2. ORGANIZATION BACKGROUND:

Our client is the SBM G Cell, Swachh Bharat Mission, Panchayats and Rural Development Department, Govt. of West Bengal.

PROJECT BACKGROUND:

Having achieved the important milestone of Open Defecation Free (ODF) India, the Government has taken a step forward in form of SBM (G) Phase II to improve the levels of cleanliness in rural areas through Solid and Liquid Waste Management. To accelerate the sanitation movement under Swachh Bharat Mission, the Government of West Bengal has set up 'Mission Nirmal Bangla’ to reinforce the need to sustain ODF status and renewed the pledge for Open Defecation Free (ODF) Plus.

As a result of the efforts taken under the mission, Solid Liquid Waste Management (SLWM) activities are gearing up. 142 villages have been declared as ‘Aspiring ODF plus’ villages, 4 villages are ‘Rising’ and 17 are ‘Model’ villages. 49 villages have arrangements for Solid Waste Management (SWM) and Liquid Waste Management (LWM), 17,472 villages are with minimal litter and 13,422 villages are with no plastic dump in public places. There are 433 waste collection and segregation sheds, 2,661 community soak pits and 1,643 community compost pits in the state.

The progress made so far is commendable. However, the coming year is crucial for the program to maintain and further accelerate the pace of implementation. The program needs to focus on differentiated systems strengthening by understanding the ground needs for effective implementation, capacitating the GP, block and district stakeholders for taking up their changing roles, developing block and district level plans for achieving speed and scale, setting up effective systems for technical support and monitoring progress, etc.

COVID-19 appropriate behaviour and infection prevention control in communities (hand hygiene, cleanliness, disinfection, and Personal Protection Equipment - PPE protocol) also need to be prioritized.

The State SBM G Cell under Panchayats and Rural Development Dept., Govt. of West Bengal has been working for bringing about improved sanitation facilities in rural areas through community led approaches. To take these initiatives further there is a need to appoint a suitably qualified subject matter expert for support planning, implementation and effective monitoring and handholding of all districts of the state.

The government of India launched Rural Sanitation Strategy in the year 2019, which outlines the ten-year strategy for sanitation in rural areas in India from 2019 to 2029. The Rural Sanitation Strategy aimed at achieving the vision of ODF Plus. ODF Plus includes sustaining the usage of safe sanitation facilities by all, including new households and any households that may have been left behind, as well as safe and effective management of solid and liquid waste. The strategy is aligned with Sustainable Development Goal (SDG) 6 - Clean Water and Sanitation.

 

Purpose of Assignment:

The project requires the engagement of a subject matter specialist to the State through the qualified human resource to strengthen their systems and capacities to achieve ODF (S) and ODF Plus status under SBM Phase II. Sustaining ODF is going to be critical to convert this access into long-term behaviour change to accrue better health and nutrition outcomes.

The purpose of the position is to support the SBM G Cell under Panchayats and Rural Development Dept., Govt. of West Bengal in the above-mentioned areas. Along with this desired technical assistance shall be extended to the concerned districts to firm up their responses with respect to the availability of safe and sustainable sanitation facilities/services including effective management of solid and liquid waste.

Objectives:

The overall objective of this assistance is to extend technical support SBMG Cell in the Department of Panchayats and Rural Development, Govt. of West Bengal in planning, implementing and monitoring targeted interventions under Swachh Bharat Mission Grameen II. The specific objectives are as follows:

(1) Support Dept. in the formulation and implementation of a comprehensive waste management action plan in the State, including Solid Waste Management (SWM), Plastic Waste Management (PWM), Bio-medical Waste Management (BWM) and Grey Water Management (GWM);
(2) Support the State and districts in the development of Detailed Project Reports (DPRs) for various waste management units;
(3) Support State and districts in capacity building and engagement of already trained cadres with respect to waste management interventions, focusing on SWM, PWM, BWM & GWM;
(4) Support the Dept. in coordination, monitoring and review of the physical and financial progress of various components under SBMG flagship in all districts.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting to
Mission Director, SBM G Cell, Panchayats and Rural Development Department, Govt. of West Bengal, Kolkata, the post-holder will provide technical support to the SBMG Cell in planning, implementing and monitoring targeted interventions under the Swachh Bharat Mission.

Key Deliverables:

(1) Support formulation of a comprehensive State Waste Management Action Plan framework, inclusive of Solid Waste Management (SWM), Plastic Waste Management (PWM), BioWaste Management (BWM), Faecal sludge management and Grey Water Management (GWM);
(2)
Support ODF Sustainability programming in the state with respect to continuity of use of toilets, retrofitting and upgradation, ensuring coverage for new users, etc;
(3)
Facilitate the development and roll-out of various capacity building schedules, development of modules & manuals on ODF Plus components for State, district, block and panchayat officials, public representatives, NGOs and any other stakeholders associated with the program;
(4)
Provide guidance to the districts in preparation of various DPRs, and implementation of different waste management mechanisms under SBM G II;

(5) Support SBM G cell in the documentation process, in preparing concept notes, technical briefs, implementation briefs and other documents as per the requirements, documenting best practices for dissemination to districts and other wider audiences;
(6) Facilitate the development and roll out of a monitoring framework for tracking the progress of various program components including district wise physical and financial expenditure status vs a vs allocation;
(7) Prepare regular monitoring updates/briefs through field visits and regular coordination with District stakeholders to take midcourse measures for strengthening implementation on the ground;
(8) Support inter-departmental coordination with other stakeholder departments.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:

(1) Applicants must be Engineering Graduates (Civil/ Environmental Sciences); Or


(2) Post-graduates in Public Health/ Social Sciences, or other relevant discipline may also apply.

Experience:
(1) Minimum five years of experience in system strengthening and capacity building of government functionaries in WASH interventions with a minimum of two years of experience in working closely with State/ District officials;

(2) Experience in developing and rolling out SLWM strategy and action plans;
(3) Knowledge and experience of participatory processes and tools and their application in the WASH sector.

Skills and Competencies:

(1) Experience in reporting and documentation skills;
(2) Training and communication skills;
(3) Ability to speak and write fluently in Bengali, Hindi and English;
(4) Computer skills, including MS-Office (MS Word, Excel, Power Point etc.);


Note: Candidates are expected to have their own laptops and be internet connected. Cost and/or reimbursement of these items shall not be provided.

5. ESTIMATED TRAVEL: Up to 15 days in a month (maximum) for the achievement of listed deliverables. (Note: The post-holder shall be eligible for standard travel arrangements and support including DSA, in accordance with the guidelines framed by the Government of West Bengal.)
 

6. NATURE OF ENGAGEMENT:

The State Consultant, Solid Liquid Waste Management (SLWM) under Swachh Bharat Mission shall be hired on a consultancy contract by the Swachh Bharat Mission, G Cell, Panchayats and Rural Development Department, Govt. of West Bengal, Kolkata.

7. REMUNERATION:

Remuneration payable to the selected candidate in the form of professional fees shall be a maximum of Rs. 80,000/- per month.

8. LOCATION: Kolkata, West Bengal
 

9. DURATION: The successful candidate shall be engaged through successive consultancy contracts for a period of 24 months. The contract shall be renewed annually based on satisfactory performance.
