1. POSITION(S) VACANT: National Consultant for ACF, Latent TB Infection and TB Preventive Treatment, International Union Against Tuberculosis and Lung Disease (The Union), New Delhi
2. ORGANIZATION BACKGROUND:
The International Union Against Tuberculosis and Lung Disease (The Union) is an international scientific organisation headquartered in Paris, France since 1920. Its goal is to promote national autonomy within the framework of the priorities of each country by developing, implementing and assessing anti-tuberculosis, lung health and non-communicable disease programmes as well as other public health issues.
The Union has eight offices around the world serving Africa, the Asia Pacific, Europe, Latin America, the Middle East, North America and South-East Asia, with a focus on tuberculosis, HIV, lung health and non-communicable diseases, tobacco control and research.
Union South East Asia (USEA), one of the organization’s largest offices since 2009, has managed USAID supported Challenge TB project together with National Tuberculosis Elimination Program (NTEP) and provided critical support in advocacy, private sector engagement, improving working conditions for TB patients, improving access to molecular diagnostics in private sector and among children, rolling out new drugs and regimen.
CTB also introduced digital solutions for training, treatment adherence, and learning management in the country. CTB’s work with corporates, civil society organizations, research and academic institutions, media and celebrities and parliamentarians provided TB a national platform and garnered the highest level of political commitment. Project Axshya, a Global Fund Round 9 project designed to extend the reach of India’s National TB Elimination Programme through advocacy, communication and social mobilization activities in 300 districts across 21 states. Other key projects are to support tobacco control efforts in India, Nepal and Bangladesh through the Bloomberg Initiative to Reduce Tobacco Use; Project LIGHT, which brought fluorescent LED microscopes to 200 Medical Colleges across India; and the Eli-Lilly supported project to expand sustainable TB control in India. USEA also coordinates trainings to build capacity in the management of TB and MDR-TB, operational research, programme management and other skills.
About the Project:
iDEFEAT TB - Institutional Strengthening to Accelerate Actions for TB and Drug Resistant TB in India is USAID’s flagship TB project in India. The overall goal of the project is to strengthen TB-related institutions focusing on programmatic and clinical management of patients with TB and DR-TB, thereby contributing to achievement of India’s National Strategic Plan and targets set forth at the United Nations High-Level Meeting on TB. iDEFEAT TB will be implemented by The Union-led consortium of partners.

3. JOB DESCRIPTION/ RESPONSIBILITIES:
Reporting to the Project Director (iDEFEAT TB Project), the National Consultant will have the following responsibilities:
Key Roles and Responsibilities:
(1) Provide technical contribution to the Central TB Division for policy and guideline development for universal access to quality-assured diagnosis and treatment of Latent TB, mobilize the necessary resources, and facilitate the required technical assistance;
(2) Provide technical contribution to The Union and State governments for the supervision, monitoring, and evaluation of national scale-up towards TB Preventive Treatment (TPT);
(3) Provide training, technical support and supervision on TPT implementation as per the National Strategic Plan and support CTD in evidence generation through research and innovation;
(4) Provide technical assistance to Central TB Division for organizing and conducting trainings at National & State level with the cascade approach;
(5) Provide technical contribution for development of monitoring systems for PM-TPT including electronic case-based notification system Co-ordinate actions from various stakeholders such as the Union Government, technical and developmental partners concerning the preparation and the execution of the plan to scale up towards novel interventions for TB Preventive like and all relevant interventions;
(6) Coordinate with partnering agencies and organizations for periodic review of TPT activities including projects on TPT for TB elimination at national level;
(7) Provide technical contribution to Central TB Division and collaborating centers in the country for operational research for innovative diagnostics, treatment, and case management strategies for TPT;
(8) Provide a monthly report and an end-of-assignment report on activities, achievements, challenges and recommendations;
(9) Perform other duties as assigned by Project Director/Country Director as required in the interests of the programme.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification:
Applicants must have MBBS degree with Postgraduate degree or diploma in public health/ General Medicine.
Experience:
Applicants must have a minimum of three years of experience in public health programmes/projects.
Skills and Competencies:
(1) Proven ability to communicate clearly;
(2) Ability to work effectively in a Team;
(3) Proficiency in computer applications;
(4) Excellent knowledge of spoken/written English and local language (Hindi).
