1. POSITION VACANT: State Consultant- WASH, International Development Agency, Hyderabad, Telangana



Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.


IDA’s aim is to meet the global commitment to fulfilling every child’s right to water, sanitation and hygiene, as it is an ongoing challenge at policy, administrative and community levels. The state has made remarkable progress in terms of coverage of households with drinking water, toilets and disposal of solid and liquid waste arrangements. As per JJM IMIS as of January 2022, all households have been covered with functional household tap connections under state flagship program Mission Bhagiratha. Similarly, the state attained open defecation free status in the year 2019. The state is in the process of creating ODF Plus GPs on scale which includes ODF sustainability and Solid and Liquid Waste Management as per SBM phase-II guidelines. More than 95% Gram Panchayats have established Solid Waste Management Units. Similarly, around 40 to 50% rural households constructed Soak pits in addition to community soak pits in several villages for safe disposal of Grey Water.


The state had notified Solid Waste Management Policy and Strategy complying to SWM Rules 2016 with a vision that “All cities and towns in Telangana to become totally clean, sanitized, healthy, liveable, ensuring and sustaining good public health and environmental outcomes for all citizens, with a special focus on hygienic and affordable sanitation for the urban poor and women”. The state is undertaking source segregation and door-to door collection in all 142 ULBs (or 3618 wards) through 4500 Swachh auto trippers. GPS tracking devices have been installed in all these transportation vehicles for effective monitoring and adherence to the designated route maps.  A total of 206 Dry Resource Collection Centers (DRCC) has been established in the 141 ULBs for segregation of dry waste and generate revenue through sale of recyclable materials thereby promoting circular economy. The state is engaging CBOs and citizens for source segregation and composting at the ward and household levels.

Further, there are several challenges and bottlenecks for ensuring sustenance of Open Defecation Free status both in rural and urban areas. As per National Health and Family Survey (NFHS) 5, 81.8% urban population and 72.95% rural population live in households that use improved sanitation facility. There is an urgent need for state to ensure all household are access to improved household or community toilets to sustain ODF status. Though the state is taking several initiatives on creating awareness among rural and urban communities on stopping open defecation, adoption of handwashing practices, safe disposal of child faces, Menstrual Hygiene Management, household segregation, waste water management, etc. it requires consistent and structured SBCC interventions, strengthen village water sanitation and ward level committees,  participation of other CBOs especially Women SHG groups and federations, enhance capacities of relevant stakeholders at all three levels, etc. to strengthen sanitation outcomes at scale. Given the scale of the need, it is critical that state has strong institutions capable of planning, implementing & overseeing the WASH program besides sustaining WASH outcomes.

There is a need supporting government and partnering with other organisations to strengthen the overall enabling environment in terms of evidence generation and analysis; policy and strategy development; institutional support and co-ordination; sector financing; capacity development; and planning, monitoring and review for the successful delivery of effective, sustainable and inclusive WASH interventions. Further support service delivery mechanisms to reach the poorest population, and promote poor-inclusive financing strategies for inclusive WASH services in addition to  supporting appropriate demand and supply approaches for urban WASH; There is also need to facilitate relevant urban and rural departments to build the capacities of communities and their families to actively engage with service providers and policy makers, and creating and maintaining social norms that increase access to sustained and inclusive WASH services.


The support would include a senior professional to provide strategic technical support to the Commissioner and Director of Municipal Administration (CDMA) and departments implementing Swachh Bharat (Urban and rural) Mission in terms of capacity building, effective institutional coordination, implementation, identification of bottlenecks and addressing the same and, review the progress periodically to sustain WASH outcomes at scale leading to achievement of SDG 6. Also participate and document events and further collect primary data on the progress of WASH interventions from various sources and share the key findings with IDA WASH staff to strengthen the higher end advocacy. S/he shall also facilitate consulting agencies undertaking studies and assessments effectively and further ensures dissemination of findings through various mechanisms.


The State Consultant- WASH (SC-WASH), shall be responsible for providing technical support to the Commissioner and Director of Municipal Administration, select ULBs and MEPMA (70% time) and The Commissioner of PR and RD (30%) for scaling and sustaining WASH outcomes (ODF +++, hygiene behaviours including MHM, change management of service providers, decentralized management, etc).

The consultant shall also facilitate relevant departments on improved policies and strategies, institutional building, knowledge management, capacity building of key stakeholders, establishing outcome-based monitoring systems, etc thereby contributing to realization of SDG 3, SDG 4 and SDG 6 in Telangana state.

