The Indo-German Universal Health Coverage Programme (IGUHCP) is part of Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, Germany’s enterprise for international cooperation. GIZ works with Indian ministries at the Centre and State Governments for implementation of bilateral cooperation projects.


IGUHC works closely with National Health Authority under Ministry of Health and Family Welfare (MoHFW) and with selected state governments to provide policy advise and implementation support in the areas of Universal Health Coverage, Health Systems Strengthening, Social Health Insurance and health security. Other government ministries/agencies with which IGUHC works closely are NITI Aayog, ESIC, Ministry of Labour and Employment (MoLE), ICMR etc.

MoHFW has set up National Health Authority (NHA) to manage PM-JAY and at the state/Union Territory(UT) level it will be implemented by State/UT Health Agencies (SHAs), set up for this purpose. In order to enhance the capacities of the state implementing agencies to manage PM-JAY, MoHFW/NHA in partnership with GIZ, has initiated the ‘Professional Programme for Health Protection’. The Programme will select, train and mentor consultants to be placed in the State/UT Governments and the NHA to support the implementation of PM-JAY.


GIZ - Indo German Programme on Universal Health Coverage (IGUHC) along with district authorities of Agra has initiated a pilot in strengthening Ayushman Bharat and UHC in Agra district. The project will support in refining the accessibility and quality of HWC and PHCs thereby strengthening the infrastructure. In order to establish a seamless continuum of care, the gaps between primary, secondary and territory healthcare need to be filled and further strengthen the referral system between the levels of care.


Further, this initiative will also ensure sustainable delivery of healthcare for the marginalized and vulnerable population in the Agra district and provide effective support to the centralized project management unite at the district headquarter.


As part of this pilot initiative IGUHC proposes to hire a Project Coordinators who will support the District Health Authorities of Agra in project coordination, capacity building, monitor and provide implementation support in the districts for the success of Ayushman Bharat. Consultant is expected to coordinate with the district health officials for the implementation Ayushman Bharat and UHC in Agra district


The objective of the assignment is to support State Health Department of Uttar Pradesh as well as the Agra district Implementation Units in the State of UP in implementing four pillars of Ayushman Bharat and will be placed as a part of the Program Management Unit (PMU) at District Head office for capacity building and training of district team under CMO, health facilities, ASHA/ANM workers and other health functionaries at the district level. The consultant shall support the strengthening of existing institutional structures and supporting CMO office for documentation and other office related work.



Consultant Capacity building will be responsible for supporting the district health authorities in organizing and conducting training and workshops at the district level for Ayushman Bharat and continuum of care. This includes but is not limited to following specific tasks and responsibilities-

Key Responsibilities:

(1) To make himself/herself thoroughly familiar with the four pillars of Ayushman Bharat, processes and guidelines. To acquire an in-depth understanding of the guidelines of the scheme and role of various stakeholders;

(2) Develop a capacity building strategy for various phases of the scheme, and for all the stakeholders involved in the scheme;

(3) To assist district team in devising a suitable training and orientation work plan for field functionaries and various stakeholders at the district level;

(4) Coordinate and organize training courses and workshops for various functionaries of line departments and other stakeholders/ agencies at district level;

(5) Provide support in carrying out mass awareness programmes, events workshops for target groups. Evaluation/Assessment of training effectiveness and impact.

(6) Training of Accredited Social Health Activist (ASHA) for advocacy and community mobilisation;

(7) Facilitate focus group discussion at village-level with Panchayat members, Accredited Social Health Activists (ASHAs), community health workers and individuals at Village Groups (gram-sabhas, anganwadis, women’s self-help groups) etc. which will help in understanding the challenges in accessing health services;

(8) Support the district team in management of the grievance redressal system, developing tools and mechanisms for grievance redressal for various stakeholders of the scheme;

(9) Undertake field visits to monitor, coordinate and supervise the ongoing training activities in the districts and suggest corrective measures.


(10) Documentation

(a) Draft case studies and relevant project documents and suggest recommendations on varied issues (as and when required);

(b) Maintain documentation management system (hard copy and on network);

(c) Preparation of reports etc. as per the need of the CMO office Agra and GIZ.



Postgraduate degree/diploma in health management, public health, social work, rural management, any other equivalent degree from a recognized university / institute.


(1) 5-8 years of post-qualification work experience in training and capacity building at state or district level along with management of grievance redressal systems in the state for government health scheme or a large-scale government health programme,

(2) Excellent communication and presentation skills, analytical and interpersonal; abilities, excellent written and oral communication skills in English and Hindi

Skills and Competencies:

(1) Knowledge about Ayushman Bharat and other social security schemes in India.

(2) Ability to think creatively and intuitively.

(3) Knowledge of and experience with developing training plans, training modules, devise mechanisms for monitoring of training impact and dissemination techniques and methods, along with experience of handling grievance redressal systems in any health program.

(4) Excellent computer proficiency and knowledge of commonly used software packages like MS Word, Excel, Power Point etc.

(5) Ability to communicate with people working at the district level and below.

(6) Demonstrated ability to work in a multi-disciplinary team.

The offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.



The Consultant shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

8. LOCATION: The Consultant will be placed in District Health Authority, Agra.

The duration of the contract will be till December 31, 2022, renewable based on performance.
