2. ORGANIZATION BACKGROUND:
Shakti Sustainable Energy Foundation (Shakti) works to facilitate India’s transition to a cleaner energy future, by aiding the design and implementation of policies that promote solutions across clean power, energy efficiency, sustainable transport, and climate policy segments.

The RISE Fellowship
With the objective of supporting policy and practice for high Renewable Energy pathways, Shakti has designed a programmatic solution, the Research Innovation Shakti Expert (RISE) Program, comprising the provision of multiyear support to the policy host [Ministry of New and Energy Renewable Resources (MNRE)] and other key affiliates. The program aims at harnessing the synergies of industry and academia, for driving innovation in cross-thematic strategic interventions.
The RISE Fellowship is a program launched by Shakti to provide in-depth research support on a range of issues, vital for India’s energy transition towards 500 GW non-fossil fuel electricity by 2030.
The RISE Fellowship seeks to bring together some of the best, inquisitive minds to closely aid policymakers with options and decision support research and analysis. The fellows shall provide research support and be based in New Delhi. The initiative provides a unique platform for outstanding energy professionals to engage with policymakers, and influence meaningful change in the Renewable Energy domain.
3. JOB DESCRIPTION/ RESPONSIBILITIES:
Shakti is looking for a highly motivated professional with a passion for energy transition, research aptitude, and excellent articulation skills.
Reporting to the Leal – Clean Power Programme (Shakti), and Designated Official at MNRE, the RISE Fellows- Renewable Energy (RFRE) shall be deployed in Grid Solar Power Division to assist the Division in desktop research in the field of solar power, solar manufacturing and renewable energy policy issues for providing the requisite information/ material to the Division for planning, monitoring and implementation of policies and programmes.
S/he shall also assist the Division in dealing with FDI Proposals, proposals under Rule 144 (xi) of General Financial Rules, 2017, Financial appraisal of Renewable Energy Projects/ Prgorammes, handling of matters pertaining to direct and indirect taxes, import duties, matters pertaining to funding from bilateral / multilateral organisations, etc.
Key Roles and Responsibilities:
(1) Prepare and maintain database pertaining to solar tenders floated by Central & State Govt. agencies and mapping of solar installations, solar tariffs, solar policies / programmes, import-export of solar equipment, prices of materials and equipment used in solar power plants and in manufacturing of solar PV modules, solar manufacturers, solar developers, etc.;
(2) Appraisal / evaluation of detailed project reports;
(3) Analysis of regulatory policies, rules and regulations of Central & State Commissions and disputes arising out of regulatory & policy issues;
(4) Prepare reports related to new and emerging technologies in the RE sector;
(5) Analysis and appraisal of proposals received in MNRE from DPIIT regarding FDI in RE sector;
(6) Analysis of proposals received in MNRE from DPIIT regarding registration under Rule 144(xi) of General Financial Rules, 2017;
(7) Financial appraisal of Renewable Energy Projects/ Prgorammes, handling of matters pertaining to direct and indirect taxes, import duties, matters pertaining to funding from bilateral/multilateral organisations, etc.;
(8) Analysis of representations from the Solar/ RE industry on matters pertaining to direct taxes and indirect taxes including Goods and Services and various import duties like Basic Customs Duty, Safeguard Duty, Anti-Dumping Duty, etc.;
(9) Dealing of matters pertaining to funding from bilateral/ multilateral organisations.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualifications:
(1) Applicants must have a Bachelors’ degree, or equivalent, in Management, Economics, Energy, Engineering, or related stream from a reputed University/ Institute;
(2) Applicants with a master’s degree, or equivalent, shall be at an advantage.
Experience:
(1) Minimum 8-12 years of experience in planning, monitoring and implementation of policies and programmes in areas of renewable energy, preferably in the grid solar power and/ or solar manufacturing;
(2) Prior experience in interacting with policy, and regulatory stakeholders shall be an advantage.
Essential Skills and Competencies:
(1) Excellent written, verbal communications, and presentation skills;
(2) Ability to interact with a diverse set of external stakeholders including senior officials, and representatives from the private sector, civil society organizations, and national and international think tanks and research institutions;
(3) Excellent interpersonal and communication skills; Ability to engage with teams at all levels;
(4) Comfortable working both independently, and in collaborative team settings, managing multiple roles simultaneously;
(5) Personal qualities: Climate Optimist with a ‘Can do’ spirit, self-starter, team-player, intellectual curiosity, flexible mindset, and a passion to make a positive impact in the climate change domain.
5. COMPENSATION OFFERED:
Gross compensation budgeted for the position is Rs. 15-18 lacs per annum. The offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.
6. LOCATION: The selected candidate (s) will be based at Ministry of New and Renewable Energy (MNRE) office, New Delhi.
7. CONTRACT: The appointment will be on a consultancy contract, initially for one year, which will be renewed for following years, based on the performance of the individual, and the continuing programme funding. The start date is flexible, with a preference for candidate ready to begin work as soon as possible.
