2. ORGANIZATION BACKGROUND:

UNICEF is a United Nations agency responsible for providing humanitarian and developmental aid to children worldwide. The organization works in over 190 countries and territories to save children’s lives, defend their rights, and help them fulfill their potential, from early childhood through adolescence

PROJECT BACKGROUND:

In recent years, UNICEF’s work to support the unique needs of young people has gained momentum, as the challenges faced by them have come more sharply into view. UNICEF is committed to delivering for all children and adolescents, through its overall impact goal of ‘realizing the rights of every child, especially the most disadvantaged.

Building on its current work with, and for, adolescents, in line with the United Nations

Youth Strategy, UNICEF has developed a new global partnership, Generation Unlimited (GenU), which is dedicated to expanding opportunities for young people from ages 10 to 24 years, maximizing the potential of the United Nations system, Governments, Civil Society Organizations, and the private sector, and of young people themselves.

GenU is focused on finding new ways to ensure that every young person is in school, undergoing formal or informal learning or training, or is employed by 2030. The focus is on reaching those in the greatest danger of being left behind, including girls, the poor, young people with disabilities or on the move, or affected by conflict and natural disasters.

The India chapter of GenU has been named YuWaah, which signifies catalytic partnerships to unleash the potential of adolescents and young people. Since its launch in November 2019, YuWaah has built alliances with a range of stakeholders such as the Government, Civil Society, the UN and other international organizations, the corporate sector, and, of course, young people themselves. YuWaah has been designed to allow the co-creation of solutions that are relevant and scalable and ensure that young people in India have opportunities and choices for learning, avenues and spaces for functional and vocational training and can choose between employment and entrepreneurship which are accessible locally.


YuWaah’s?mission is to enable India's youth and connect them to aspirational socio-economic opportunities and engage them as active change-makers. Towards this end, the partnership is focusing on three strategic, focused goal areas, over the next 10 years:?

(a) Build pathways to aspirational socio-economic opportunities for 100 million youth;
(b) Facilitate 200 million youth to gain relevant skills for productive lives and the future of work;
(c) Partner with 300 million youth as change-makers and create spaces for developing their leadership.?

A two-pronged strategy has been envisaged to achieve the above-mentioned goals:?


(a) Identify high-impact, scalable initiatives and enable their roll-out at scale by brokering investments and shared value partnerships;
(b) Identify whitespaces and foster breakthrough innovations, by co-creating solutions with youth to ensure they are drivers and agents of social change.

Each of the above goals has a set of defined priority focus areas, for which Yuwaah shall catalyze?partnerships with diverse stakeholders, and ?mobilize?significant capital through innovative financing mechanisms. The partnerships shall enable the generation of a compelling evidence base to shape future policies. These initiatives will be operationalized in selected regions, depending on the support and engagement with state governments, synergies with existing partners and potential for achieving maximum impact at scale.

PURPOSE OF ASSIGNMENT:

The scale of YuWaah’s program outreach and deliverables are ambitious and challenging. There is a need for establishing a robust monitoring and evaluation (M&E) framework with indicators, that provides periodic data and evidence to inform course corrections and ongoing scale-ups. The monitoring, evaluation and reporting functions of GenU/ YuWaahcomply with Results-Based Management (RBM) principles. The overall framework and measurement of the results of key interventions in India, is an important function of YuWaah and UNICEF’s contribution to young people. Additionally, quality assurance is a key component of all monitoring, evaluation and reporting activities.

M&E supports YuWaah’s advocacy and policy dialogue efforts with national counterparts to properly position the organization’s agenda in the national context, and also supports resource mobilization efforts. Tracking the progress of various interventions requires analysis of information captured through the management information system (MIS) and the provision of feedback to the YuWaah team and partners. The application of innovative and strategic thinking to deliver desired results efficiently under resource-constrained conditions is an important aspect of M&E activities. To this end, an M&E results-based framework, theory of change and indicators to be tracked, have been developed. A customized MIS is additionally under development and an M&E agency is being hired for the organization.

In the context of the above, the Lead- Monitoring and Evaluation (Lead-M&E) will provide expert guidance on M&E, ensure the robustness of processes, manage the M&E agency, guide the development of MIS and oversee and conduct all M&E activities.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Under the technical guidance of the Chief Operating Officer, YuWaah and the overall guidance of the Chief of Generation Unlimited, Youth Development and Partnerships, the Lead-M&E shall provide expert technical advice and operational support for all monitoring and evaluation, planning, knowledge management and learning activities at YuWaah.

