3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

Reporting to the Programme Lead- State & Local Action, the Senior Research Associate- State & Local Action shall be responsible for working on State-level policy analysis to support energy efficiency implementation in the key consumption sectors at the state and local level through evidence-based, unbiased research and cutting-edge analytical approaches.

 

The incumbent shall be conducting quantitative and qualitative data analysis and assessments through primary and secondary research. She/he would actively engage with the State Designated Agency (SDA) and other relevant stakeholders to advance the implementation of energy efficiency programmes and measures at the state level in line with the State Energy Efficiency Action Plans and similar initiatives.

 

Key Deliverables:

 

(1) Drive insightful analysis on energy efficiency at State level in different consumption sectors through primary and desktop/secondary research using diverse information sources.

(2) Engage with different State government departments, the State Designated Agency (SDA) and other relevant stakeholders (industry members, civil society organizations, local NGOs, and industry bodies etc.) to advance implementation of energy efficiency programmes.

(3) Track policy & legislative developments and schemes about energy conservation and energy efficiency at the state level; provide regular briefs on matters related to energy efficiency & energy conservation.

(4) Track key policies and schemes related to state climate action plans and sustainable development goals; identify potential opportunities to integrate energy efficiency in these policies and schemes.

(5) Identify and support the implementation of energy efficiency programmes in different consumption sectors at state level.
(6) Support state level capacity building, dialogue between industry & policy makers and regulatory innovations in energy efficiency.

(7) Support monitoring, evaluation, and verification of energy efficiency implementation in states through a data-based approach

 (8) Write high-quality research pieces – papers, presentations, policy briefs, etc., and project reports.

(9) Perform other necessary tasks as they arise.

 

     4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 
Qualifications:

 

(1) Applicants must have master’s degree with a specialization in public policy, sustainability, economics (preferably energy economics), energy, or related field, with a bachelor’s degree in engineering, science, data science, economics, public policy.

 

Experience:

 

(1) Minimum 4-7 years’ experience in policy research, socio-economic research, preferably in the domain of energy or climate action.

(2) Experience in identifying technical and policy issues, analyze and interpret data, and help identify/develop creative solutions for energy efficiency in states;
(3) Experience in dealing with various stakeholders, such as SDA officials, State government officials, public sector, subject matter experts;
(4) Basic knowledge of energy efficiency and energy policies is desirable.

 

Skills and Competencies:

 

(1) Should have a strong research background with proven analytical research capabilities and excellent written and verbal communications;
(2) Strong proficiency in Microsoft Excel, Word, PowerPoint, with a general understanding of data analysis techniques; knowledge and experience in the latest data analysis tools is a plus;
(3) Self-directed and able to work with minimal supervision;
(4) Energetic and eager to tackle new projects and ideas.

 

5. COMPENSATION OFFERED:
 

Gross compensation budgeted for the position is attractive. Please note that the offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.
