India is experiencing a rapid health transition with a rising burden of Non-Communicable Diseases (NCDs). Cardiovascular diseases, Cancer, Chronic Respiratory Diseases, Diabetes, etc. are estimated to account for around 60% of all deaths in the country. It is estimated that more than 20 crore adults have high blood pressure in India, of whom barely 12% have it under control. To address the high burden of mortality due to Non-Communicable Diseases, the Government of India has adopted the “25 by 25” goal, which aims to reduce premature mortality due to NCDs by 25 percent by 2025 and reduce the prevalence of high BP by 25 percent by 2025. Achieving this goal shall require the treatment of an additional 4.5 crore people with hypertension, in the next four years.

The National Programme for Prevention and Control of Cancer, Diabetes, Cardiovascular Diseases and Stroke (NPCDCS), is being implemented across the country, to prevent and control major NCDs, focusing on strengthening infrastructure, human resources, health promotion, early diagnosis, management, and referral.

Resolve to Save Lives is seeking to engage the services of multiple NCD Consultants to work at the National NCD Division, Directorate General of Health Services (Dte.GHS), Ministry of Health & Family Welfare, to support the achievement of the Government of India’s NCD goals relating to cardiovascular health.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Under the guidance and supervision of the Deputy Director General – NCD, the National NCD Consultant - Monitoring, Evaluation & Data Analysis (NCD-MEDA), shall be responsible for the overall strengthening of monitoring & evaluation (M&E) and data analysis of the National NCD Program, and to specifically facilitate the prevention and control of hypertension and diabetes.

Key Job Responsibilities:

(1) Develop and strengthen supportive supervision, and M&E procedures under NPCDCS;
(2) Plan, organize and monitor M&E activities under NPCDCS;
(3) Monitor and guide the State NCD Cells in executing M&E Plans;
(4) Support operational research and evaluation studies under NPCDCS;
(5) Analyse NPCDCS related data received from states for Policy and Programme Management;
(6) Examine data for inconsistencies and follow-up with concerned states for rectifying any errors;
(7) Prepare periodic and annual reports on NPCDCS;
(8) Build capacity of personnel engaged in M&E in the states;
(9) Develop indicators/ templates of reports/ dash boards/ score cards, as per requirement;
(10) Liaise with State Officials, ICMR, Information Technology (IT) partners and other stakeholders;
(11) Develop a culture of data analytics-based regular feedback loops at the National and State levels under NPCDCS, including the sending of feedback letters to states about programme performance;
(12) Visit states at periodic intervals to review data quality, identify challenges and gaps under NPCDCS;
(13) Any other job assigned by DDG (NCD).

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification

Post graduate degree in public health, epidemiology or equivalent.

Experience

(1) At least seven years of relevant experience in data analysis, M&E, surveillance and research;
(2) Prior experience of working in the health sector/ public health programmes;
(3) Experience in Non-Communicable Diseases is desirable.


Skills and Competencies:

(1) Proficiency in data analysis, using software tools like SAS, SPSS, R, etc.;
(2) Willing to travel extensively (upto 10 days in a month) to the states and districts.

5. COMPENSATION OFFERED:

Gross compensation budgeted for the position ranges from INR 21 to 27 lacs per annum. Please note that the offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.

7. CONTRACT TYPE AND PERIOD: This is a full-time position. The initial contract shall be offered for a period of one year, renewable based on performance.