The post-holder will be the focal point, responsible for coordinating with all relevant agencies, partners, and stakeholders. S/he will also lead the development and implementation of YuWaah’s M&E and knowledge management strategy.

Key Job Responsibilities:
(1) Promote a results-based approach and integrate innovative M&E approaches in the areas of learning, skilling, employment/ entrepreneurship, and adolescent/ youth engagement;
(2) Provide substantive and strategic support to YuWaah’s overall monitoring and evaluation framework, by undertaking an analysis of data on learning, skilling, employment/ entrepreneurship, and adolescent/ youth engagement;

(3) Support efforts related to policy and advocacy, by providing robust evidence based on relevant and latest information;
(4) Integrate substantive methodologies and RBM tools in programming and project design and implementation;
(5) Ensure substantive monitoring of interventions of various components of YuWaah by coordinating with staff and partners and regularly analyzing information about field implementation;
(6) Provide support to other YuWaah team members for evidence-based advocacy initiatives;
(7) Support the planning of board meetings and assist in the periodic setting of measurable targets and milestones, through learnings from M&E activities;
(8) Periodically report on YuWaah data indicators;
(9) Disseminate monitoring indicators and evaluation results;
(10) Liaise with implementing partners of various interventions for monitoring key indicators and supporting the tracking of progress of different projects;
(11) Analyze data and reports on programmes and projects, in terms of results achieved, using existing monitoring and evaluation tools;
(12) Undertake capacity building initiatives on RBM and improve data quality systems for relevant stakeholders;
(13) Conduct strategic research initiatives by collating, compiling, and analyzing data from various sources and support the dissemination of such research for advocacy and policy level discussions;
(14) Prepare research briefs based on the systematic analysis of processes and outputs derived from YuWaah supported interventions;
(15) Conduct and lead all quarterly and year-end internal reporting processes to UNICEF and YuWaah;
(16) Facilitate the development of YuWaah MIS by liaising and coordinating with the third-party vendor;
(17) Lead knowledge management initiatives for the entire YuWaah team;
(19) Guide, manage and oversee the M&E agency that will conduct evaluations and be responsible for conducting monitoring activities;
(20) Undertake any other related tasks, as may be required, or assigned, by the supervisor.


4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualifications and Experience and Competencies:

(1) Post-graduate degree in Social Sciences, Education, Youth Development, or related field;
(2) At least 10 years of extensive experience in designing, planning, organizing, and conducting, mixed-method evaluations and also conducting robust monitoring;
(3) Strong experience in managing research and evaluations;
(4) Prior experience in developing plans/ TORs and schedules, assigning tasks, ensuring milestones are met on a timely basis, ensuring project costs are within the approved budget, and ensuring that objectives are adequately addressed, is essential;
(5) Proven experience in setting up monitoring processes is essential;
(6) Prior experience in coordinating the development and management of an MIS system is desirable;
(7) Demonstrated ability to produce high-quality evaluation reports; Record of publication of papers in peer-reviewed journals is desirable. (Note: A writing sample exclusively authored by the candidate, must be included in the application);
(8) Experience in education, skills/ employment adolescent/ youth development, and engagement, is preferred;
(9) Experience of working with UN agencies, international donors and similar organizations is preferred.

5. REMUNERATION:

Gross annual compensation budgeted for the position is attractive and compares favorably with that offered by international agencies for similar roles. Compensation offered to the selected candidate shall be based on salary history, qualifications and experience.

6. NUMBER OF VACANCIES AND DUTY STATIONS:

(1) Number of Vacancies: One
(2) Duty Station: New Delhi with travel to Mumbai, Ahmedabad, Bengaluru, Chandigarh and other state capitals, on a need basis.

7. SUPERVISOR:

The Lead- M&E will report to the Chief Operating Officer, YuWaah, with overall guidance from the Chief of Generation Unlimited, Youth Development and Partnerships.

8. OFFICIAL TRAVEL INVOLVED (Itinerary and Duration):

Official travel is anticipated for three days, every alternate month, to YuWaah’s intervention states, which presently include Maharashtra, Gujarat, Karnataka and Punjab.

9. ESTIMATED DURATION OF CONTRACT (Full Time):

The contract will be issued for 11.5 months from appointment. The contract may be extended, subject to performance and availability of funding.
