2. ORGANIZATION BACKGROUND:

Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.

PROJECT BACKGROUND:

The recently released NFHS 5 data of Chhattisgarh highlighted the improvement in nutrition indicators with little or static move in the coverage, still prevalence of different forms of malnutrition in the state is high compared to national average. The state Government of Chhattisgarh has been implementing various nutrition programs adopting multi-pronged approaches through departments like Health & Family Welfare and Women & Child Development (WCD-ICDS) to address the prevalence of undernutrition among children, pregnant women and adolescent girls. Department of Women and Child Development of state has initiated Mukhyamantri Suposhan Abhiyan- state specific initiative to address anemia and malnutrition among young children and women of reproductive age group. State government has aimed to bring all nutrition interventions such as Mother’s Absolute Affection (MAA), IYCF, Vitamin A supplementation and deworming, Nutrition Rehabilitation Center for management of children with Severe Acute Malnutrition, Anemia Mukt Bharat, recently approved the scale up of Community based Management of children with Severe Acute Malnutrition etc. together with state led initiatives like Wajan Tyohar (annual mass screening for children under 5 years), Mahatari Jatan Yojana (MJY) etc under ambit of Mukhyamantri Suposhan Abhiyan to create comprehensive programming for nutrition for better implementation and monitoring. Additionally, to give impetus to the real-time monitoring, POSHAN Tracker has been initiated in all districts of state taking over ICDS CAS.
 

Since all field functionaries with limited understanding and adaptability of tech based reporting are lacking in capacity to report under POSHAN tracker and have continued reporting in Rapid Reporting system in tandem. Further, use of various IT based tools for improving the programming structure; such as analysis of geographic distribution of supervisor’s area, trends in the reported malnutrition levels, program coverage against the estimated children, and other such indicators can offer important insights for improving program delivery. Besides, data collection, compilation and analysis, technical support is also required to devise few selected validations and/or evaluation studies.
 

IDA is committed to provide technical support at state level to DWCD for strengthening nutrition interventions and to accelerate the right decisions towards adopting evidence based, high impact, quality essential nutrition interventions at scale.

 

PURPOSE OF THE ASSIGNMENT:

IDA as the partner of choice for DWCD at state level is expected to provide high -end technical assistance through a highly qualified and skilled HR support to streamline existing reporting system and introducing new mechanism to improve the skills of field functionaries.

The proposed position of consultant will be accountable for accomplishment of the stated key end-results by providing professional expertise and assistance to the WCD department in management of information, facilitate in data collection, compilation, statistics, data analysis, preparation of reports/factsheets as appropriate using both online and offline/manual process as available in the state for different nutrition programs/interventions.

In addition, development of mobile based apps and support for IT-based online data management, remote monitoring systems is also desirable. Specific support is expected for generating information on technology-based MIS system for nutrition interventions by the WCD department and revamping of existing data systems.
 

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

The Consultant- State MIS Coordinator shall be responsible for strengthen and support nutrition interventions through WCD department by developing, implementing and strengthening of data systems, information systems and monitoring mechanism.

 

Key Responsibilities:

 

(1) Provide regular technical assistance to DWCD and related departments for the overall planning, implementation, monitoring & supportive supervision of the maternal and child health and nutrition initiatives;

(2) Support in formulation of plans for roll out and scale up of new initiatives & regular monitoring to assess the quality of implementation of flagship and other programs

(3) Develop and disseminate tools to assist department in monitoring the real-time progress of initiatives taken by the Department;

(4) Organize and Coordinate for Wajan Tyohar and support field programme team in data validation and compilation to share reports to the WCD Dept;
(5) Support in developing mobile based applications for data capturing and remote monitoring.

 

Major Task

 

(A) Coordination 

(1) Support the strategic planning and facilitate in conducting coordination meetings and activities;

(2) Provide regular support and actively follow up on actions agreed in the meetings;

(3) Ensure coordinated key nutrition programme monitoring.

