3. JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting to the Head- Accounts, the Senior Manager Finance (SMF) shall be responsible for the preparation and management of contracts with partners, partnership database management, ensure proper accounting, resolution of accounting queries, supervision of accounting and bookkeeping, and coordination and communication with the technical team.

 

The Incumbent shall ensure timely updation of accounts, monitor project utilisation, ensure variance analysis and any other requirement of the finance function.  S/he shall also stay updated about the latest developments in law and regulatory matters and project management practices applicable to the non-profit sector.

 

Key Roles and Responsibilities:


(1) Actively participate in and ensure correct bookkeeping as well as grant management;
(2) Prepare contracts and ensure appropriate terms and conditions are incorporated in compliance with grant requirements, as well as applicable statutory laws and regulations of the country;
(2) Review budgets, cost items, and prices to ensure accuracy, completeness, and compliance with approved proposals and negotiate with contractors, as necessary;
(3) Coordinate and ensure timely financial closure of books each month basis and finalisation of accounts at the yearend;
(4) Conduct grant negotiations, grant administration, and grant monitoring activities in accordance with The Union’s policies and in alignment with requirements set out in donor grant agreements;
(5) Review, compile and maintain required grant information from subrecipients/ partners and project staff;
(6) Track all open contract actions to ensure timelines are met; Attend all meetings where representation is required;
(7) Coordinate the schedule of grant monitoring activities (both program and financial), in accordance with The Union’s grant monitoring policy; Participate in the joint review of grants;

 

(8) Undertake travel for grant monitoring purposes, ensuring that all visits are properly planned and followed-up with visit reports;
(9) Ensure proper accounting of expenses in the organization’s database;
(10) Prepare monthly cash forecasts both for the project and organization, as a whole;
(11) Actively participate and support both organization, and project audits;
(12) Work with Headquarters in the capacity of project controller for specific projects;

(13) Perform any other duty or responsibility assigned by the Supervisor and/or the Regional           Director of The Union South-East Asia (USEA) Office.
 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification and Experience:

(1) Applicants must be MBAs (Finance) or equivalent;
(2) Applicants with CA/ ICWA, or equivalent professional accounting qualification, shall be preferred;

(3) At least 10 years of professional, business or financial management experience, of which five years must be in grant financial management;

(4) Proven track record of grant writing, including but not limited to local and state government grants, and capacity building proposals;

(5) Experience of working in an international organization, shall be an added advantage;

(6) Prior experience of handling donors, like USAID, The Global Fund and BMGF, shall be an added advantage.

Skills and Competencies:

(1) Proven ability and experience in leading and facilitating training workshops;
(2) Working knowledge of Microsoft Office applications including Excel, Word, PowerPoint and Outlook.


5. COMPENSATION OFFERED:

Gross compensation budgeted for the position is attractive. Please note that the offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.
