2. ORGANIZATION BACKGROUND:

Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.
 

 

PROJECT BACKGROUND

Safe water sanitation and hygiene is extremely important for child and human health. Having “sustained, functional sanitation unit, safe water supply and handwashing facilities (WASH), with robust O&M system & related utilisation competencies” are extremely critical for the institutions like schools and pre-schools anganwadis. The efforts for WASH in schools contributes significantly towards achieving the vision of true “Clean Village/ Panchayat and Urban Locality”.

Presence of WASH in schools and pre- schools has inherent linkage to child growth, development, health, school attendance and learning outcomes. As schools and pre-schools serve as meeting places, where children stay together for a long duration, and even take food together, this amplifies the risk of contracting infectious diseases (both on general and specially in COVID-19 times).

A meta- analysis of research studies regarding effects of WASH in schools showed a 30% reduction of diarrhoea through sustained improvements in water supply and sanitation and 33% reduction of diarrhoea through improvements in water quality and quantity and 43% reduction of diarrhoea due to improved handwashing with soap1. WASH in Schools and AWCs are crucial for achievement of Sustainable Development Goals 4 on universal education SDG 6 on ensuring access to water and sanitation for all.

Ongoing Initiatives and Developments

The Ministry of Education (MoE) has been the nodal Ministry for WASH in schools and the Ministry of Woman and Child Development (MoWCD) is nodal for Anganwadis. Anganwadis’ s is being slowly getting migrated to school premises as per mandate of the Samagra Shiksha 2018 therefore the WASH infrastructure and hygiene behaviours are also expected to be taken care by the Department of Education in States and UTs.

The current state of WASH services in pre-schools/ AWCs suggests that there is room for substantial improvement. There are nearly 27% of AWC’s in India functioning in rented premises; where the access to functional, child friendly and adequate of WASH facilities remains compromised. There are nearly 25% of all AWCs in the Country without adequate toilets and 11% of AWC’s don’t have water. The management information system MIS, now also upgraded to ICDS Common Application Software (CAS) in selected districts) of the Ministry of Woman and Child Development, includes two basic WASH parameters but also suffers from limitations in what is being measured. It is therefore necessary to have deeper engagement with the MoWCD along with the MoE for ensuring that the WASH related gaps may be addressed in Anganwadi centres that are have already been migrated to school premises or are under process of being migrated.

WASH in Schools finds footing within the Swachh Bharat Swachh Vidyalaya (SBSV) Abhiyan and the Swachh Vidyalaya Puraskars or the Clean School Awards (SVP) of Ministry of Education. IDA has been a lead technical partner for SBSV and the SVP ever since inception stage in 2014 and 2016 respectively. “School Swacchata Action Plan” (SSAP) introduced under Samagra Shiksha of MoE in 2018, has a provision to support WASH (O&M) in schools for 10% provision within the “Composite School Grant”. Considering the COVID-19 requirements, this provision is inadequate so there is a need to facilitate enhancement of WASH in schools O&M funds. The launch of the School Heath Programme (SHP), 2020 & National Education Policy 2020, provide additional opportunities to streamline WASH in educational curriculum and framework. This mainstreaming will be enabled by presence of a dedicated human resource for supporting the efforts.

During January 2022 the MoE launched the Swachh Vidyalaya Puraskar 2021-22 with the objective of motivating schools for improving their WASH infrastructure and hygiene behaviours by identifying and rewarding best performing schools. SVP processes need close coordination with states to address the challenges being faced, this can be supported through presence of a consultant.

Programming in the context of COVID-19

COVID 19, has been posing an unprecedented challenge to humanity starting from December 2019 . Since March 2020, country has experienced a series of lockdowns, curfews and unlocks to limit the spread of COVID19. During the pandemic public building such as schools were used for “temporary shelter/ quarantine centers especially in rural and urban low income settlements. While vaccination drive has started in the Country since

January 2021 the COVID-19 crisis is far from over as a 4th wave is said to be currently under way although it is not leading to major causalities.

During the COVID pandemic and during the recovery phase IDA’s support will be needed for reinstating normalcy of WASH in schools and pre-schools.

Besides putting unprecedented burden on the health care infrastructure in the county, COVID-19, pandemic has forced closure of schools and AWCs for more than two years since March 2020 impacting the education and learning outcomes for millions of children across the country. Alternate modes of education like online classes, home visit by front line workers (as anganwadis worker, helper) etc were utilized to maintain continuity of services.

While there have been a series of advisories, guidelines and standard operating procedures issued by the nodal Ministries for their staff across States and the general public there are still gaps in knowledge and practices related to corona responsive behaviours, especially in the context of schools and Anganwadis which have started reopening since October 2021 in phases and need upgradation of WASH facilities in order to adhere to COVID appropriate behaviours.

Services of a consultant will help in facilitating efforts of ensuring sustainable WASH in institutions program to address the issues highlighted above. Support will be extended to the Ministry of Education (MoE) for physical and financial planning, implementation and strengthening the monitoring mechanisms for the WASH in schools and pre-schools accordingly. The consultancy is proposed to assist IDA in supporting the MoE for its WASH in Schools programs.

