1. POSITIONS VACANT: Consultant – Human Resources and Administration, National Health Authority (NHA), MoHFW, GoI
 

2. ORGANIZATION BACKGROUND: 

The Ministry of Health and Family Welfare (MoHFW) has set up the National Health Authority (NHA) to manage the Pradhan Mantri – Jan Arogya Yojana (PM-JAY) at the national level. At the state level, implementation of PM-JAY is being facilitated by multiple State Health Agencies (SHAs), that have been especially established for the purpose. 

MoHFW/ NHA has initiated the ‘Professional Programme for Health Protection,’ in partnership with GIZ, to enhance the capacities of the different implementing agencies that are helping manage PM-JAY. The programme is helping select, train and mentor consultants, who shall be placed at the NHA and/or different SHAs, to support the implementation of PM-JAY. 

As part of this Professional Programme it is proposed to hire a qualified consultant in the field of HR and Administration who will support the National Health Authority in New Delhi in implementation and specifically for HR and Administration support support under PM-JAY. 

The objective of the Assignment:

The objective of the assignment is to support the NHA in implementing Pradhan Mantri – Jan Arogya Yojana (PM-JAY).  Consultant shall support the HR and Administration in the NHA in strengthening of existing institutional structures for PM-JAY in the national level.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

The Consultant – Human Resources and Administration will be responsible for supporting the administration division of NHA as per PM-JAY guidelines issued by the NHA to all the states. S/he shall support the NHA in managing the other HR and Administration related activities and should have IT skills, good working knowledge ICT applications used by admin division and should posess strong communication skills. 

Key Responsibilities:

(1) provide support to HR team in payroll management, managing HR IT software, leave management etc;
(2) Preparation of the Government Staff Salary through PFMS portal;
(3) Upload the sanction order relating to salary for all contractual staff and YPs;
(4) Note and draft relating to procurement proposals, Administration, coordination, monitoring & evaluation etc. of National Health Authority (NHA);
(5) Handle and assist the procurement team in e-Procurements (Central Public Procurement Portal- CPPP) System Government of India;
(6) Publish (Corrigendum & Extension) on CPPP Portal;
(7) Provide training relating to PFMS and EIS issues;
(8) Vendor mapping in PFMS Portal;
(9) Support to prepare and mange Budget report/ details relating to AB PM-JAY;
(10) Prepare sanction orders and uploaded all sanction order on PFMS portal
(11) Payment of bills (Rental chargers, Maintenance charges, Car Parking, Electricity bills, Speed Post) received from another Department/office/vendor;
(12) Payment of bill (Medical/telephone/newspaper etc.) received from Sr. Officer of NHA;
(13) Arrangement of meetings of NHA;
(14) Coordination with empanelled vendors under National Health Authority;
(15) Resolve venders’ quarry in IT/ Administrative related matters in line with prevalent rules and regulations;
(16) Handle and assist the team in administrative matters/ e-office;
(17) Imparting training on conversion of physical file to e-file and thereafter managing the files using e-officel;
(18) Assist Deputy Director- Administration, Consultant- Administration, in day to day activity and office related matters. 

4. QUALIFICATION, SKILLS AND EXPERIENCE: 
     
Qualifications:

(1) Applicants must have graduation from Recognized University.
(2) Applicants with MBA (IT)/ MCA will be added advantage

Experience:

(1) At least 10 years of overall experience, of which wight years with government;
(2) Similar Past experience with government is essential;
(3) Retired government officials from similar background will be preferred.

Skills and Competencies:

(1) Basic knowledge about PM-JAY/RSBY and other government funded health insurance programmes in India;
(2) Excellent computer proficiency and knowledge of commonly used software packages like MS Word, Excel, Power Point etc. and other IT application used by central government for procurement, financial management etc;
(3) Ability to communicate with people outside the organization, representing the organization to, the public, government, and other external sources;
(4) Demonstrated ability to work in a multi-disciplinary team

The offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.

8. CONTRACT TYPE AND PERIOD:

The successful candidate shall be issued a consultancy contract from the date of joining till December 31, 2022.
