1. POSITION VACANT: National Consultant – State Coordination for Program Management and Logistics Management, WHO-NTEP Technical Support Network, New Delhi
2. ORGANIZATION BACKGROUND:
The World Health Organization (WHO) was established in 1948 as a specialized agency of the United Nations. The objective of WHO is attainment of the highest possible level of health by all people. WHO's main function is to act as the directing and coordinating authority on international health work.
The WHO Country Office for India (WCO-India) provides wide-ranging policy inputs and technical assistance to the Ministry of Health & Family Welfare (MoHFW), India, in the areas of health and health systems, supporting a range of health initiatives that include the National Rural Health Mission, Universal Health Coverage, Polio Surveillance, TB Elimination, HIV/AIDS, Roll Back Malaria, Tobacco Free Initiative, Health Financing, Trade Agreements and Health, Non-communicable Diseases, Environment and Health, etc.
National Tuberculosis Elimination Programme (NTEP):
India’s Revised National Tuberculosis Control Programme (RNTCP) was officially renamed National Tuberculosis Elimination Programme (NTEP), on January 1, 2020, demonstrating the Central Government’s commitment to achieving the Sustainable Development Goal (SDG) of ending TB by 2025, five years ahead of the global target of 2030.
WHO has supported NTEP since inception, working closely with the programme and its partners at both the national and state levels. WHO India provides policy inputs and technical assistance to MoHFW for TB elimination activities. In the 23 years since its inception in 1999, the WHO-NTEP Technical Support Network (WN-TSN) has sought to strengthen NTEP activities through technical support in planning, capacity building, training, evidence generation, surveillance and monitoring and evaluation.
On behalf of WHO India and Central TB Division, Strategic Alliance Management Services P Ltd. (SAMS) is seeking applications for the post of National Consultant – State Coordination for Program Management and Logistics Management.

3. JOB DESCRIPTION/ RESPONSIBILITIES:
Under the direction of the WHO Representative to India (WRI), National Professional Officer TB (NPO TB), WHO-India and Deputy Director General TB (DDG TB), Central TB Division, MoHFW, GOI, to execute the responsibilities discussed below:
Key Roles and Responsibilities:
(1) Provide technical support to Central TB Division for maintaining an updated database of implementers, managers and stakeholders of NTEP and collaborating National Programs;
(2) Support to Central TB Division in maintaining routine TB surveillance data sets;
(3) Provide technical support to update information on national, regional demographics, special populations, migration, socioeconomic determinants of TB, cost for care, TB management practices and access to TB care;
(4) Provide support to states and UTs for validation of routine surveillance data along with Monitoring and Evaluation team;
(5) Facilitate organization and conduct of meetings with various partners/ stakeholders, state and national functionaries at the CTD secretariat;
(6) Facilitate change management with respect to use of ICT and Nikshay tools for concerned data entry, validation and its use for public health action;
(7) Review, create requisitions, plan orders and manage approval process;
(8) Facilitate and finalize the annual forecasting of all the anti-TB Drugs, diagnostics, accessories and any other health goods for the programme based on the methodical calculations in commensuration with the availability of existing stock, consumption pattern for ensuring uninterrupted logistic supplies based on the policies and Standard Treatment Guidelines of the NTEP;
(9) Ensure timely receipt and relevant analysis of periodical reports from the districts, states and the GMSDs on the progress of the supplies, stock on hand, possible expiries, danger of stock out etc., and to provide promotive and preventive actions that may be needed on every issue in the overall interest of the programme;
(10) Perform other duties as required in the interests of the programme.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification and Experience:
(1) Bachelor’s degree in any stream with master’s degree in Healthcare Administration/ Public Health/ Epidemiology/ Statistics;
(2) At least 10 years of work experience in reputed institutions, out of which 8+ years of working experience must be in National Health Programmes;
(3) Applicants must have four to five years specific experience in TB at National and/ or State level;
(4) Familiarity with the public health system and relevant experience in government policies/ strategies, particularly of National Health Mission and State Health Societies, are essential;
Skills and Competencies:
(1) Proven ability to communicate clearly;
(2) Ability to work effectively in a Team;
(3) Proficiency in computer applications;
(4) Excellent knowledge of spoken/written English;
(5) Able to produce results and work in a changing environment
5. COMPENSATION OFFERED:
Gross compensation payable to the candidate selected for this post, at the time of joining WHO-NTEP TSN, is budgeted at Rs. 180,759/- per month. TDS shall be deducted at the applicable rate.
6. LOCATION: Central TB Division, New Delhi
7. NATURE OF APPOINTMENT/ CONTRACT DURATION:
(1) The candidate selected shall be on the rolls of SAMS, a respected HR Agency providing HR resources under third-party payrolling arrangements to WHO and other multilateral agencies, for the execution of government projects in India;
(2) SAMS shall issue short-term, project-specific, employment contracts to selected candidates, for a maximum period of one year or less, coinciding with the period of the payrolling contract issued by the Client. Employment contracts may be renewed for specified periods thereafter, subject to satisfactory performance, requirement and project continuation;
(3) The conditions of employment shall be the same as that of project staff engaged on a contractual basis;
(4) Selected candidates shall have no right to claim regular appointment from SAMS, the Government or WHO, or continuation of her/his services, under any other project.
