2. ORGANIZATION BACKGROUND:
The International Union Against Tuberculosis and Lung Disease (The Union) is an international scientific organisation headquartered in Paris, France since 1920. Its goal is to promote national autonomy within the framework of the priorities of each country by developing, implementing and assessing anti-tuberculosis, lung health and non-communicable disease programmes as well as other public health issues.
The Union has eight offices around the world serving Africa, the Asia Pacific, Europe, Latin America, the Middle East, North America and South-East Asia, with a focus on tuberculosis, HIV, lung health and non-communicable diseases, tobacco control and research.
Union South East Asia (USEA), one of the organization’s largest offices since 2009, has managed USAID supported Challenge TB project together with National Tuberculosis Elimination Program (NTEP) and provided critical support in advocacy, private sector engagement, improving working conditions for TB patients, improving access to molecular diagnostics in private sector and among children, rolling out new drugs and regimen.
CTB also introduced digital solutions for training, treatment adherence, and learning management in the country. CTB’s work with corporates, civil society organizations, research and academic institutions, media and celebrities and parliamentarians provided TB a national platform and garnered the highest level of political commitment. Project Axshya, a Global Fund Round 9 project designed to extend the reach of India’s National TB Elimination Programme through advocacy, communication and social mobilization activities in 300 districts across 21 states. Other key projects are to support tobacco control efforts in India, Nepal and Bangladesh through the Bloomberg Initiative to Reduce Tobacco Use; Project LIGHT, which brought fluorescent LED microscopes to 200 Medical Colleges across India; and the Eli-Lilly supported project to expand sustainable TB control in India. USEA also coordinates trainings to build capacity in the management of TB and MDR-TB, operational research, programme management and other skills.

3. JOB DESCRIPTION/ RESPONSIBILITIES:
Reporting to the Head- Grants Management, the Manager Grants (MG) shall be responsible for the preparation and management of agreements with sub-grantees, accounts payable, partnership database management, coordination and communication with the technical team, resolution of accounting queries, and supervision of grant accounting and bookkeeping.
The post-holder shall be required to monitor project funds utilisation, ensuring compliance with the specific requirements of the assigned project. S/he shall also stay updated about the latest developments relating to legal and regulatory requirements and project management techniques, applicable to the non-profit sector.
Key Roles and Responsibilities:
(1) Assist in the modification, development, and enhancement of grant management systems for the Global Fund Grant, including systems for the management of sub-grants to SRs and SSRs;
(2) Prepare contracts and ensure appropriate terms and conditions are incorporated. Also ensure compliance with grant requirements, as well as applicable laws and regulations;
(3) Review budgets, cost items, and prices to ensure accuracy, completeness, and compliance with approved proposal. Also negotiate with contractors;
(4) Conduct grant negotiations, grant administration, and grant monitoring activities in accordance with The Union’s policies and in alignment with requirements set out in the donor’s grant agreement;
(5) Review, compile and maintain all required grant information from SRs/ Partners and project staff;
(6) Track all open contract actions to ensure timelines are met and attend all meetings where representation is required;
(7) Coordinate schedule of grant monitoring (program and financial) activities for grants, according to The Union’s grant monitoring policy. Participate in joint reviews of grants of SRs and Partners;
(8) Undertake travel for grant monitoring and ensure that all visits are properly planned and progressed by visit reports;
(9) Assist and provide support and required documentation during review visits by auditors for the project/ organisation;
(10) Ensure necessary filing of support documents, donor correspondence, relevant approvals and/or other relevant background information, including decisions taken;
(11) Perform any other relevant duties, as required by the Supervisor and/ or Regional Director of The Union South-East Asia Office.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification:
(1) Applicants must have master’s degree in Commerce/ MBA Finance, or equivalent;
(2) Qualification of CA/ ICWA is desirable.
Experience:
(1) Applicants must have a minimum of seven years of professional business or financial management experience, of which four years must be in grant financial management;
(2) Experience of working with grants or contracts funded by the Global Fund and/or USAID will be considered a significant plus;
(3) Proven track record in grant writing including but not limited to local and state government grants, and/or donor proposals.
Skills and Competencies:
(1) Proven ability and experience in leading and facilitating training workshops;
(2) Must be a self-driven individual with a strong sense of initiative;
(3) Ability to work effectively in a team environment throughout the grant life cycle;
(4) Good interpersonal skills, including problem solving and leadership abilities;
(5) Excellent verbal and written communication skills;
(6) Detail-oriented with the ability to work independently;
(7) Working knowledge of Microsoft Office applications including Excel, Word, PowerPoint and Outlook;
(8) Ability to plan, set priorities, and manage the execution of multiple tasks under tight deadlines.
5. COMPENSATION OFFERED:
Gross compensation for the position is attractive. Please note that the offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.
