1. POSITION(S) VACANT: State Routine Immunization Consultant, International Development Agency, Raipur

2. ORGANIZATION BACKGROUND:

Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.

PROJECT BACKGROUND:
The IMR of the state which stood at 79 per 1000 live births in 2000, dropped to 40 by 2019 (SRS). While there are some improvements of IMR of the state, still there is scope for improvement and RI program is one such area which prevents vaccine-preventable disease among children and thus direct impact on IMR. Currently, the data for coverage as per NFHS-5 Survey (2020-21) Full Immunization is 79.7%, DPT3 coverage is 87.5%, Measles (1st Dose) coverage is 90.2%. The state is having more than 750 cold chain points and more than 2400 cold chain equipment. The state-level RI programming needs to focus on system strengthening for improved dropout tracking, strengthening the quality of immunization sessions, strengthening of supportive supervision mechanism, and reduce district/regional disparities. IDA is working to strengthen Routine immunization program through system strengthening and capacity development at state and districts.


PURPOSE OF ASSIGNMENT:

IDA will provide expertise at the state level to envisage convergence between the key sectors for better service delivery from a single window is the VHND. The State RI/VHND Consultant would provide technical and managerial inputs for system strengthening and capacity development to SEPIO at the state level for state-wide RI program strengthening and to aspirational districts for district-wide RI program strengthening. The incumbent would work with SEPIO and state level RI team for evidence-based perspective planning including demand generation, strengthening monitoring and use of data for program review and improvement, and implement supportive supervision. 

3. JOB DESCRIPTION/ RESPONSIBILITIES:

The State Routine Immunization Consultant  shall be responsible for providing technical support to the Directorate of Health and Family Welfare CG for streamlining of the Routine Immunization and VHND activities in the state.

Key Deliverables:

(A) Support for planning, organizing, and monitoring interventions done to increase immunization coverage and effective service delivery.
(1) Plan, organiz, and monitor interventions done to increase immunization coverage;
(2) Implement the SIA activities with focus on Cold chain and Communication activities;
(3) provide technical support for implementation of IMI 4.0;
(4) Scale-up of MATRI Project in remaining tribal districts;
(5) Develop Model RI district (preferably AD) - Digitization of Routine Immunization Micro plan (DRIM) project, Strengthening AVDS mechanism through innovation and existing mechanism, establishing mechanism for increasing birth dose coverage, Mapping of RI sessions, Cause analysis of Left out and Drop out, Knowledge Assessment and training need assessment of stakeholders involved in RI.

(B) Establish and expand the supportive supervision mechanism for improving Routine Immunization

(1) Situational analysis of existing mechanism for supportive supervision of RI & Cold Chain in state;
(2) Capacity Building of stakeholders for expanding the supportive supervision mechanism;
(3) Analyze the effectiveness of the efforts done for the expansion.

(C) Technical support to the state for reviewing the Immunization program in the line of National priorities

(1) Desk analysis of the progress made by districts against the parameters of Routine Immunization program;
(2) Provide support to the state for conducting the review program for routine immunization;
(3) Support the capacity building initiatives for Routine Immunization;
(4) Design and implement evidence-based knowledge products of Routine Immunization Program.

(D) Support the state for New Vaccine Introduction and EVM

(1) Provide support to New Vaccine Introduction: Planning, coordination, implementation, and field monitoring;
(2) Provide support in conceptualizing the EVM Improvement Plan;
(3) Monitor the progress against the recommendations of EVM Improvement Plan.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:

(1) Applicants must have Medical/ BDS/ BHMS/ BAMS/ Public Health graduate/ BPharma/ BSc or MSc Nursing;
(2) Post Graduate training in Paediatrics, OBGY or Community Medicine/ Public Health desirable.
                                                                           

Experience:

(1) Minimum five years of experience in immunization program at district/ regional/ state level, with professional knowledge of reproductive, maternal, neonatal, child health and immunization is essential;
(2) Familiarity with theory and practical applications and essentials of maternal/ child survival experience in planning and management of Health sector/RCH programs.

Skills and Competencies:

(1) Good negotiation and influencing skills supported by excellent communication skills;
(2) High level of computer proficiency with specific familiarity with commonly used Windows and MS Office software and database software;
(3) Excellent oral and written communication & presentation skills in English and Hindi;
(4) Demonstrated ability to work in a multi-disciplinary team environment with strong facilitation skills, ability to analyse reports, plan and monitor projects.

5. ESTIMATED TRAVEL: Approximately 5 days in a month for achievement of the listed deliverables.

6. NATURE OF ENGAGEMENT:

The SRIC shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

7. REMEUNERATION:

Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.