PURPOSE OF ASSIGNMENT

 

This assignment is proposed to engage a WASH professional with expertise and experience in water sanitation and hygiene in schools, who will support in strengthening WASH in schools program within the MoE. Considering the COVID19 pandemic during 2020-22, WASH and Infection Prevention and Control in schools and pre-schools have assumed additional importance hence there is need to address the gaps related to WASH in schools and anganwadis program. This position will help in providing effective support to the MoE in a timely manner.
3. JOB DESCRIPTION/ RESPONSIBILITIES:

Under the overall guidance of the Director, Department of School Education and Literacy, Ministry of Education, the National Consultant- WASH in Schools (NCWinS) shall be responsible for providing support to the Ministry of Education (MoE) for all the programmatic components of WASH in schools, pre-schools.

A. Support Capacity Building for WASH in Schools

(1) Coordinate and support capacity building/ refresher activities on WASH with concerned stakeholders/ partners (WASH Interventions in School Health Programme, Swacchata Action Plan, SVP, WASH in AWC, etc);

(2) Conduct sessions or facilitate in developing session’s content, PPTs/ guidance notes for the capacity development initiatives;

(3) Facilitate in reviewing and in development of the modules related to WASH in Schools and Anganwadis;

(4) Develop approach notes for strengthening capacities of key stakeholders like child cabinet, clubs, school management committee, Village Health, Sanitation, Nutrition Committees (VHSNC) etc.;

(5) Support in any consultative workshops/ meetings/ events being organized by the MoE like SVP national workshops.

B. Preparing/ Developing Sectoral Update/ Brief Notes Related to WASH in Schools

(1) Support in development of advocacy brief, evidence based note for integration/ inclusion in sectoral programmes/ age-appropriate WASH in curriculum/ life skill education (in reference to key sectoral policy/ programme as -NEP 2020, School Health Programme, 2020);

(2) Facilitate review/ documentation of best practices, bottlenecks, approaches which may include field visit or may be done via virtual support considering situation of the COVID19 pandemic.

C. Support in Development/ Modification of Guidelines/ Guidance/ SOPs (COVID-19 etc.)

(1) Facilitate need based reviews, inputs for amendment /modification/ development of key guideline/ guidance/ SOPs/ checklists/ indicators/ IEC (as “Swachh Vidyalaya Puraskar”, “WASH in AWC guidelines” etc.);

(2) Develop write-up/ notes on existing national polices/ laws/ Public/ guidelines/ SOPs/ Standard, for the opportunity/ scope for improved WASH in schools and preschools;

(3) Support in preparation of online training modules for the DIKSHA portal on WASH In schools;

(4) Provide input for improving programmatic component/ areas as required by MoE;

(5) Develop presentations, briefs for meeting with concerned departments as required by the MoE.

D. Monitoring, analysis of key sectoral MIS/ Reports/ Publications

(1) Prepare an update about WASH in Schools status from concerned State departmental MIS/ periodical surveys/ reports/ publication in newspapers and research documents;
(2) Conduct secondary data review, developing brief notes for improvements of WASH in Schools and AWC programs in state based on comparative status –UDISE+, ASER, NSSO, SVP etc.);

(3) Support in analysis of raw data sets of SVP 2021-22 to find out the status of different WASH parameters that can help in planning for improving the status in the next planning cycle.

E. Support in Coordination and Convergence in Program Management

(1) Extend required support/ technical inputs for development and implementation of Swacchata Action Plan (School, district, state- based on SVP benchmarking approach) in the schools, costed plan for WASH in AWCs;

(2) Support and follow-up with the nodal ministries regarding dissemination of the guidelines/ related WASH priorities across states;

(3) Support in advocacy meetings with the nodal ministries, partners including recording of minutes, follow-up note on meeting;

(4) Support in capacity development, partnerships with sectoral partners/ CSOs/ NGOs as needed;

(5) Facilitate in development of communications strategy for demand generation on WASH in Institutions;

(6) Assist in providing inputs during development of revision on standards and norms for WASH in schools including O&M, retrofitting needs and promotion of no/ least hand touch/ foot operated handwashing facilities in institutions during and after COVID19 pandemic.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:
Post-graduate in Mass communications/ Rural Development/ Social Sciences/ Management / University degree in Social Sciences/ Environmental sciences with specialized knowledge of National programs related to water and sanitation and hygiene in communities and institutions.


Experience:
(1) Applicants must have at least five years of progressive experience of working in water, sanitation and hygiene sector in schools, Anganwadis, of which two years of experience in working with data sets, monitoring tool and MIS.

(2) Experience and knowledge of Management Information Systems, data bases, monitoring and evaluation tools is must;

(3) Prior experience of working with UN or bilateral agency will be an advantage;

Skills and Competencies:

(1) Proven ability to advocate effectively with National state and district level officers of counterpart and other departments;

(2) In-depth knowledge of sector policy and practice, related to WASH in Schools- Swachh

Vidyalaya Abhiyan, Swachh Vidyalaya Puraskars;

(3) Good verbal and written communication skills (English and Hindi), including presentational skills;

(4) Demonstrated skills in training of various levels of stakeholders;

(5) Ability to use computer software i.e. MS Office, MS Excel, PowerPoint, online data bases, and Internet programs is a must;

5. ESTIMATED TRAVEL: Approximately 3 trips of 3 travel days duration each  during the contract period for achievement of the listed deliverables.

 

6. NATURE OF ENGAGEMENT:

The National Consultant- WASH shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.


7. REMEUNERATION:

 

Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.
