1. POSITION(S) VACANT: State PPTCT Consultant, International Development Agency, Raipur, Chhattisgarh


Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection, and development.



The overall goal of HIV efforts in India is to halt and reverse the epidemic in India over the next 5 years by integrating programmes for prevention, care, support, and treatment.

As per HIV estimates 2020 report, at the national level, there were an estimated 23.19 lakh people living with HIV (PLHIV), with an adult (15–49 years) HIV prevalence of 0.22%. Children living with HIV (CLHIV) comprised 3.5% of the total PLHIV estimates. HIV-infected women (15+ years) constituted around 44.3% of the total estimated 15+ years PLHIV. For Chhattisgarh, an estimated 42.85 thousand people are living with HIV (PLHIV), with an adult (15–49 years) HIV prevalence of 0.20%. There were 2.61 thousand new HIV infections in 2020 which has inclined by 0.46% since 2010. AIDS-related mortality was estimated at 3.48 per 100,000 populations in 2020 for the state that is higher than national average of 2.37. There were 0.99 thousand AIDS related deaths in 2020. HIV incidence was estimated at 0.09 per 1,000 uninfected populations in 2020 that is above the national average of 0.04. Around 590 pregnant women were estimated to need prevention of mother-to-child transmission (PMTCT) services.

The state’s HIV prevalence is lower than the national HIV prevalence. The increase in new HIV infections indicates that there is a clear need for community-driven integrated AIDS response in the State on an urgent basis to respond to the growing HIV problem. The decline in AIDS related deaths indicates successful Care, support, and treatment (CST) programme for AIDS response. Estimation for PMTCT was 590 for 2020 whereas 146 HIV positive pregnant women were provided PMTCT services in year 2020-21. While the state has made progress toward providing PMTCT services to all HIV detected positive pregnant women, there is need to focus on the community-based HIV screening services to detect all HIV infected pregnant women to meet HIV estimation of 590.


PPTCT is a key intervention under NACP, and IDA supports national and state level authorities to plan, implement and monitor the PPTCT component with consideration of linkages with Maternal and Newborn health.  Over the past 4-5 years, NACO has expanded access to and quality of PPTCT services sizably with specific focus on the implementation of more efficacious PPTCT regimens (WHO Option-B) with intention to reduce the risk of transmission of HIV from infected mother to infant from 30-45% to 2-5%. Meticulous planning, sound implementation, robust monitoring & supervision and effective interlinks (between NACP & State Health Systems, Governmental & NGO, Public sector & Private sector) are essential to assure universal access to PPTCT services in the state.



Reporting to Mission Director, NHM, Chhattisgarh and day to day reporting to Mission Director, NHM, Chhattisgarh, the State PPTCT Consultant shall be responsible to support the state in accelerating the efficiency of implementation of the WHO Option-B regimen, expanding outreach testing of HIV and Syphilis, streamline SIMS data management, capacity building with strong linkages with overall Reproductive, Maternal and Newborn Health, along with support initiatives for strengthening community and outreach services for maternal health


The consultancy aims at accelerating the efficiency of implementation of the WHO Option-B regimen, expanding outreach testing of HIV and Syphilis, streamline SIMS data management, capacity building with strong linkages with overall Reproductive, Maternal and Newborn Health, along with support initiatives and activities among the communities and NGOs, to lead to improved indicators for women and children in HIV/AIDS.

Key Responsibilities:

(1) Support the Planning, Implementation, Supervision, Monitoring of PPTCT, ICTC and ART centers in state with focus on Antenatal Screening by engaging Institutions and private sector;

(2) Plan, Organize, Monitor and Assess the trainings related to PPTCT;

(3) Strengthening access and coverage of pediatric HIV/AIDs treatment to ensure availability of treatment to all HIV + ve children and increase early infant diagnosis;

(4) PPTCT Information Management with emphasis on PALS, EID line list and ANC line list and Management of Supply chain related to PPTCT;

(5) Advocacy, Communication & Social Mobilization (ASCM) for EMTCT;

(6) Support the state to Improve the quality of maternal health delivery with special focus on VHSND sessions , referral services, ANC, and PNC;

(7) Support the state for implementing and monitoring of High risk pregnancy identification and tracking strategies 

(8) Strengthen the Facility-based adolescent reproductive and sexual health services (Adolescent health clinics)

(9) Support in implementing the SWHAI Program in collaboration with SHRC and CP Section;

(10) Strengthening RKSK programme in Peer Educator District with specific focus on adolescent anemia.




(1) Applicant must have Postgraduate (Degree / Diploma) in Public Health / Obstetrics & Gynaecology / Paediatrics

(1) Minimum five years of experience of working in Public Health Systems after PG (Degree / Diploma), preferably related to RCH / HIV / AIDS;

(2) Prior work experience in the PPTCT programme and RMNCH+A with UN agency will be an advantage;

Experience in designing, implementation, management and evaluation of health-related project / programme, etc. at district and above level.

Skills and Competencies:
(1) Computing skills including information management;

(2) Proficiency in English, both, written and spoken and such skills in regional languages will be an added asset.

5. ESTIMATED TRAVEL: Approximately 5 days in a month for the achievement of the listed deliverables.


The Consultant shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.




Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.

8. LOCATION: The Consultant shall be based at Raipur, Chhattisgarh


9. DURATION: The successful candidate shall be issued a consultancy contract from the date of joining till December 31, 2022.
