1. POSITION(S) VACANT: Regional Bio-Medical Engineers (RBMEs), Foundation for Innovative New Diagnostics (FIND) India [Four vacancies, East (1), West (1), North (1) and South (1)]
2. ORGANIZATION BACKGROUND:
Foundation for Innovative New Diagnostics (FIND), the global alliance for diagnostics, seeks to ensure equitable access to reliable diagnosis around the world. FIND connects countries and communities, funders, decision makers, healthcare providers and developers to spur diagnostic innovation and make testing an integral part of sustainable, resilient health systems. FIND is working to save 1 million lives through accessible, quality diagnosis, and save US$1 billion in healthcare costs to patients and health systems. FIND is co-convener of the Access to COVID-19 Tools (ACT) Accelerator diagnostics pillar, and a World Health Organization Collaborating Centre for Laboratory Strengthening and Diagnostic Technology Evaluation.
FIND India, with its office in New Delhi, is an independent non-profit organization created under Section 8 of the Indian Companies Act, 2013. The organization is dedicated to activities focused on introducing and expanding quality assured, rapid, accurate and accessible diagnostic solutions for several infectious and non-communicable diseases. FIND India has undertaken several projects focused on TB, viral hepatitis C, COVID-19, and Antimicrobial Resistance (AMR).

PROJECT BACKGROUND:
Airborne diseases including TB, in health care settings represent a major public health challenge. In 2010, National Airborne Infection Control (AIC) guidelines were adopted in India. These guidelines included specific policies for TB prevention and control in health care settings. However, the present uptake and implementation of these guidelines remains sub-optimal under the NTEP and NACP. The AIC guidelines assume greater importance with the recent Covid-19 pandemic. With the objective to improve outbreak preparedness, and control TB and other airborne infections at healthcare settings, the proposed activities are designed to ensure adoption of AIC practices at all nodal DR-TB facilities.
Further, with the adoption of “Test and Treat” policy by NACP the life expectancy of PLHIV has improved, which makes management and prevention of co-infections critical for the success of HIV program. With ART centers being overburdened and overcrowded in India, AIC becomes a core area of public health intervention to prevent transmission of TB and other airborne infections at these facilities.
OBJECTIVE AND PRIMARY OUTCOME:
The main objective of the program is improving outbreak preparedness of the healthcare facilities and controlling air-borne infections such as TB and COVID at healthcare settings, the proposed activities under the project will ensure adoption of AIC practices at identified nodal DR-TB facilities and associated ART centers. The project intends to lead to following outcomes:
(a) Reduce events of airborne disease outbreaks at healthcare facilities;
(b) Safe healthcare facilities that protect healthcare workers and patients against airborne infections;
(c) Reduce rates of HAI (Healthcare associated infections) especially TB and COVID;
(d) Improve access to TB services supporting mitigation of COVID-19 under NTEP;
(e) Improve reporting of IC indicators leading to early identification of outbreaks at healthcare facilities.
3. JOB DESCRIPTION/ RESPONSIBILITIES:
Reporting to Bio Medical Engineer, Technical Lead AIC Interventions, the Regional Bio-Medical Engineers (RBMEs) shall be responsible for the following:
Key Roles and Responsibilities:
(1) Provide support in conduct of site visits for assessment of the requirements for renovation/ upgradation of nodal DR-TB facilities for implementing Air born infection control measures by adopting various engineering and administrative controls;
(2) Good understanding of Natural ventilation, mixed ventilation and Hybrid ventilation, Air filtration, UVGI System, Electrical system assessment, identification of laboratory finishes and other requirements;
(3) Develop layouts; Expected to have a good working knowledge of biosafety, risk assessment, lab designing, Auto-CAD etc;
(4) Prepare technical specifications for DR-TB facilities renovation for AIC measures, procurement of required equipment and facilitating their inclusion in tender documents with procurement and technical team of FIND India;
(5) Provide support in identification of vendors/ partners who provide services for implementing AIC measures and minor civil works;
(6) Coordinate and follow up with the contracted agencies and implementation sites for lab renovation works;
(7) Supervisory monitoring to ensure quality and workmanship by vendors during development/ renovation phase as well as during the warranty period;
(8) Coordinate with respective site and the engineering department for smooth upgradation/ renovation process;
(9) Coordinate to provide training for use and maintenance of various equipment including UVGI at various sites allocated;
(10) Work in coordination with Medical Officers, Project Team members, Microbiologists, BMEs, Admin, Finance, Procurement, logistic team besides the sites for the successful implementation of the project;
(11) Maintain timely and effective communications with the BMEs, Project Team members and Medical Officer / Site I-C to prevent project delays, cost overruns or client dissatisfaction;
(12) Maintain all required project documentation;
(13) Prepare and circulate minutes of meetings and other relevant documents to the project team;
(14) The job responsibilities also involve travel to various implementation sites as per the project need.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification:
(1) Applicants must have a degree in B.Tech / B.E in Biomedical Engineering, or B.Tech/ B.E in Electrical & Electronics Engineering (EEE) from a reputed institutes; OR
(2) B. Tech / B.E in Electrical & Electronics Engineering (ECE) or Bachelor in Applied Science (Biomedical Instrumentation) or Bachelor’s in Biomedical Instrumentation.
Essential Experience:
(1) Applicants must have a minimum of two years of experience of managing bio-medical equipment in Hospitals /Healthcare/ Laboratories.
Desirable Experience
(1) Should have a good understanding of ventilation concepts, chain of infection, Air filtration, UVGI System, Electrical system assessment, identification of laboratory finishes and other requirements;
(2) Should have technical expertise in handling of hospital/ laboratory equipment and technical know-how on the installation and maintenance of medical equipment;
(3) Should have good working knowledge of biosafety, risk assessment, lab designing, Auto-CAD etc;
(4) Should have a sound understanding about Airborne Infection Control and Biosafety guidelines (WHO, CDC, GoI, etc.);
(5) Should have experience in preparing, reviewing and managing project activities, technical activities related documentation.
Skills and Competencies:
(1) Good Coordination skills with stakeholders and agencies;
(2) Good oral and written communication skills;
(3) Strong team orientation;
(4) Ability to work independently, with minimum handholding and supervision;
(5) Willing to travel (60-80%)
(6) Computer knowledge (Microsoft Office – Excel, Word, Outlook, power point and Auto- CAD);

5. COMPENSATION OFFERED:
Gross compensation budgeted for the position is attractive. Please note that the offer shall be commensurate with the qualifications, experience and salary history of the selected candidate.
