Anticipated Vacancy for Chief of Party, India Partnership for Early
Learning (IPEL) Project with International Non-Profit Organisation, New Delhi

1. JOB TITLE: Chief of Party, New Delhi

3. PROJECT BACKGROUND:

Funded by USAID, the India Partnership for Early Learning (IPEL) Project seeks to improve early learning outcomes from pre-school to class 2, through a system-strengthening approach in partnership with multiple stakeholders, in both public and low-cost/ no-cost private schools, in selected NITI Aayog “aspirational” as well as other districts, in two to three states, across India. The project will support state governments and institutions by increasing their capacity to leverage and coordinate financial, human, and material resources, to implement evidence-based service delivery in foundational learning, such that the percentage of students attaining minimum proficiency in reading, math, cognitive, and social and emotional domains, steadily increases.

SAMS is inviting Expressions of Interest (EOI) from appropriately qualified and experienced candidates, with experience of managing and implementing programmes and operations and exercising financial oversight, of USAID and/or other international donor-funded projects, anticipating award of the above upcoming project, to our Client.

4. JOB DESCRIPTION/ RESPONSIBILITIES:

The Chief of Party shall be responsible for the following:

Key Responsibilities:

(1) Build strong relationship with political leadership, state government (Department of Education and Child Development) and national level officials (Ministry of Education and Ministry of Women & Child Development) for effective convergence and planning;
(2) Provide strategic direction, liaison for establishing Technical Program Unit/ Program Management Unit;
(3) Oversee the completion of all technical requirements, including project results and deliverables, in accordance with the project work plan;
(4) Build and maintain productive working relationships with USAID, project partners, and key stakeholders. Serve as the primary liaison for all project stakeholders;
(5) Manage the project’s operational, financial, and administrative priorities; Direct the planning and budgeting processes; Create or adapt management systems in line with the organisation’s standard operating procedures, ensuring consistency with project needs;
(6) Build partnerships among international, national and community level stakeholders, especially with the government and private sectors;
(7) Design and oversee an annual project cycle in accordance with USAID’s annual planning cycles, branding and monitoring plans;
(8) Translate project goals and objectives into implementable strategies and plans in coordination with staff members and partners; Oversee the preparation of quarterly and annual project activity reports, M&E reports, and other deliverables, as specified in the agreement. Report against the project’s targets;
(9) Represent the project at high-level meetings, conferences, and other fora;
(10) Guide team members to fulfil the project’s strategic goals and objectives;
(11) Supervise and mentor senior staff, delegating responsibilities, as appropriate. Clearly communicate expectations for staff performance.

5. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualifications: 
Applicants must possess Master’s, or higher degree, in Education, or related field.

Experience: 
(1) Minimum 10 years of senior-level management experience in donor funded programs;

(2) Prior experience of managing USAID-funded programs is required;
(3) Experience with two or more of the following specializations: School Education, Early Childhood Education, Teacher Development, Curriculum, Gender and Equity, Monitoring or Assessment Systems;
(4) Prior experience and engagement with the culture and context of India is a must;
(5) Prior experience in setting up and managing PMUs within Government institutions to co-create technical solutions, build capacity of and provide hand-holding support to system actors to roll out the solutions, is strongly desirable;
(6) Previous record of engaging private sector actors to support state government social impact initiatives through innovative PPP arrangements, new financing models and sharing of technical know-how, will be an added advantage;
(7) Experience in managing required programmatic and financial reporting requirements. Experience with M&E is a plus.

Required Skills: 
(1) Demonstrated strong understanding of USAID’s Education Program and Strategy and gender programming;

(2) Demonstrated understanding of National Education Policy of India including current challenges and opportunities around foundational learning in India;
(3) Proven exceptional leadership in the design, management, implementation, monitoring and evaluation of similar-sized international donor-supported programs, with skills in strategic planning and thinking, management, supervision and budgeting, and experience in managing complex activities, involving coordination with multiple program partner institutions;
(4) Demonstrated skills in building and maintaining relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and partners;
(5) Strong oral and written communication skills (English and Hindi); Excellent, demonstrated interpersonal and negotiation skills;
(6) Experience of recruiting, developing, and managing local and international staff and teams;
(7) Excellent track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit;
(8) Demonstrated commitment to principles of Gender Equity, Diversity, and Inclusion, as evidenced in previous management positions and programming; Demonstrated commitment to PSEAH (Prevention of Sexual Exploitation and Harassment);
(9) Ability to travel within India as required.

Gross annual remuneration budgeted for the position is attractive. Offers shall be commensurate with the qualifications, experience and salary history, of the selected candidate.
