UNICEF is a United Nations agency responsible for providing humanitarian and developmental aid to children worldwide. The organization works in over 190 countries and territories to save children’s lives, defend their rights, and help them fulfil their potential, from early childhood through adolescence.


In recent years, UNICEF’s work to support the unique needs of young people has gained momentum, as the challenges faced by them have come more sharply into view. UNICEF is committed to delivering for all children and adolescents through its overall impact goal of ‘realizing the rights of every child, especially the most disadvantaged.

Building on its current work with, and for, adolescents, in line with the United Nations

Youth Strategy, UNICEF has developed a new global partnership, Generation Unlimited (GenU), which is dedicated to expanding opportunities for young people from ages 10 to 24 years.

Maximizing the potential of the United Nations system, Governments, Civil Society Organizations, and the private sector, and of young people themselves, GenU is focused on finding new ways to ensure that every young person is in school, undergoing formal or informal learning or training, or is employed by 2030. The focus is on reaching those in the greatest danger of being left behind including girls, the poor, young people with disabilities or on the move, or affected by conflict and natural disasters.

The India chapter of GenU has been named YuWaah which signifies catalytic partnerships to unleash the potential of adolescents and young people. Since its launch in November 2019, YuWaah has built alliances with a range of stakeholders such as the Government, Civil Society, UN and other international organizations, the corporate sector and, of course, young people themselves. YuWaah has provided a platform for the exchange of ideas, dissemination of information about existing employment, skilling and learning initiatives, youth engagement and amplification of youth aspirations, choices and unmet needs.

Passport to Earning (P2E) is a flagship skilling platform which will provide young people (15-24 years old) with free, job-relevant skills, and position them for job opportunities. It is a Public-Private-Youth Partnership (PPYP) hosted by UNICEF, through Generation Unlimited and co-founded by Microsoft, which aims to connect youth to opportunity by upskilling them towards entrepreneurship, employment and social impact.

P2E is poised for roll-out in 10 selected countries, with India as one of the pilot countries. Facilitated by YuWaah and the UNICEF India Country Office, P2E shall be implemented in India with the aim of positively impacting 5 million underserved and unemployed youth and building government capacity to provide long-term sustainable solutions in the areas of skilling and employment.


To enhance skilling for livelihoods for young people, GenU has signed a global partnership with Microsoft and is simultaneously working towards getting other core partners on board for this initiative. This Partnership “Passport to Earning” (P2E)’ will include setting up a Learning Management System (LMS), which builds on the Microsoft Community Training (MCT) platform for young people, which will be accessible online and through an app. Microsoft, YuWaah and other P2E partners will work together to curate various sets of content for young people with the aim of providing one of the best curated, self-learning experiences for young people, endorsed by private sector partners.

The Manager, Passport to Earning (M-P2E) will work closely with the YuWaah team, GenU regional and global teams, as well as P2E funding and technical partners, for ensuring that the initiative reaches its goals. P2E feeds and gains from other YuWaah initiatives, such as the aggregator platform for YuWaah, an innovations platform for changemaking challenges and a content repository on 21st century skills. Hence, a key responsibility of the assignment shall also be to facilitate convergence and smooth inter-connectedness of the platforms.


Under the technical guidance of the Chief Operating Officer, YuWaah and the overall guidance of the Chief of Generation Unlimited, Youth Development and Partnerships, the M-P2E shall be responsible for planning, workstream advancement, implementation, stakeholder management, team management, platform management, curation of content on the platform through a well-defined process, mobilisation and outreach to partners and youth.

S/he will also play an important role in jumpstarting relationship building with the different partners and stakeholders.

Key Deliverables:

(A) Project Alignment and Management
(1) Facilitate creation of a clear, detailed implementation plan, in conjunction with the key stakeholders (based on the already developed 6-month plan), including periodic milestones;
(2) Define and outline key expectations of all key stakeholders associated with the launch of P2E in India, including roles, responsibilities and timelines;
(3) Synthesize and define key expectations of key stakeholders and partners associated with P2E;
(4) Drive agreement on collective goals and a scalable model defining pathways to targeted outputs and outcomes, especially the 5 million beneficiaries;
(5) Define and set up a Working Group and technical groups for P2E, including their role and composition, to foster a collaborative working environment and sense of trust among key stakeholders, including a shared sense of ownership of P2E through shared-valued partnership approach;
(6) Facilitate the development and implementation of the mobilization and outreach plan;
(7) Advise on aspects relating to technology for the digital platform and liaise with the agency onboarded for product development.