Key Deliverables:

All the tasks will be carried out under the guidance and direction of the WASH Specialist (OIC), IDA HFO and will be essentially aimed at assisting him/her to ensure delivery of results stipulated in the rolling work plan for WASH and allied sectors.

(A) Provide technical inputs to the Commissioner and Director of Municipal Administration (CDMA) and the Commissioner of Panchayat for Raj and Rural Development (PR and RD) for improved policy and strategy for scaling up and sustaining WASH outcomes;

The professional shall undertake review of existing policies and strategies, its effectiveness and relevance in the context of changing priorities/needs of communities, emerging issues/challenges of WASH sector; identify policies and strategies that are to be strengthened or new policies and strategies that are to be issued for scaling up and sustaining WASH outcomes. Accordingly, he or she will facilitate the relevant departments (CDMA or PR & RD) revising existing policies or development of new policies.

(B) Support relevant urban and rural departments on effective planning, implementation and monitoring of water, sanitation and hygiene programs in line with GOI and State WASH guidelines;

Work closely with CMDA, PR & RD department, MEPMA, etc. on development of updated action plans, establishment of robust monitoring systems and holding periodical planning cum review meetings of WASH programs. Undertake periodical field visits and share the monitoring reports with respective departments regarding progress, gaps, challenges, and ways of addressing the same. Facilitate relevant departments strengthening collaboration and convergence with various stakeholders including CSOs, PRIs and other grassroots agencies. Also share periodical sector status reports and share with respective departments for improved planning, implementation, and monitoring of WASH programs.

(C) Enhance institutional capacities at state, district, ULB and GP/Ward level for improved delivery of gender, equity, climate resilience and COVID inclusive WASH services to the population, with a clear focus on the poorest and most marginalized children and their families;
Facilitate strategic capacity building events at state, district and ULB level based on demand from departments, institutions and other partners which includes training needs assessment, training strategy/action plan, modules development, and preparation of resource material and facilitating training/workshop sessions. Advocate with departments for building resource teams (ODF S teams, SLRM teams, hygiene promotion teams, Master Masons teams on retrofitting, Field trainer’s teams, etc.) at state and district levels to meet the capacity needs of key stakeholders.

(D) Provide organizational support and resource inputs for various activities supported by IDA at state and districts ensuring effective implementation and timely liquidation of funds;
Facilitate the respective partners on development of action plans and timely implementation of planned activities and achievement of results. Further, support on establishment of monitoring systems besides preparation of quality progress reports.  Also ensure that the funds are managed in accordance with the guidelines provided by IDA, including timely liquidation. Undertake periodic field visits to IDA supported or any other district as directed by IDA and State and share visit reports respective departments. Also participate in internal review cum planning meetings of partners from time to time.

(E) Facilitate relevant urban and rural departments/ institutions to promote community management of WASH services including hygiene practices at scale;
All GOI and State WASH guidelines have given utmost importance to community management of WASH services.  The professional will provide the necessary technical inputs to relevant departments and institutions to promote community management of WASH services at scale in terms of developing advocacy briefs, field guides/manuals, design  and roll out communication strategies and people centered campaigns, capacity building of grassroots functionaries and committees through cascade approach, documentation and sharing of best practices, demonstration of models, establishment of community monitoring systems including operation and maintenance of WASH facilities, etc.


Postgraduate in water and sanitation/ related subjects, Environmental Engineering, urban planning/ urban development, or any other social sciences subjects.

(1) Minimum five years of experience of working with rural/ urban water and sanitation projects, of which minimum one year experience of working with Urban/ Municipal administration;
(2) Minimum three years of experience of working with government or international agencies preferably at state/ national and regional level
(3) Previous experience of working in the sector flagships (SBM & NRDWP/ Jal Jeevan Mission) and allied projects (SSA, TSP, Bal Swachhta Mission and NRHM) on WASH would be considered as an additional and desirable qualifications;
(4) Experience in designing, preparation of training modules and facilitation of training, would be desirable.

Skills and Competencies:
(1) Fluency in spoken and written English & Telugu is an essential qualification for this assignment;
(2) Well versed with using computers and internet;
(3) Applicants having own laptop, vehicle, camera and other communication facilities, would be desirable.

5. ESTIMATED TRAVEL: Approximately 8 days in a month for achievement of the listed deliverables.


The SC-WASH shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.


Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.

8. LOCATION: Hyderabad, Telangana with frequent travel to other districts in Telangana.
