1. POSITION(S) VACANT: Program Manager – Livelihoods Convergence, Transform Rural India Foundation, Lucknow (Two Vacancies)

Project Background:

TRIF in consortium with Project Concern International (PCI), has been supporting the Technical Support Unit, Mahatma Gandhi National Rural Employment Guarantee Scheme (TSU-MGNREGS) in Uttar Pradesh. The TSU operates under the direct supervision of the Additional Chief Secretary, Department of Rural Development, GoUP, with the objective of providing strategic and technical support for monitoring MGNREGS operations in the state.

The TSU focuses on deepening and expanding the initiative around Mahila Mates, ensuring 100 days of wage employment to identified households under MGNREGS. It aims to create livelihood assets for ultra-poor households, develop innovative livelihood prototypes around horticulture, pisciculture, poultry, and goat rearing, and facilitate convergence with other departments. The TSU also supports technical/ digital platforms for improving the execution and monitoring of aspirational initiatives such as the creation of 5 lakh individual assets, Mahila Mates and 100-day wage employment.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting to the Team Lead, TSU-MGNREGS, the Program Managers- Livelihoods Convergence (PM-LCs), shall be responsible for supporting livelihood-related activities through MGNREGS in the entire state, as well as other responsibilities listed below.

Key Responsibilities:

(1) Identify opportunities for developing farm livelihoods (Agriculture/ Horticulture/ Animal Husbandry, etc.) prototypes, envisaged to create ‘individual assets’ for rural poor households under MGNREGS;

(2) Develop model estimates for livelihoods prototypes in consultation with relevant stakeholders;

(3) Support the monitoring of various livelihoods focused activities under MGNREGS;

(4) Develop modules for the training of relevant stakeholders on ‘Model Estimates’ and provide them handholding support during rollout;

(5) Devise strategies and facilitate convergence with flagship schemes and partnerships with various line departments of GoUP such as UPSRLM, CBOs, and other similar entities;

(6) Facilitate innovative practices and solutions around farm livelihoods domains;

(7) Document best practices. Also assume responsibility for report writing and developing presentations.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualifications:
Applicants must be graduates, preferably in Civil/ Agriculture engineering, Veterinay Science or post graduate in Agriculture and/or Animal Husbandry or other relevant fields from a reputed institution.

Experience:
(1) Applicants must have about 10 years of experience, including grass-roots involvement in rural livelihoods promotion around agriculture, animal husbandry and horticulture;

(2) Two to three years experience of working directly with the government coupled with fair understanding around use of government-approved Schedule of Rates (SoR) for developing Model Estimates around farm and allied activities;

(3) Experience of project management in a government set-up is highly desirable;
(4) Experience of working with SRLMs, reputed NGOs, and Bilateral/ Multilateral organizations, is also desirable.

Skills and Competencies:

(1) Proven analytical skills and ability to think strategically;

(2) Excellent verbal and written communications skills both in Hindi and English;

(3) Demonstrated ability to cultivate relationships, collaborate with individuals in a culturally diverse setting and build consensus;

(5) Ability to work effectively and inclusively with a range of people, both within and outside of the organization;

(6) Ability to communicate effectively with a wide range of audiences, at the local, state and national levels;

(7) Strong organizational skills and the ability to effectively manage multiple tasks and meet strict deadlines;

(8) Excellent interpersonal skills, flexibility, adaptability and the ability to work effectively as a member of a team. Proven capacity to supervise, train, coach and mentor staff;

(9) Empathy;

(10) Openness to work with diversified cultures.

5. COMPENSATION OFFERED:

Gross compensation budgeted for the position is attractive. Please note that the offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.

8. OFFICIAL TRAVEL INVOLVED:

The applicant should be willing to travel and stay in rural areas of Uttar Pradesh as per requirement.

9. ESTIMATED DURATION OF CONTRACT (Full Time):

Contracts will be issued for a period of one year from appointment and extended, subject to performance and mutual consent.