 

(B) Information Management

(1) Support WCD for strengthening governing data systems through understanding, analyzing and continues monitoring;

(2) Develop, update and share summaries of 4W (who, what, where, when) maps for effective coordination, complementarity of actions and to avoid duplication;

(3) Collect, analyse and disseminate information on the nutrition situation & response to the nutrition development partners members and to other stakeholders at state and district level;  

(4) Develop data collection and monitoring systems using IT based tools

 

(C) Nutrition programme implementation

(1) Promote lessons learnt and best practices sharing in Nutrition programme planning, implementation, monitoring and evaluation;

(2) Contribute in developing district profiles, datasets, reports based on data triangulation and scientific analysis;

(3) Collect and compile evidence, lessons learned and best practices to support advocacy.

 

(D) Capacity Building

(1) Mapping of networks contributing into government data systems;

(2) Gap analysis of such networks to identify scope of improvement, capacity building of concerned staff;

(3) Analytical skill building of staff engaged in data collection and management;

(4) Support department in capacity building of staff for operationalization of newer data management portals.

 

Apart from major tasks, the coordinator will provide support on following activities;

 

(1) Facilitate and development of Annual State Programme Implementation Plan (APIP) of ICDS with other nutrition interventions;

(2) Provide support to the Rapid Reporting System of ICDS to streamline AWCs data systems and generating monthly MPR;

(3) Support DWCD to streamline MIS data and linking it with CMAM data system, generating monthly MPR;

(4) Organize and conduct state level trainings on RRS and POSHAN Tracker

(5) Support department to develop reporting mechanism and MIS for state-specific initiatives e.g. Mukhyamantri Suposhan Abhiyaan etc.;

(6) Support department to develop web-based monitoring mechanism for supervisors and generate monthly monitoring reports;

(7) Undertake field visits to districts to streamline data systems by providing hands on trainings to field functionaries and supervisors;

(8) Documentation/ developing progress reports/ annual reports and sharing of best practices/success stories for various nutrition related MIS programmes;

(9) Facilitate data analysis and review meetings with block and district officials/teams to review the programme indicators and conduct state-level review meetings with DWCD, NHM and IDA;

(10) Facilitate planning and capacity development for departmental programme in collaboration with SCOE, IDA, DWCD and NHM;

(11) Develop quarterly self-assessment status based on the performance assessment tool

(12) Any other task delegated by the authority
 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:          

 

Qualifications:
 

Applicants must have a post-graduate degree in Statistics, Information Technology, Data management, Health Informatics, Public Health Nutrition, Health Management, Health Administration, Epidemiology.

Applicants must have a post-graduate degree/ diploma in Statistics, Information Technology, Data management, Health Informatics, Public Health Nutrition, Health Management, Health Administration, Epidemiology.


Experience:

(1) Applicants must possess minimum five years of experience of handling data especially in nutrition projects and the Health and ICDS system is essential;

(2) Experience of managing programs with nutrition/health programs and knowledge of data management systems like SRS, HMIS, RCH, POSHAN Tracker is preferred;

(3) Experience of working at State level in close coordination with Government Officials is desirable;

(4) Previous experience of working with IDA or any other UN organization will be of added value.

 

Skills and Competencies:

(1) Demonstrated ability to work in a multi-disciplinary environment and to establish harmonious and effective relationships with governmental, non-governmental and civil society organizations;

(2) Should be able to develop Applications/programmes for data management online.

(3) Skills and knowledge in managing community based public health, livelihood, rural development and nutrition programs including capacity building is essential;

(4) Knowledge of computer applications (Word, Excel, Power Point, other presentation software) is must along with the knowledge and understanding of statistical tools like SPSS, STATA, Atlas TI, Epi Info etc. added advantage;

(5) Experienced in data-collection, data analysis and data-visualization tools like KoBoToolbox, Excel, Power BI, Tableau etc is must.

(6) Ability to work in harmony with the partners and maintaining poise in difficult situations;

(7) Experience in data analysis and report writing is essential;

(8) Excellent oral and writing skills both in Hindi and English is essential, knowledge of local language is an asset;

(9) Willingness to travel to all districts of Chhattisgarh;

 

5. ESTIMATED TRAVEL: Approximately five days in a month for achievement of the listed deliverables.

6. NATURE OF ENGAGEMENT:

The CON-S-MIS shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.


7. REMEUNERATION, DSA:

Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.
