1. POSITION VACANT: State Consultant - Health System Strengthening (SC-HSS), International Development Agency, Raipur, Chhattisgarh

Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.

Even though there has been a significant decline in child and maternal mortality rates in Chhattisgarh over the last decade, the SRS 2018 showed an increasing trend of NMR, IMR and MMR for Chhattisgarh as compared to 2017. The maternal mortality ratio of Chhattisgarh has increased from 141/1 lakh live births to 159/1 lakh live births and is one among the highest in the country. The State could not achieve MDG goals for MMR and if the same trend of MMR continues then it’s difficult to achieve SDG goals. The major concern is the infant mortality rate (IMR) during the same period has increased from 38/1000 live births in 2017 to 41/1000 live births. This translates to 31000 child deaths every year in the state of Chhattisgarh. Neonatal mortality rate of Chhattisgarh is 29/1000 live births as compared to national average of 23/1000 live births and contributes to 65% of under 5 deaths in the state. The more concern is NMR has increased from 26 in 2017 to 29 in 2018.

To reduce the mortality rates the RMNCH+A programs need to be implemented with high coverage and high quality which requires health systems approach as major bottlenecks are systems issues. The human resource management including rationale deployment of HR, HR policy etc., effective drugs and logistics supply mechanisms, intelligent data management systems, efficient health governance at state and district/block level, bottom up budget planning is essential along with health service delivery. The Astana declaration echoed the earlier Alma Ata declaration of comprehensive primary health care as the basis of health systems strengthening.

Government of India has launched ambitious Ayushman Bharat Scheme which emphasises on comprehensive care and Health and Wellness centres are laid as the road map to achieve the same. Strengthening RMNCH+A at HWCs is one of the key IDA priorities under HSS. Aspirational districts program is one of the flagships programs to address inequity and IDA in Chhattisgarh being lead partner for RMNCH+A is committed towards HSS in ADs.

Hence, IDA is looking forward to supporting the Office of Health Secretary for effective planning, review, monitoring and support for policy decisions for strengthening the health systems to provide comprehensive primary health care and achieve Universal Health Coverage in Chhattisgarh.

Reporting to Mission Director, National Health Mission, the State Consultant - Health System Strengthening (SC-HSS) shall be responsible for providing technical support for strengthening the health systems to provide comprehensive primary health care and achieve Universal Health Coverage in Chhattisgarh with specific focus on aspirational districts.

S/he will provide high-end technical as well as supportive supervision support to Department of Health and Family Welfare and NHM Chhattisgarh and co-ordinate with other related line departments for intensification and harmonization of efforts to strengthen health systems with special focus on aspirational district. The Consultant will be a part of office of Health Secretary and MD NHM and will provide regular support to key implementing departments for Health System Strengthening for the overall planning, implementation, monitoring & supportive supervision.

The Consultant will also support IDA supported convergent program especially in the conflict areas in partnership with local, NGOs and CBOs. This would contribute to linkages being established between the efforts by the NGOs/CBOs and Govt flagship programs.

Key Deliverables:
(1) Critical review of state/ district governance structure and recommend a framework/model for strengthen state/ district health governance structure;
(2) Support in conducting mid-level managers training on public health facility management (One district pilot).;
(3) Preparation of a policy paper on translation of budget into improvisation of RMNCHA indicators. Analysis of NHM budget allocation vs expenditure (RMNCHA specific) trend;
(4) Contribute to strengthening the referral system at all levels of health system. Preparation of an analytical report on category wise referral services provided & rejections;
(5) Review roll out of Comprehensive Primary Health Care under the umbrella of Universal Health coverage in state with focus on Aspirational Districts;
(6) Health System Emergency preparedness action plan;
(7) Documentation of success story, human interest story, innovation and article to be submitted for publication.



(1) Applicant must have a Medical/ BDS/ BHMS/ BAMS/ Public Health graduate/ B. Pharma/ B.Sc. or M.Sc. Nursing degree;
(2) Post-graduation in training in Pediatrics, OBGY or Community Medicine/ Public Health desirable.

(1) Minimum five to seven years of professional experience in the management of public health programs, of which at least two years at state level;
(2) Minimum two years of working experience with development agency and multiple stakeholders;
(3) Prior experience of working with NHM/ State Health framework will be an asset;
(4) Experience of working at state with senior govt. officials shall be preferred;

Skills and Competencies:
(1) Good understanding of program development context of health and of institutional arrangement;
(2) Excellent communication skill and expertise in writing analytical reports;
(3) Excellent oral and written communication skills in English and Hindi;
(4) Should have high level of computer proficiency with specific familiarity with commonly used MS Office application and data analysis software.

5. ESTIMATED TRAVEL: Approximately five days in a month for achievement of the listed deliverables.


The State Consultant- Health System Strengthening shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.


Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.
