1. POSITION(S) VACANT: Manager- Grants, International Union Against Tuberculosis and Lung Disease (The Union), New Delhi

2. ORGANIZATION BACKGROUND:

The International Union Against Tuberculosis and Lung Disease (The Union) is an international membership, technical and scientific organisation, headquartered in Paris, France. Established in 1920, The Union is led by people who are committed to a healthier world for all, free of tuberculosis and lung disease. 

The Union has been working to improve health for people in low and middle-income countries, by conducting scientific research, and working with governments and other agencies, to translate research into better health for people around the world, and delivering projects directly in the field, driving change to ensure the best quality care.

About the Project:

Tuberculosis (TB) is one of the major public health challenges for India. Each year, it is estimated that over 26 lakh new TB cases emerge in India, with an estimated 4.45 lakh people succumbing to the disease annually. Recognizing the public health threat posed by the disease, the Honourable Prime Minister, called for the prioritization of the disease and committed to eliminating TB by 2025, five years ahead of the Sustainable Development Goal target of 2030. In line with the Honourable Prime Minister’s vision, the Central TB Division, Ministry of Health and Family Welfare, launched a National Strategic Plan for TB Elimination (2017-25), marking a paradigm shift in the prioritization of TB, shifting the focus of the program to a more patient-centric approach toward TB elimination.

 

In early 2021, the Honourable Union Minister for Health and Family Welfare, launched the TB Mukt Bharat Abhiyan – a people’s movement for a TB-free India – at central and state levels, to garner the participation and ownership of all stakeholders to achieve a TB-Free India by 2025. To this end, a National Technical Support Unit (NTSU) on Advocacy, Communications

and Social Mobilization is being set up in collaboration with development partners to support the Government of India’s efforts, both nationally and in states. The NTSU will help strengthen on-ground program delivery by employing various advocacy and communications approaches to generate demand and create awareness on the services available under the TB program. The goal is to deploy creative and disruptive advocacy and communications strategies, and build large-scale public awareness and enable community mobilization towards a collective campaign, which is seamlessly linked to the program and service delivery on the ground.

3. JOB DESCRIPTION/ RESPONSIBILITIES:


Reporting to the Senior Manager- Finance, the Manager Grants shall be responsible for preparation/management of agreements with partners, sub grantees, accounts payable, partnership data base management, coordination & communication with technical team, resolution of accounting queries, supervision of accounting & book keeping. The Incumbent will be required to monitor project utilisation, as appropriate, to the specific requirements of the assigned project. S/He stays updated about the latest development in legal and project management applicable to the non-profit sector.


Key Roles and Responsibilities:

(1) Assist in the modification, development, enhancement of grant management system;

(2) Prepares contracts, ensuring appropriate terms and conditions are incorporated and ensuring compliance with grant requirements as well as applicable laws and regulations;
(3) Review budgets, cost items, and prices to ensure accuracy, completeness, and compliance for approved proposal and negotiate with contractors;
(4) Conduct grant negotiations, grant administration, and grant monitoring activities in accordance with the Union’s policies and in alignment with the requirements set out in the donor’s grant agreement;
(5) Review, compile and maintain all required grant information from the partners and project staff;
(6) Tracks all open contract actions to ensure timelines are met and attend all meetings where representation is required;
(7) Coordinate schedule of grant monitoring (program and financial) activities for grants, according to the Union’s grant monitoring policy; participates in a joint review of grants with partners;
(8) Undertake travel for grant monitoring and ensure that all visits are properly planned and followed up with visit reports;
(9) Perform other relevant duties as required by the Supervisor and/or Regional Director of The Union South-East Asia Office;
(10) Assist and provide support and required documentation during visits from auditors.


4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:
(1) Applicants must have 
Master degree in Commerce/MBA Finance or equivalent;

(2) Qualification of CA/ ICWA is desirable.


Experience:
(1) Applicants must have a
t least seven years professional business or financial management experience which includes four years of grant financial management experience;
(2) Experience of working with grants or contracts funded by the Global Fund and/or USAID will be considered a significant plus;
(3) Proven track record in grant writing including but not limited to local and state government grants, and/or donor proposals;

(4) Experience of working with grants or contracts funded by USAID, BMGF, Global Fund or any international donors will be considered a significant plus.


Skills and Competencies:

(1) Strong interpersonal and presentation skills and ability to communicate at all levels of the organization, as well as with staff at remote locations;
(2) Strong leadership skills and ability to positively influence decision-making;
(3) Competence in managing and analysing financial reports and data, including proficiency in Excel; 
(4) Ability to handle multiple tasks, stay focused under pressure, think strategically and implement aggressively;
(5) Result orientation with strong customer and process orientation;
(6) Ability to work independently and as a team player, in a complex, multicultural environment;
(7) Strong planning and organizing skills;
(8) Assertive with strong negotiation skills;
(9) Flexible with the ability to handle multiple tasks and work collaboratively within a matrix-oriented environment; 
(10) Excellent oral and written communication, both in English and Hindi;
(11) Willingness and ability to travel as necessary (upto 20% of the time).

5. COMPENSATION OFFERED:

Gross compensation for the position is Rs. 14 lacs per annum. Please note that the offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.
