge of the concepts and application of UNCRC, ICPS, Juvenile Justice, POCSO and legal provisions related to children;
(3) Proven past experience in advocacy, policy influencing, evidence generation, data analysis and documentation;
(4) Proven past experience of demonstrated coordination and negotiation among varied senior government authorities and other stakeholders;

Skills and Competencies:

(1) Excellent communication skills in Hindi and English; ability to speak, read and write fluently in both languages;
(2) Good computer skills, at least of MS-Office application software (MS Word, Excel, Power Point) and internet applications;
(3) Apt attitude to engage with senior officials, and sensitivity to issues of gender and children.

5. ESTIMATED TRAVEL: Approximately 29 days during the contract period for achievement of the listed deliverables.

6. NATURE OF ENGAGEMENT:

The MPRC shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

7. REMEUNERATION:

Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.
