National Consultant – Digital Health Solutions (E-learning), The Union, New Delhi

 

1. POSITION VACANT: National Consultant – Digital Health Solutions (E-learning), The Union, New Delhi

2. ORGANIZATION BACKGROUND:
The International Union Against Tuberculosis and Lung Disease (The Union) is an international scientific organisation headquartered in Paris, France. Established in 1920, The Union’s goal is to promote national autonomy within the framework of priorities of each country, by developing, implementing, and assessing anti-tuberculosis, lung health and non-communicable disease programmes, as well as other public health issues.

The Union has been working to improve health for people in low and middle-income countries, by conducting scientific research, and working with governments and other agencies, to translate research into better health for people around the world, and delivering projects directly in the field, driving change to ensure the best quality care.

About the Project:
iDEFEAT TB a USAID’s flagship TB project in India has been set up to provide institutional strengthening to accelerate actions for addressing TB and Drug Resistant TB in India and. The overall goal of the project is to strengthen TB-related institutions, focusing on programmatic and clinical management of patients with TB and DR-TB, and thereby contributing to the achievement of India’s National Strategic Plan and targets for TB elimination. iDEFEAT TB is being implemented by a consortium of partners, led by The Union.

3. JOB DESCRIPTION/ RESPONSIBILITIES:
Reporting to the Project Director iDEFEAT TB, the National Consultant - Digital Health Solutions (E-learning) shall be responsible for the following tasks:

Key Tasks:
(1) Revise the NTEP training strategy incorporating the use of e-learning content and modern training approaches;
(2) Develop the national training database and the framework for monitoring training implementation;
(3) Implement nationwide revised training strategy in co-ordination with NTEP (CTD, STDCs and National Institutes) and other stakeholders of the iDEFEAT TB project (The Union, WHO, empower, ECHO);
(4) Facilitate the monitoring of training by CTD, National Training institutes and STDCs
;
(5) Identify the technical areas for further development of e-training content and co-ordinate the development, review and approval of e-training content in consultation with all stakeholders;
(6) Provide support in development and improvement of the e-training platform that hosts the training content;
(7) Facilitate the accreditation of the e-learning courses by various professional bodies and institutions.
(8) Facilitate the training needs assessment and various midterm and final evaluation of training throughout the iDEFEAT TB project
;
(9) Train and co-ordinate the training of National TOTs for various thematic areas.

 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualifications:
(1) Applicants must have a MBBS degree 
(2) Applicants with Post Graduate Diploma or Degree (Community Medicine/ Public Health/ Health Management) from a recognized university shall be preferred.

Experience:
(1) Minimum three years’ experience in working with the National TB Elimination Program;
(2) Prior
experience of developing e-learning content.

Skills And Competencies:
(1) Capacity to work independently and in a team environment with strong self-motivation, tact and diplomacy;
(2) Demonstrated experience in implementation/ support to TB control efforts in India;
(3) Excellent negotiation and advocacy skills to interact with people at all levels in a multicultural and multi-disciplinary environment;
(4) Proficiency in MS office (Word, Excel, Access, PowerPoint, outlook), Data management software, Internet;
(5) Excellent drafting and presentation skills including ability to draft clear and concise reports;
(6) Flexibility and willingness to work on a range of tasks;
(7) Willingness to travel within country as per project needs;
(8) Ability to plan, set priorities, handle multiple tasks under tight deadlines

5. COMPENSATION OFFERED:
Gross compensation budgeted for the position is Rs. 20 lacs per annum (non-negotiable). Please note that the offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.

6. DURATION OF CONTRACT: This is a full-time position, and the initial contract will be offered for a period of one year, which shall be renewable based on performance.
