2. ORGANIZATION BACKGROUND:

The Foundation for Innovative New Diagnostics (FIND), is established in India as an independent, non-profit, created under Section 8 (Indian) Companies Act, 2013, with its office in New Delhi. FIND India is the key implementing partner of Central TB DivisionMinistry of Health & Family Welfare, Government of India, for strengthening and expanding TB laboratory diagnostic capacity under the National Tuberculosis Elimination Program (NTEP) with the support of the Global Fund.


FIND India is a subsidiary of FIND, an international non-profit organization based in Geneva, Switzerland. The organization is dedicated to activities that result in: 1) new diagnostic tools; 2) expanded access to these tools; and 3) strengthened diagnostic testing capacity for poverty-related diseases in low-and middle-income countries.

PROJECT BACKGROUND:
FIND India is implementing a Global Fund-supported project titled Joint Effort for Elimination of Tuberculosis (JEET), with an aim to partner with the private sector in various States of India to increase notifications, microbiological confirmation of TB patients, and facilitate early treatment initiation and adherence support systems for improved treatment completion rates with mechanisms to reduce the high costs to TB patients.


JEET activities take a multi-pronged approach to engage with the private sector, following the National Strategic Plan mantra to “go where the patients go”. The project therefore proposes to work closely with the patient at all the touchpoints. These include chemists, pharmacies, clinics, providers, hospitals, laboratories, and National Tuberculosis Elimination Program (NTEP).

3. JOB DESCRIPTION/ RESPONSIBILITIES:

The Regional Bio-Medical Engineer (RBME) shall be responsible for the following:


Key Roles and Responsibilities:
(1) Coordinate with assigned sites, BMEs, procurement agency, FIND procurement section, identified AMC/ lab-gradation agency for equipment and TB containment lab related matters and work plan and maintaining regular written communications and records;

(2) Monitor equipment handling during on-site visits and providing on-site training/ mentoring on equipment know how to lab staff;
(3) Provide timely inputs to the organization on critical issues identified in field for equipment/ infrastructure maintenance;
(4) Monitor/ observe the activities of vendors for a few costly repairs/new maintenance activities on-site;
(5) Oversee the adherence to the equipment warranty, annual maintenance contract and provide technical know-how for reporting and rectification of breakdown, as required;
(6) Prepare and maintain the inventory of lab equipment in coordination with BMEs and sites;
(7) Provide assistance in the identification of laboratory equipment vendors and design engineering partners.
(8) Coordinate for the delivery, installation, start- up procedures and certification of lab equipment;
(9) Travel to various implementation sites;
(10) Prepare and circulate all memos and minutes of meetings to the project team;
(11) Develop lab layouts; Expected to have a good working knowledge of bio-safety, TB labs, layout, lab designing, Auto-CAD etc;
(12) Prepare technical specifications for laboratory up-gradation, procurement of equipment and facilitating their inclusion in tender documents;
(13) Coordinate and follow up with the contracted agency and implementation sites for lab up-gradation work (TB containment, LPA, specimen processing room, another up-gradation work etc.);
(14) Maintaine timely and effective communications with the BMEs and Medical Officer / Site I-C to prevent project delays, cost overruns or client dissatisfaction;
(15) Prepare and maintain all required project documentation;
(16) Any other responsibilities as identified from time to time by the Medical Officer / Site IC, GF Project Technical Lead and Director FIND India.
 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:
(1) Applicants must have a degree in B.Tech / B.E in Biomedical Engineering, or B.Tech/ B.E in Electrical & Electronics Engineering (EEE) from a reputed institutes; OR

(2) B. Tech / B.E in Electrical & Electronics Engineering (ECE) or Bachelor in Applied Science (Biomedical Instrumentation) or Bachelor’s in Biomedical Instrumentation.

Essential Experience:
(1) Applicants must have a minimum of two years of experience of managing bio-medical equipment in Hospitals /Healthcare/ Laboratories;


Desirable Experience

(1) Should have a good understanding of laboratory or healthcare engineering systems and controls (i.e. Mechanical systems, including plumbing, fire protection, heating, ventilating, air conditioning and temperature controls; electrical systems, including electrical distribution, lighting and special systems);
(2) Should have technical expertise in handling of hospital/ laboratory equipment and technical know how on the installation and maintenance of medical equipment;
(3) Should have a sound understanding of all the appropriate regional and national building codes, and basic knowledge of Biosafety guidelines (WHO, CDC etc.). Should have experience in preparing, reviewing and managing project activities, technical activities related documentation;
(4) Should have a sound understanding about Airborne Infection Control and Biosafety guidelines (WHO, CDC, GoI, etc.);
(5) Should have experience in preparing, reviewing and managing project activities, technical activities related documentation.

Skills and Competencies:

(1) Good Coordination skills with stakeholders and agencies
(2) Good oral and written communication skills
(3) Strong team orientation
(4) Ability to work independently, with minimum handholding and supervision
(5) Willing to travel up to 60-80%
(6) Computer knowledge (Microsoft Office – Excel, Word, Outlook, PowerPoint and Auto- CAD);
(7) Energetic, resilient and passionate;
(8) Professional, mature and confident.


5. COMPENSATION OFFERED:

Gross compensation budgeted for the position is attractive. Please note that the offer shall be commensurate with the qualifications, experience and salary history of the selected candidate.
