1. POSITION VACANT: District Consultant- Health System Strengthening (DC-HSS), International Development Agency, Vishakhapatnam and Yadgir (Two Vacancies).


Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.


India has shown considerable improvement in key health indicators like MMR, IMR and TFR in recent years. Though India has been on a high growth trajectory, the Human Development Index is modest. There are significant differences in the Health and nutrition indicators between states and between districts as well. In this context, Government of India has taken a new initiative to optimize the potential and empower districts with poor indicators. Under the National Health Mission, Government of India has implemented several initiatives that aim to improve further the health outcomes in the Country. It has been observed that there is an uneven development across states and districts and many districts are lagging, on health, education and socio-economic development when compared to the National averages and other districts. To address this issue and to promote balanced and inclusive growth in the country, NITI Aayog (erstwhile Planning Commission) has identified 117 aspirational districts, to accelerate the pace of overall development for rapid transformation. These districts have been selected based on a composite index based on various indicators including health, nutrition, education, agriculture, financial inclusion, skill development, basic infrastructure. Government of India has planned new MCH Wings, SNCUs, blood banks, Stores, Health & Wellness Centres etc. on a priority under the National Health Mission for these Districts.

The three critical components of the programme are the 3 “Cs”: Convergence, Collaboration and Competition among districts driven by a mass movement. The programme is a policy priority of the Government of India and is monitored at the highest level by the Prime Minister’s Office. NITI Aayog anchors the programme through the various Central Ministries and State Governments.  At the District level, the District Magistrate is the overall head of the Programme who will supervise the various line-departments. The main approaches under this programme are to ensure convergence between the different schemes, institutional arrangements and improved governance. Various partners have joined hands with the Government of India to forward this ambitious programme and IDA is the lead support partner in Andhra Pradesh (three districts: Kadapa, Visakhapatnam and Vizianagaram) and Karnataka (two districts: Raichur and Yadgir).

All the key Maternal and Neonatal health interventions are expected to be prioritized and implemented on priority in the Aspirational districts like LaQshya, Obstetric ICU, HDU, strengthening facility based newborn care, HBYC, SAANS, SUMAN, D2F follow up of SNCU discharged newborns, cold chain strengthening, improving Immunization coverage, Elimination of mother to child transmission of HIV etc. This requires strengthening of Health systems in the state and districts to be able to deliver required services.

Strategic technical support would need to be continued in the Aspirational districts of Andhra Pradesh and Karnataka to support health system strengthening initiatives for delivery of Universal Health Coverage, focusing on the three Aspirational districts of AP namely Visakhapatnam and Aspirational districts of KA namely Yadgir.

Hence, IDA proposes to place two district consultants with the District Medical and Health Officers (DMHO) in two Aspirational Districts in Andhra Pradesh and Karnataka.


Reporting to District Medical & Health Officer, the District Consultant - Health System Strengthening (DC-HSS) shall be responsible for providing technical assistance to the District to support evidence-based planning, budgeting and monitoring of key RMNCH+A interventions using a health system strengthening approach with a focus on the Aspirational districts key indicators.

S/he will provide support to assist districts in scale-up and effective implementation of RMNCH+A programme with a focus on aspirational as per directives of NITI Aayog.

The consultant will also support assist scale-up and implementation of RMNCH+A and Nutrition interventions in the Aspirational district with support to any other district/s and State as required.

Key Deliverables:
(A) Planning and Coordination.

(1) Support preparation of NHM PIP inclusive of relevant interventions;
(2) Support roll out of Covid vaccine in the district – planning, implementation, capacity building and monitoring;
(3) Support the district in planning for capacity building and implementation of key interventions like, HBYC, LaQshya, Dakshata, RKSK, School Health Programme, SUMAN, SAANS, Anemia Mukt Bharat, Health & Wellness Center, EMTCT and D2 Campaign etc;
(4) Facilitate coordination amongst key RMNCH+A stakeholders in the district, which includes Departments of Health, WCD, RWSS, ITDA and other line departments etc. to address identified gaps and take corrective actions;

(B) Review, monitoring and supportive supervision:
(1) Facilitate program monitoring of all RMNCHA and Nutrition components and support district level review meetings and establish supportive supervision mechanism for the following tasks:

(a) Conduct regular block monitoring visits in the district, identify issues for resolution and take follow up actions at appropriate levels;
(b) Conduct visits in the district for identifying gaps and corrective actions;
(c) Support LaQshya certification of identified LRs and
(d) Establishment of HDUs and ICUs and operationalization
(e) Ensure mentoring visits to SNCUs and NRCs
(f) Facilitate supportive supervision visits to improve WASH in health facilities
(g) Facilitate establishment of supportive supervision mechanism for follow up of SNCU graduates
(h) Facilitate Mission Indradhanush, cold chain strengthening and EVM assessment. Prepare District Gap analysis based on supportive supervision app.
(i) Visit to Routine immunization sessions for supportive supervision and filling session site monitoring formats as per Supportive supervision app.

(2) Facilitate progress of key Health and Nutrition interventions as per Aspiration district indicators in the district;
(3) Provide capacity building support to key stakeholders of the district on key components;
(4) Facilitate roll out and implementation of key national health programs such as SUMAN, SAANS, AMB, Health and Wellness centre and Defeat Diarrhoea (D2F) and EMTCT, in the district with coordination with all line department;
(5) Conduct supportive supervision visit to Health & Wellness centers for identifying gaps and suggestion of corrective actions.


Applicant must have be Medical/ Dental/ Nursing/ Social Sciences Graduate with Post-graduate Degree or Diploma in Community Medicine/ Community Health/ Public health/ Paediatrics/ OBG.

(1) Minimum three to five years’ experience of working in the field of Maternal and Child Health with the Government or Non-Government Sectors;

(2) Minimum three to five years experience in project planning, project implementation, coordination, research and evaluation and training;
(3) Prior experience of working with NHM and Reproductive & Child Health Program of the Government of India in general and State specific programmes in particular, and its implementation within the state will be an asset;
(4) Candidates with good understanding of government sector and its functioning;

Skills and Competencies:

(1) Proven ability of data analysis, documentation, reporting and feedback using multiple sources of data namely HMIS, survey data etc;
(2) The incumbent must have demonstrated ability to work in a multi-disciplinary team environment with strong facilitation skills, ability to analyse reports, plan and monitor programmes;
(3) Excellent oral and written communication skills in English and knowledge of Telugu (For Vishakhapatnam) and Kannada (for Yadgir) are mandatory. Candidates with excellent presentation skills, analytical and interpersonal abilities will be given preference;

(4) Computer proficiency with high-level of familiarity with data base management programme and commonly used packages;
(5) Should be self-motivated, hard-working, energetic and creative with good analytical skills.

5. ESTIMATED TRAVEL: Approximately 7 days in a month for achievement of the listed deliverables.


The District Consultant- Health System Strengthening shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.


Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.
