2. ORGANIZATION BACKGROUND:
The International Union Against Tuberculosis and Lung Disease (The Union) is an international scientific organisation headquartered in Paris, France. Established in 1920, The Union’s goal is to promote national autonomy within the framework of priorities of each country, by developing, implementing, and assessing anti-tuberculosis, lung health and non-communicable disease programmes, as well as other public health issues.
The Union has been working to improve health for people in low and middle-income countries, by conducting scientific research, and working with governments and other agencies, to translate research into better health for people around the world, and delivering projects directly in the field, driving change to ensure the best quality care.
About The Project
Tuberculosis (TB) is one of the major public health challenges for India. Each year, it is estimated that over 26 lakh new TB cases emerge in India, with an estimated 4.45 lakh people succumbing to the disease annually. Recognizing the public health threat posed by the disease, the Honourable Prime Minister, called for the prioritization of the disease and committed to eliminating TB by 2025, five years ahead of the Sustainable Development Goal target of 2030. In line with the Honourable Prime Minister’s vision, the Central TB Division, Ministry of Health and Family Welfare, launched a National Strategic Plan for TB Elimination (2017-25), marking a paradigm shift in the prioritization of TB, shifting the focus of the program to a more patient-centric approach toward TB elimination.
In early 2021, the Honourable Union Minister for Health and Family Welfare, launched the TB Mukt Bharat Abhiyan – a people’s movement for a TB-free India – at central and state levels, to garner the participation and ownership of all stakeholders to achieve a TB-Free India by 2025.
To this end, a National Technical Support Unit (NTSU) on Advocacy, Communications and Social Mobilization is being set up in collaboration with development partners to support the Government of India’s efforts, both nationally and in states. The NTSU will help strengthen on-ground program delivery by employing various advocacy and communications approaches to generate demand and create awareness on the services available under the TB program. The goal is to deploy creative and disruptive advocacy and communications strategies, and build large-scale public awareness and enable community mobilization towards a collective campaign, which is seamlessly linked to the program and service delivery on the ground.
As the nation progresses very rapidly towards TB Mukt Bharat, it is essential that all stakeholders come together towards delivering this goal, by supporting the National TB elimination Programme (NTEP) and CTD. Bill & Melinda Gates Foundation (BMGF) is supporting the National Technical Support Unit for Advocacy, Communication and Social Mobilisation towards creating a TB Jan Andolan to support a very significant contour of the programme. Towards this a team has been established – based in The Union Office, selected states and at the CTD premises.
This position of the Project Coordinator ACSM NTSU will largely be stationed at the CTD, acting almost as an extended ACSM team of CTD working with the officers and CTD consultants. In addition, the position will also be responsible for delivering evidence-based ACSM interventions, basis the requirement of the project and as advised by the Project Director.
3. JOB DESCRIPTION/ RESPONSIBILITIES:
Reporting to the Deputy Director ACSM NTSU, the Manager - Advocacy Communication and Social Mobilization - National Technical Support Unit (ACSM-NTSU) shall be responsible for the following:
Key Job Responsibilities:
(1) Coordinate with NTSU to understand overall strategy, objectives and ACSM activities to be implemented.
(2) Responsible for the programme’s presence on social media. This includes facilitation spanning content creation, approvals, social posting calendar, dissemination as reports.
(3) Provide support in implementation of ACSM activities as articulated as a) undertaken by CTD and b) by the ACSM NTSU in line with the broad, long-term state ACSM strategy and plan, and in coordination with CTD.
(4) Engage with key stakeholder groups, including elected representatives, local governance bodies, NGOs, and media to garner their support (each group to provide specific implementation support, based on the annual plans).
(5) Provide support and coordinate the organization of meetings and events, creating/ designing collaterals for mass media or digital media dissemination, including videos, posts and out-of-home communication material, developing and implementing media plans, etc.
(6) Provide technical support and input required while developing content for various IEC materials;
(7) Work with CTD to leverage budgets to deploy ACSM interventions;
(8) Coordinate and support capacity building exercises for central and state officials to improve their understanding of ACSM strategies, objectives of the TB-Mukt Bharat Abhiyaan and improve their capacity to communicate with the media and general public;
(9) Propose innovative concept notes to further ACSM interventions involving collaboration of other ministries, departments, partner organisations and other stakeholders;
(10) Explore opportunities of collaboration with faith based organisations (FBOs) and religious leaders and other influencers who can potentially contribute towards ending TB by 2025.
(11) Provide support to ACSM-NTSU in organising workshops, seminars and capacity building initiatives involving concerned stakeholders;
(12) Undertake field visits for finding gaps and propose corrective measures to strengthen ACSM interventions that maximizes TB related sensitization and awareness through effective utilization of resources.
(13) Document and disseminate best practices, strategies, achievements, learnings etc. pertaining to NTEP’s ACSM interventions;
(14) Liaise with Non-IEC/ Communications Officials as required – to be done in consultation with CTD.
(15) Work on ACSM deliverables needed by MoHFW.
(16) Participate in the development of a comprehensive monitoring and evaluation framework to track progress of ACSM activities; provide specific inputs and support tracking progress of activities to be undertaken at the central and state level.
(17) Provide monthly reports to CTD and State TB Office under guidance from NTSU Project Director;
(18) In addition to the above, the position will have to undertake ACSM related assignments as they arise, depending upon the need of the project.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification
(1) University Degree in Social Sciences, Communication/ Journalism, Health Communication or related field;
(2) Excellent written and oral/ presentation communications in English, Hindi and Regional Languages;
(3) Good knowledge in information, education, social mobilization and communication;
(4) Demonstrated knowledge in capacity-building and training of diverse groups;
(5) Specific training in Advocacy Communication and Social Mobilization (ACSM) is desirable;
(6) Demonstrated people and team skills;
(7) Demonstrated ability to multitask, negotiation, maintain schedules for deliverables, track budgets, and prepare reports without supervision and deliver them in a timely manner;
(8) User skills in Office suite, Desktop publishing, photography and basic video;
(9) Previous work in conflict/post conflict setting;
(10) Demonstrated ability to coordinate with diverse partners from all levels of governments, the private sector, medical practitioners, implementing partners and civil society in numerous locations;
(11) Previous experience of monitoring compliance and risk management for donor funded grants
Experience
(1) Minimum 8 to 10 years of relevant experience in Communications, preferably in the field of public health with government department, multinational corporation, reputed private organizations or NGOs;
(2) Working Knowledge of Computers including MS office package;
(3) Prior experience of working in TB Programme or projects under Govt. or bilateral/ Multi-lateral agencies in India shall be an advantage;
(4) Prior experience of working with State TB department having good understanding skills of reporting mechanisms of state will be an added advantage.
(5) Project management experience, including coordination of activities and reporting.
(6) Experience of working with government health sector, preferably in national health programs;

5. COMPENSATION OFFERED:
Gross compensation budgeted for the position is Rs. 14 lacs per annum. Please note that the offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.
