1. POSITION(S) VACANT: Consultant- Water Conservation, International Development Agency, New Delhi

2. ORGANIZATION BACKGROUND:

Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection, and development.

PROJECT BACKGROUND:

The Government of India (GoI) has, in the last eight years, prioritized implementation of WASH programs for achieving the sector goals. After a largely successful Swachh Bharat Mission initiative on sanitation, the focus of the government is on safe and secure water supply at household level in a fixed time frame under the flagship programme Jal Jeevan Mission, which also targets achieving SDG 6.1 on drinking water supply. For ensuring reliable access to water through the year, even during the lean season, functional water sources are imperative. With a view to sustain sources and conserve water for the future, the National Water Mission, under the Ministry of Jal Shakti, first launched the campaign “Jal Shakti Abhiyan- Catch the Rain” in 2019. 

The objective of the Abhiyan is to nudge the states and all stakeholders towards creating Rainwater Harvesting Structures suitable to the climatic conditions and sub-soil strata, with people’s active participation. The JSA aims at making water conservation a jan andolan through asset creation and extensive communication. On account of the success of Jal Shakti Abhiyan in 2019 and 2021 in awareness generation amongst the citizens, the “Jal Shakti Abhiyan: Catch the Rain”- 2022 (JSA: CTR) campaign has been launched by this year as well by the Hon’ble President of India on 29th March 2022.

To achieve the goals outlined in the campaign, the Ministry of Jal Shakti (MoJS), Department of Drinking Water and Sanitation (DDWS), has requested IDA to assist in supporting this initiative with the engagement of a competent and skilled consultant for the roll out of various water conservation programmes by the Ministry. 

Additionally, this initiative converges well with the WASH strategy of IDA that aims at supporting governmental efforts at planning, implementing, and maintaining functional community-based water supply schemes for safe, adequate and sustainable drinking water supply for all.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

IDA is looking for a water management professional with expertise and experience in water resource management, to support the roll out of ‘Catch the Rain’ Campaign, on water conservation. The consultant will require to work closely with the National Water Mission, Ministry of Jal Shakti (MoJS), Government of India in managing, supervising and monitoring the nationwide rollout of the campaign.

Key Responsibilities:

(A) Overall Program Coordination & Management

(1) Support National Water Mission in managing the campaign;
(2) Coordinate within the department(s) and States/ UTs for implementation of the Catch the Rain campaign activities, as required;
(3) Provide overall policy and directional inputs to integrate and align campaign activities with other water conservation programmes like Mission Amrit Sarovar and Atal Bhujal Yojna;
(4) Provide observations on the implementation of software activities of the mission and facilitate course correction, if any.

(B) Strategic Oversight for Monitoring, Analysis and Reporting

(1) Review of GIS based District Water Conservation Plan available on JSA CTR Portal and formulate a Templet for the same;
(2) Preparation of Template for Jal Shakti Kendra;
(3) Analysis of data available on our Portal for JSA CTR 2021 and JSA CTR 2022;
(4) Useful Interpretation of Data for deciding the strategy for further improvement;
(5) Identification of Data Sources for Springs inventory and springshed management for uploading on JSA CTR 2022 portal;
(6) GAP analysis of Springs inventory;
(7) Other Works, as per the direction of AS&MD.

(C) Strategic oversight of Knowledge and External Communications

(1) Work with Ministry and States to facilitate identification and creation of learning materials;
(2) Documentation of best practices;
(3) Leverage dashboard and campaign progress data to guide content management for external communications and sharing key milestones and achievements;
(4) Strategic facilitation for the planning of external events/ workshops/ conferences for dissemination of mission achievements;
(5) Oversight of communications strategy for the campaign and key partner agencies for collaboration.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:

(1) Applicant must have Graduation in Engineering or equivalent technical degree, or any social sciences with experience of working in water sector is required.


Experience:
(1) Minimum three years of experience in supporting Government and Public sector/ Private Sector drinking water supply projects at National/ State/ district level with Government, donor organizations, NGOs, training institutes, etc; specifically, in lead and advocacy roles;

(2) Experience in documentation for government programmes;
(3) Work experience with the Government is essential;
(4) Experience in inter-agency and inter-department coordination.

Skills and Competencies:
(1) Fluency in English and Hindi languages;

(2) Excellent management, motivational and communication skills;
(3) Experience of working with multi-disciplinary teams/ building amenable working relationships is preferable.

5. ESTIMATED TRAVEL: Approximately 2 days in a month for the achievement of the listed deliverables.

6. NATURE OF ENGAGEMENT:

The Consultant shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

7. REMEUNERATION:

Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.

Notes:

(1) The above elements shall be a key input into the selection and negotiation process.

8. LOCATION: The Consultant shall be based at Department of Water Resources, Ministry of Jal Shakti, New Delhi

9. DURATION: The successful candidate shall be issued a consultancy contract from the date of joining till December 31, 2022.
