Jhpiego is hiring a Senior Program Officer – Infectious Diseases & Surveillance (SPO-IDS), to be based at New Delhi, for NISHTHA, its flagship health systems strengthening project, funded by USAID. The post-holder shall be responsible for strategic support and technical assistance being provided to the government by Jhpiego, across the country, under the NISHTHA project.


Reporting to the Project Technical Lead – Infectious Diseases and Surveillance (PTL-IDS), NISHTHA, the SPO-IDS shall be responsible for analysing surveillance and/or epidemiological data, providing inputs for formulating strategy for ensuring a strong public health response, strengthening disease surveillance and implementing the Integrated Health Information Platform (IHIP) in the states. S/he shall also support COVID-19 activities, under the emergency response fund.

Key Roles and Responsibilities:
(1) Work closely with PTL-IDS, NISHTHA and state government counterparts to develop, implement, and monitor state specific project activities, including the development of roadmaps, work-plans, activities, reports etc.;

(2) Liaise and coordinate with stakeholders at the National and State level to accelerate IHIP implementation in intervention states;
(3) Provide technical insights and expertise for developing and shaping Technical Assistance to be provided to states for the implementation of public health surveillance activities;
(4) Provide support in developing innovative solutions or mechanisms, for detecting early warning signals, technology-based solutions and/or community participation in surveillance;
(5) Develop innovative strategies for ongoing capacity building of government front line workers and healthcare providers;
(6) Provide support to state level teams for executing training and capacity building of government healthcare providers and front-line workers in collaboration with the state government;
(7) Provide technical expertise in reviewing, and developing technical content for communication materials, job aids and tools, for the community, healthcare providers and front-line workers;
(8) Provide technical expertise in measuring the results of training and capacity building efforts and documenting lessons learnt;
(9) Provide technical expertise in monitoring and evaluation activities under the project;
(10) Perform other duties as assigned by the supervisor from time to time, for the smooth functioning of the project and for the achievement of project goals.


(1) Any medical graduate (Medicine/ Ayush) with Post-graduate in Community Medicine/ Public Health/ PG diploma in public health;

(2) Post-graduate training in public health, public health management, or community medicine, is essential.

(1) Applicants must have 5-7 years of professional experience in public health, including field experience in disease surveillance;

(2) Prior experience of working with NCDC, IDSP, or WHO-NPSP, shall be an added advantage;
(3) Technical knowledge and understanding of public health surveillance and outbreak-prone diseases, is essential;
(4) Familiarity with data analysis and producing information and data visualization;
(5) Experience of working on inter-sectoral projects or programs;
(6) Experience of supporting large scale project implementation;
(7) Familiarity with the Indian health system, newer initiatives in disease surveillance including IHIP and relevant programs like IDSP, NHM, Ayushman Bharat- Health and Wellness Centers, etc.

Skills and Competencies:

(1) Experience and demonstrated ability of working with government health programs, counterparts and systems;
(2) Proficiency in writing technical and programmatic documents;
(3) Technically proficient with up-to-date skills required for the assigned task;
(4) Excellent verbal and written communications skills;
(5) Ability to handle a variety of assignments under pressure of deadlines;
Proficiency in computers and MS Office applications;
(7) Ability to travel up to 30% of time;
(8) Ability to join early would be an added advantage.


Gross compensation budgeted for the position is attractive. Please note that the offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.

7. LOCATION: New Delhi

8. APPOINTMENT: The selected candidate shall be initially offered a fixed term employment contract till May 2023. The contract shall be extended subject to satisfactory performance, project extension and fund availability.
