2. ORGANIZATION BACKGROUND:

Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development. 


PROJECT BACKGROUND

To improve reliable & uninterrupted supplies of medical oxygen, both as part of the immediate COVID-19 response as well as over time to strengthen health systems for oxygen supplies for the long term. The scope of work proposed under this includes activities in four primary areas: (1) India’s oxygen supply coordination, (2) Rapid country assessment-state/district/facility, (3) Supplier landscaping and outreach, and (4) Facilitating decision-making support.

A PMU for Medical Oxygen is being set up to facilitate the activities of the Oxygen availability and MOHFW is looking for highly motivated, self-starter, and enthusiastic employee to work closely with the Project Team to ensure that the deliverables are achieved. The main area of work will be around public health and medical oxygen therapy.

PURPOSE OF ASSIGNMENT

The purpose of this assignment is to support effective and synergistic support to COVID-19 response activities including support to the PMU for medical oxygen therapy. Support will be provided to Ministry of Health and Family Welfare in managing oxygen logistics.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

The Consultant shall be responsible for enhancing Country’s capacity in planning and managing oxygen related supplies and their effective use and adding equity gaps in COVID-19 case management. The long-term objective is to strengthen health systems capacity with oxygen therapy for maternal, newborn and child health and other emergencies.

KEYJOB RESPONSIBILTIES:
(1) Analyze current guidelines, implementation strategies, and field implementation status, and suggest practical ways and processes to strengthen Comprehensive PHCs to deliver a more comprehensive package including use of Oxygen concentrators for home care with appropriate referral linkages including supporting pandemic preparedness;
(2) Support the Oxygen Management Unit at the Ministry and work with the focal point for medical oxygen availability, replenishment & related issues;
(3) Coordinate with relevant stakeholders in state and central government departments to identify the emerging issues and support in resolution of the same;
(4) Monitor and coordinate on regular basis with the states/UTs on oxygen matters such as oxygen inventories, augmentation plans, supply chain & transportation issues etc. Coordinate with other stakeholders of uninterrupted supplies of medical oxygen such as PESO, AIIGMA, Steel Plants, Manufacturers, Suppliers, fillers etc.
(5) To track, regularly update and analyze the data from states/UTs on available inventory, COVID supported beds, oxygen consumption etc.;
(6) Undertake periodic field visits to states/districts/facilities to review implementation progress in the States, identify implementation challenges and support states in charting appropriate solutions or enable linkages with appropriate institutions for technical inputs. Undertake analytical documentation of field review visits to inform improvements in implementation, incase needed;
(7) Develop landscape analysis of 1) technical resources of oxygen available in country to support COVID-19 response efforts; 2) existing oxygen-related equipment in India; 3) and procurement processes for oxygen products;
(8) To develop guidelines on the rational use of medical oxygen use and monitoring of oxygen consumption and to coordinate with states on the compliance of the same. Document longer-term gaps in existing oxygen resources or potential challenges to meeting current and projected needs and how meeting these needs;
(9) Assist Immunization Division, MOHFW, in review and coordination of the COVID-19 vaccination thematic areas of Monitoring & Evaluation, Cold Chain, AEFI, Health System Strengthening etc. with states and partners. Provide techno-managerial support to Immunization Division for various activities of the Immunization division. Provide technical assistance for development and dissemination of IEC material for communication related activities for immunization. Develop technical guidelines and protocols on matters related to COVID-19 vaccine and policy for ensuring coverage in the country;
(10) Undertake field visits to monitor the planning and implementation of COVID-19 Vaccine program, providing feedback at appropriate levels. viii. Undertake other assignments, which may be assigned from time to time by supervisors.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:
Applicants must have master's degree in public health, health economics, organizational development, or related field.


Experience:
(1) Applicants must have at least 2 years of relevant work experience, preferably dealing with health system strengthening in several states of India;

(2) Familiarity with government institutions and inter-agency coordination and strong networks at state and city levels are preferred.

Skills and Competencies:

(1) Excellent communication and interpersonal skills and ability to work effectively in a complex environment.;
(2) Willingness to be based in New Delhi. Sound computer skills, including use of Internet, MS Office software, and data analytics. Ability to work independently and as a team player in a complex, multicultural environment;
(3) Excellent in written and spoken English.

5. ESTIMATED TRAVEL: Approximately 5 days in a month to achieve the listed deliverables.

6. NATURE OF ENGAGEMENT:

The incumbent shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.


7. REMEUNERATION:

Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.
