2. ORGANIZATION BACKGROUND:
Catholic Relief Services (CRS) is an international non-governmental organization (INGO) headquartered in the United States, that works in over 100 countries to promote human development by responding to major emergencies, fighting disease and poverty, and nurturing peaceful and just societies. CRS works with staff and partners people of all faiths and secular traditions, with shared values and commitment to serving those in need.
The CRS India program was established in 1946. The National Office is in New Delhi and other offices in Lucknow and Chennai. Programme priority areas include Health, Child Protection, Ag-livelihoods and Disaster Risk Reduction, with emphasis on a systems approach to achieve transformational change at scale. CRS supported programmes are being implemented in different states across India. CRS works with local partner organizations to support and empower vulnerable communities and households, through the implementation of development, relief and recovery programs.
The national office is in New Delhi and in addition to this, there is an office in the North, operating out of Lucknow and an office in the South, operating out of Chennai.

3. JOB DESCRIPTION/ RESPONSIBILITIES:
Reporting to the Head of Programmes, the Technical Advisor- Livelihood & Markets (TA-L&M), shall be responsible for providing technical advice and support to a range of program design and implementation issues in the area of Livelihood & Markets with a focus on agriculture, in line with CRS program quality principles and standards, donor guidelines, and industry best practices, to Country Program (CP) teams and partners, to advance the delivery of high-quality programming to the poor and vulnerable.
The post-holder shall also be responsible for sharing regular and relevant updates and latest developments in the sector of ag-livelihood programming, with CP colleagues. Additionally, s/he will contribute to technical writing during proposal development on ag-livelihoods, and support both leadership and the Business Development Specialist in donor engagement.
The TA-L&M will also support CP colleagues to reflect on learnings from programme implementation and contribute to knowledge development in the Ag-livelihood sector.
Key Deliverables:
(1) Support the development and contribute to the implementation of agency-wide strategies, standards, tools and best practices in Livelihood & Markets that effectively engage partners, donors, and governments; Ensure a cross-sectoral approach integrating gender, protection mainstreaming, and disaster risk reduction;
(2) Provide solutions to CP teams, remotely and on-site, for strategic planning, designing programmes that are innovative and could go to scale and the application of standards, best practices, partnership principles, tools, and M&E, to ensure high-quality implementation;
(3) Contribute towards and in some cases lead, the development of technical design for proposals. Provide support to the process of preparation, design, submission and approval of project concepts and full-fledged proposals. Act as technical writer on proposal development teams, as needed. Advise project teams on integrating donor strategies, priorities and technical requirements into CRS’ approach;
(4) Provide support for capacity strengthening initiatives in Livelihood & Markets programming, to staff and partners, by helping develop learning and training strategies and agendas/ curriculums, conducting training and workshops, and coaching;
(5) Collect and analyze program data, and capture and share lessons learned and best practices for specific projects, to facilitate improvements in decision-making and contribute to the Livelihood & Markets learning agenda;
(6) Contribute towards maintaining relationships with donors, peer organizations, and research and other institutions; Participate in forums in the area of Livelihood & Markets, to collect and share best practices and promote CRS’ work.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification:
(1) Master's degree in Social Sciences, Agriculture, Management, Rural Development, or equivalent.
Experience:
(1) Eight years of relevant work experience with progressive responsibilities, ideally with an INGO, including three years of relevant, hands-on experience in the areas of livelihood, markets, value chains and producer organizations;
(2) Knowledge of frameworks and concepts in Livelihood & Markets. Knowledge and application of cross-cutting themes like gender, disaster risk reduction, climate change, resilience, and local leadership in livelihoods work;
(3) Demonstrable experience in project design and proposal development; Experience in writing content for proposals;
(4) Knowledge of capacity strengthening best practices;
(5) Experience in leveraging MEAL systems, to generate evidence and document lessons learnt and best practices;
(6) Experience and skills in networking and building relations with donors, peer organizations, and faith-based and civil society partners. Understanding of partnership principles;
(7) Proficient in MS Office packages (Excel, Word, PowerPoint), Web Conferencing applications, information and budget management systems, and knowledge-sharing networks.

5. COMPENSATION OFFERED:
