1. POSITION(S) VACANT: State Consultant - Protection and Empowerment, United Nations Population Fund (UNFPA), Jaipur, Rajasthan
 

2. ORGANIZATION BACKGROUND:

The United Nations Population Fund (UNFPA), formerly the United Nations Fund for Population Activities, is a UN organization working for reproductive rights for all and supports access to a wide range of sexual and reproductive health services, including voluntary family planning, maternal health care and comprehensive sexuality education.


PROJECT BACKGROUND:

Discrimination and inequalities exist throughout the life cycle of women. The Census 2011 reveals further decline of child sex ratio (CSR) in Rajasthan, with several districts in the state witnessing a marked decline. In terms of Child Marriage, Rajasthan has registered a 10 points decline between NFHS IV and V. However, the State’s child marriage rate (25.4%) is higher than the National average (23.3%). Similarly, as per NCRB 2020 data, crime rate againt women is 90.5 / 1 lakh women which is 5th highest in the country. Women and girls in the state also face discrimination in several spheres of life and increasing violence against women (VAW)/ gender based violence (GBV) is a cause of concern. This is a consequence of strong social mindset for son preference and a manifestation of devalued and subordinate status of women and girl child in the society.

UNFPA is providing technical support to the Department of Women Empowerment, Government of Rajasthan for promoting gender equality, addressing gender based violence and creating an enabling environment for girls and women in the state. In this regard, UNFPA has supported the Department in development of key policies and programmes such as State Policy for Women – 2021 and IM Shakti Udaan -Menstrual Health and Hygiene Management Scheme. Further, UNFPA is also supporting the department in implementation of flagship programmes such as Beti Bacahao Beti Padhao, Scheme for Adolescent Girls (SAG), Chirali, Girl Friendly Gram Panchayat and such others. It is also planned to come out with a state action plan to address violence against girls and women.

The Consultant – Protection and Empowerment is expected to provide high quality technical support at policy and program level on issues related to women’s empowerment including addressing gender based violence & discrimination that ultimately aims to create an enabling environment for girls and women in the state. S/he will coordinate with Senior Officials in the DWE to improve the planning, implementation and monitoring of flagship programmes of the department. The position will encompass technical assistance, planning programming, coordination and coordination and liaisoning with key departments like Health, Education, Panchayati Raj (PR) department and such others.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting to Commissioner, DWE and State Head of Office, UNFPA State Office, the incumbent will have the following responsibilities:

(1) Provide technical inputs from a gender perspective on policies, programmes and legislations which are proposed by the Department, having a bearing on the empowerment of women, particularly those relating to addressing Violence against Women and Girls;
(2) Provide technical inputs in the planning, implementation and monitoring of the activities related to State Policy for Women, State Strategic Action Plan to address Violence against Girls and Women and such others;
(3) Facilitate the development of a robust and a comprehensive work plan for the implementation of the flagship programmes such as BBBP, SAG, IM Shakti –Udaan (Menstrual Health and Hygiene Management Scheme);
(4) Facilitate the development of resource materials for the capacity building and strengthening the implementation of the initiative;
(5) Provide inputs in the training of the functionaries involved in the implementation of the flagship programmes;
(6) Provide inputs in strengthening the institutional mechanism at the State and District level for regular review mechanism;
(7) Facilitate the development of the capacities of the officials on the monitoring of the girl child programme at the District level;
(8) The consultant will also work with the department to develop and track progress on interim and long term indicators;
(9) Provide support to the interventions related to interventions addressing Gender based violence;
(10) Facilitate the roll out of the Chirali intervention in the identified districts of Rajasthan in terms of training and development of communication materials;
(11) Develop a comprehensive analytical report of key indicators related to SDG – 5 in the state;
(12) Facilitate the convergence with other key departments including ICDS, Education, Health, Skill Development and other allied departments;
(13) Provide inputs in relation to the Gender/Adolescent/education element of the curriculum/ module development;
(14) Undertake field visits to the districts to observe the implementation at field level and provide support in strengthening the field level implementation;
(15) Co-ordinate with the Women empowerment officials on strengthening the Mahila Suraksha Kendra interventions in the districts;
(16) Co-ordinate with the district officials of the aspirational districts to address the issue of gender based violence in the state;
(17) Other responsibilities related to Gender programme in discussion with UNFPA.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:
Applicant must have Masters in Social Work/ Rural Management/ Health Management/ Gender.


Experience:

(1) Candidates must have 3-5 years’ experience of working in gender/ development/social work related fields;
(2) Working experience and or familiarity with health system and Programme Management will be an added advantage;
(3) Experience of working with Government.

Skills and Competencies:
(1) Good Planning and coordination skills;

(2) Good training, communication and writing skills;
(3) Good skills in operating computers and MS Office package;
(4) Creative skills and ability in planning, monitoring and advocacy programs;
(5) Ability to understand and address development related issues;
(6) Ability to work with a diverse group and settings. 

5. NATURE OF ENGAGEMENT:

The incumbent shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

6. REMEUNERATION:

The consolidated remuneration for the position ranges between Rs. 60,000 to 70,000 per month and will commensurate with qualification and experience of the candidate.

7. LOCATION: Jaipur, Rajasthan

8. DURATION: The successful candidate shall be issued an initial consultancy contract for one year, extendable for further period subject to satisfactory performance.
