About The Union

The International Union Against Tuberculosis and Lung Disease (The Union), is a non-profit institute with five scientific departments and several offices worldwide, as well as a federation of close to 3,000 organisations and individuals, who are committed to the same goals. Its scientific departments focus on tuberculosis, HIV, lung health and non-communicable diseases, tobacco control and research; and each engages in research, provides technical assistance, and offers training and other capacity-building activities, leading to health solutions for the poor.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting to the Manager – Human Resource and Administration, the Human Resource Officer shall be responsible for managing payroll, recruitment & onboarding, and other HR administrative functions

Key Tasks:

(A) Payroll Management:

(1) Processes Organization’s payroll every pay period;
(2) Maintain payroll system and records by gathering, calculating, and inputting data;
(3) Compute employee take-home pay based on time records, benefits, and taxes;
(4) Answers staff questions about wages, deductions, attendance, and time records;
(5) Handles changes in exemptions, job status, and job titles;
(6) Adheres to payroll policies and procedures and complies with relevant law;
(7) Identifies, investigates, and resolves discrepancies in timesheet and payroll records;
(8) Honours confidentiality of employees’ pay records;
(9) Completes payroll reports for record-keeping purposes or managerial review;
(10) Determines organisation’s tax obligations by calculating national and council taxes as well as National Insurance contributions

(B) Recruitment and Onboarding:
(1) Support the end-to-end recruitment process;
(2) Create/update job descriptions/ Terms of reference/ Scope of Work;
(3) Place the jobs for internal applications and with recruitment agencies and/or with other recruitment online portals;
(4) Shortlist CVs, participate in interviews, as required, and Follow up with reference checks. Contact the successful candidate with job offer;

(5) Reply to unsuccessful candidates who were interviewed;
(6) Review of employee and consultant contracts;
(7) 
On boarding of Employees and Consultants


(C) Administration of Documents and Files:

(1) Ensure that each personnel file has the job description, CV, reference letters, academic and professional qualifications, previous employment contracts, separation documents of previous organisation and approved hiring form, signed Conflict of Interest Disclosure Form, signed Employee Agreement Acknowledgement, identification documents and any other document required;
(2) Ensure HR documents (including the USEA Employee Manual, Employment and Recruitment Approval Form templates) are updated, as and when required;
(3) Update all HR administration templates.

(D) Database and Record Keeping/ Reports:

(1) Ensure that the HR master database is regularly updated;
(2) Ensure upkeep of record of employee leaves of absence, including annual leave, sick leave, and maternity/paternity leaves etc.;
(3) Ensure that staff contact details (home address, telephone numbers, and emergency contact details in case of emergency) are updated on a regular basis;
(4) File and scan copies of staff performance appraisals. Updates in the corresponding excel file/database;
(5) Keep a record of Performance Review, Learning and Development Forms and course enrolments;
(5) Provide HR reports to the Manager HR and Administration, as and when required.

(E) Others:

Perform other relevant duties as required by the Supervisor, Head – HR & Administration and/or Regional Director of The Union South-East Asia Office.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualifications:

MBA/Post Graduate Diploma in Human Resource in related field or its equivalent.

Experience:

(1) At least 5-7 years of professional experience in a similar role;
(2) A certification in payroll management will be desirable

(2) Self-motivated with the ability to set and achieve goals;
(3) Flexibility and willingness to work on a range of tasks;
(4) Ability to plan, prioritise and multitask under tight deadlines;
(5) Ability to learn quickly and flexibility to adapt to changing needs and urgent projects.
(6) Detail-oriented with the ability to work independently;
(7) Working knowledge of Microsoft Office applications including Excel, Word, PowerPoint, and Outlook.

6. COMPENSATION OFFERED:

The maximum CTC budgeted for the position is INR 10,00,000 per annum (non-negotiable).  Please note that the offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.


7. DURATION OF CONTRACT: The incumbent shall be offered a two-year contract.