(B) Recruitment and On-boarding Partners

(1) Support the process of onboarding P2E tech support and content;
(2) Support alignment with key partners (Ministries, UNICEF State Offices, Accenture, Microsoft and implementing partners);
(3) Identify, contract and onboard partners for outreach, mobilization and facilitation;
(4) Identify and contract the agency for content curation.

(C) Content Management

(1) Create linkages with other UNICEF/ YuWaah initiatives including chat bot to lead to P2E;
(2) Lead FGDs with young people and companies to map 21st century skills and needs;
(3) Lead curation of Partner content to contribute towards the 10-hour content;
(4) Lead the process to define content and the delivery mechanism as it relates to both; Blended/ assisted learning and solely online self-paced skilling;
(5) Lead the development of Content Curation Strategy, including definition of structures and systems to be put in place for content reviewing, validating, etc.;
(6) Lead the mapping and partnering with sources for content;
(7) Define the M&E Framework;
(8) Support the content repository under Pillar 2 and the website content.

(D) Setting-up Incentivization Systems

(1) Create different models for incentives and a test plan which can work on the P2E platform;
(2) Map technical needs and partnerships for incentives.

(E) P2E Tech Platform

(1) Oversee the rapid deployment of P2E including provision of technical assistance for localising technology;
(2) Serve as the key focal point and coordinator for P2E and partners, including content creators and other UNICEF stakeholders. Liaise with the focal point of UNICEF on a regular/ needs basis to demonstrate learning content and obtain approvals;
(3) Support YuWaah and partners in developing the course breakdown structure in different categories, chapters, and lessons;
(4) Organise content development trainings/ workshops for relevant officials and teachers;
(5) Serve as lead support in troubleshooting and providing technical support to users and stakeholders at key moments of engagement, e.g. support sourcing and uploading content in collaboration with Education Staff and government agencies, creating categories, courses, and lessons, and providing analytical reports from data aggregated by the platform;
(6) Provide technical support to procuring digital content services (e.g. curation, digitization, localization, production) and quality assure their deliverables from a digital perspective;
(7) Contribute and manage knowledge resources and support general knowledge sharing by producing knowledge management resources, organizing activities to ensure sharing, exchange and collaboration and documenting lessons learned, challenges, and good practices;
(8) Draft monitoring, financial and other regular reports to Country Office, Pacific multi-country office, Regional Office and Global teams; Oversee and provide inputs to monitoring exercises for internal and external stakeholders and funders of the P2E (grants’ reports, annual results report, needed updates, etc.);
(9) Scope complimentary ICT for learning and EdTech tools that could be integrated to support P2E related technology efforts;
(10) Support YuWaah on other activities related to the Education and Technology agenda in India.

(F) Partnerships

(1) Anchor the P2E platform within the UNICEF and YuWaah ecosystem;
(2) Work closely with UNICEF teams nationally and globally on linkages to UNICEF owned technologies to the platform;

(3) Effectively manage multiple stakeholders and partners, including funding and other collaborating agencies, to ensure that resources needed (technological, human resources, etc.) are available for managing the P2E program;
(4) Review identified, and perceived risks pertaining to the platform and undertake necessary mitigation strategies;
(5) Work closely with multiple partners and field teams to drive the implementation and adoption strategy for the platform.




(1) Graduate with an advanced degree in project management, information technology, communication, education, youth development or other relevant field;
(2) In lieu of a specific academic degree, 10 years of relevant experience may be considered to meet this requirement.


(1) 5 to 10 years of progressively responsible and relevant, professional work experience in project/ program management of large initiatives, in ed-tech, youth development, or related field;
(2) Prior experience in multi-stakeholder consultations and coordination;
(3) Prior experience in program managing at least one large scale technology-based solution with multiple modules and stakeholder/ user groups;
(4) Experience in content management on LMS;
(5) Experience of working with UN/ International organizations, including conduct of training and developing training packages;
(6) Prior experience in coordinating with multiple partners and external groups for undertaking integration with various third-party systems and platforms.

Skills and Competencies:
(1) Good technical understanding and familiarity with information management systems;

(2) Fluency in English and Hindi (both written and verbal) is required;
(3) Familiarity with existing and emerging ed-tech platforms.


Gross annual compensation budgeted for the position is attractive and compares favourably with that offered by international agencies for similar roles. Compensation offered to the selected candidate shall be based on salary history, qualifications and experience.

6. ESTIMATED DURATION OF CONTRACT (Full Time): The contract will be issued for 11.5 months from appointment. The contract may be extended, subject to performance and availability of funding.
