3. JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting to the Director - Finance and Administration Operations, the Procurement Manager shall be responsible for managing procurement activities for the India Office with emphasis on the following:

Key Roles and Responsibilities:
(1) Execute and improve procurement processes across all channels of procurement;

(2) Delegate tasks and supervise the work of procurement staff at different offices;
(3) Manage every aspect of the supply chain and notify the senior management team of all obstacles negatively impacting efficiency;
(4) Institute policies and procedures for collecting and reporting key metrics that will reduce overall expenses while increasing productivity;
(5) Perform cost analysis and set appropriate benchmarks;
(6) Coordinate deliveries vis-à-vis targets;
(7) Implement policies and procedures for risk management and mitigation in procurement;
(8) Decide on the standardization, centralization/ decentralization of procurement at offices;
(9) Assist in establishing and implementing procurement plans with various Program Heads;
(10) Coordinate the undertaking of market studies/ surveys as required to ensure compliance with procurement requirements;
(11) Oversee the set up and maintain a database of local suppliers detailing criteria of quality, price, service, ethics, etc.;
(12) Ensure that procurement and logistics conditions are in place in each office to enable proper planning, implementation, and monitoring of procurement and supply chain.


4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualifications and Experience:

(1) MBA/ Master’s degree in Commerce/ Administration/ Finance/ Procurement and Supply Chain with at least 10 years of relevant experience in procurement with the development sector;
(2) Familiarity with USAID procurement guidelines will be an added advantage.


Essential Skills and Competencies:
(1) Ability to work under pressure and handle multiple tasks, demands and deadlines with a positive and constructive attitude;

(2) Excellent management and personnel skills to enable the motivation, encouragement and participation of team members. Excellent interpersonal and teamworking skills, including the ability to work with different groups and nationalities;
(3) Experience of adopting flexible approaches to prioritize and manage a high workload and multiple tasks, in a fast-paced environment with tight deadlines;
(4) Experience in proactively identifying and addressing issues;
(5) Experience of building and developing the capacity of logistics staff (including partners) through training, mentoring support, coaching, etc.;
(6) Excellent computer skills;
(7) Strong negotiation, communication, interpersonal and problem-solving skills;
(8) Excellent organizational and coordination skills;
(9) Should be detail oriented;
(10) Ability to coordinate activities independently and manage/ prioritize diverse tasks;
(11) Excellent verbal and written communication skills in English and Hindi;
(12) Excellent interpersonal, writing and oral presentation skills;
(13) A high level of integrity and professionalism;
(14) Willing to travel about 30% of the time.

5. COMPENSATION OFFERED:

Gross compensation budgeted for the position is attractive. The offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.
