1. POSITION(S) VACANT: Programme Officer- Monitoring and Evaluation, SWISSAID India, Pune, Maharashtra

2. ORGANIZATION BACKGROUND:

SWISSAID, one of Switzerland’s leading development organizations, is an international non-profit, working in nine countries across the world. The organization has no religious or political affiliations.

 

SWISSAID has been active in India for more than five decades. Currently, the focus is on two themes Small Scale Farming and Gender Equality. SWISSAID collaborates with local civil society organisations to co-create projects which address the challenges faced by the marginalised groups. SWISSAID addresses gender-based discrimination by giving it a central place in the Small-Scale farming Programme and by designing separate project addressing gender-based violence.

 

The Small-scale farming programme seeks to reduce the vulnerability of small farmer communities to climate and social shocks. Key programming areas include promotion of traditional seeds and ecological agriculture, sustainable management of forests and fisheries, climate change adaptation, income generation and effective implementation of the government safety nets, with emphasis on Community Institution building and Gender Mainstreaming.

The focus of SWISSAID’s programme on gender equality is on prevention of Domestic Violence (DV) as well as facilitating service provision to enable the DV survivors to live a violence-free life. The project on the one hand seeks to change deep-rooted gender-biased social norms that perpetrate and condone domestic violence. On the other, it seeks to enable the DV survivors to get the necessary support from the community and the government.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting to the Country Representative, the Programme Officer- Monitoring & Evaluation collaborates with the management of SWISSAID India to continuously assess the extent to which the Country Programme reaches its intended objectives and abides by SWISSAID M&E requirements, with the overarching goal to help the Country Programme maximize its impact.

Key responsibilities:

(1) Function as M&E focal person at SWISSAID India;

(2) Refine and implement the M&E framework of the country programme and the projects in accordance with SWISSAID standards, methods, and instruments. This will include a review of existing MIS and M&E systems, data collection tools and reporting formats, assessing their suitability to information needs, and refining and further strengthening these systems where required;

(3) Deploy technology including mobile-based data collection tools to track progress;

(4) Build the knowledge and capacity of the SWISSAID team and partners in M&E;

(5) Lead and oversee the collection of data to measure programme and project progress;

(6) Together with the concerned POs review quality, relevance and reliability of data and methods of data collection and support partners to improve the same;

(7) Support programme and project reporting continuously, while integrating M&E analysis and results therein;

(8) Organize, coordinate and/or conduct baseline assessments, project and programme evaluations, monitoring visits, data collection and specific surveys;

(9) Produce reports/ presentations on M&E findings and share them with team members and partners to validate the findings;

(10) In collaboration with Programme Officers, analyse the data collected to generate learnings;

(11) Ensure effective collaboration with SWISSAID headquarters, other country offices, and partner organizations at the international, national, and local levels, as well as with beneficiaries and other key stakeholders.

(12) Assist with light communication activities, such as developing case studies etc

(13) Assist in designing project proposals, as needed.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:
(1) Applicants must have a Master’s degree in Development Studies, Demography, Statistics, etc.;

(2) Masters in Statistics, or Economics shall be preferred.

Experience:
(1) Applicants must have a minimum of 5-7 years of experience in the design and implementation of M&E and MIS systems in the development sector;

(2) Knowledge and experience in using mobile-based data collection systems;

(3) In-depth knowledge of statistical methods, qualitative and quantitative research methods, data collection, and management;

(4) Experience of working on livelihood and gender projects;

(5) Strong experience in analysing data and using statistical software.

Skills and Competencies:

(1) Ability to work with deadlines and deliver quality results on time;

(2) Proven ability to build the capacity of NGOs and team members on monitoring and evaluation;

(3) Willingness to travel to field areas, including in remote rural locations and work closely with partner staff;

(4) Capacity to work independently and in a team environment;

(5) Flexibility and willingness to multi-task;

(6) Excellent verbal and written communication skills in English and Hindi;

(7) Knowledge of Marathi shall be preferred.

5. COMPENSATION OFFERED:
Gross compensation budgeted for the position is attractive. Please note that the offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.

6. DURATION OF CONTRACT: This is a full-time position, and the incumbent shall be offered the initial contract for a period of three years.
