1. POSITIONS VACANT: Consultant– Monitoring and Evaluation, State Health Agency, Bihar (One Vacancy)

2. ORGANIZATION BACKGROUND:

The Ministry of Health and Family Welfare (MoHFW) has set up the National Health Authority (NHA) to manage the Pradhan Mantri – Jan Arogya Yojana (PM-JAY) at the national level. At the state level, implementation of PM-JAY is being facilitated by multiple State Health Agencies (SHAs), that have been especially established for the purpose.

MoHFW/ NHA has initiated the ‘Professional Programme for Health Protection,’ in partnership with GIZ, to enhance the capacities of the different implementing agencies that are helping manage PM-JAY. The programme is helping select, train and mentor consultants, who shall be placed at the NHA and/or different SHAs, to support implementation of PM-JAY.

Objective of the Assignment:

The objective of the assignment is to support the State Health Agency in implementing Pradhan Mantri– Jan Arogya Yojana (PM-JAY).  The Consultant shall support the strengthening of existing institutional structures for PM-JAY in the State.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

The Consultant- Monitoring and Evaluation will be assisting the SHA by providing insurance specific domain knowledge to standardize the monitoring and evaluation process. The SHA will require his/her services in the areas of managing the core aspects of health insurance outcomes i.e. claims management, grievance, service provider management, fraud and abuse control etc.

Key Responsibilities:
(1) To make himself/herself thoroughly familiar with the PM-JAY guidelines and processes. To acquire an in-depth understanding of the guidelines of the scheme and role of various stakeholders;
(2) To make use of the available enrolment and claims data to track the progress of the scheme as per various indicators. Analysis and evaluation of the data to ensure continuous tracking of the progress of implementation of PM-JAY in state;
(3) To develop indicators/templates for report/dash boards/score-cards as per requirement of the State / guidelines of PM-JAY;
(4) To aid the SHA in tracking the timely settlement of claims by insurance company/TPA;
(5) To analyse the reasons of rejections of claims and suggest the corrective measures;
(6) To prevent the abuse and fraud in the scheme by beneficiaries and by hospitals by making use of the available claim data;
(7) To ensure that Insurance companies, TPAs and empaneled hospitals are adhering to the guidelines on service delivery and claims payments;
(8) To aid SHA in tracking the progress of grievance redressal mechanism;
(9) Compile reports based on data analysis using statistical tools for providing to different stakeholders, prepare and submit periodic report to SHA for review of the scheme;
(10) Provide training to State and District level officers on various aspects of data reporting formats, reports and utilization of data as and when required by SHA;
(11) Coordinate with all stakeholders and functionaries and supervise the implementation of PM-JAY or any other health insurance scheme;
(12) To liaison with State officials, development & technology partners and other stakeholders;To assist SHA in the convergence of PM-JAY with other health schemes;
(13) Preparation of various reports and documents for PM-JAY;
(14) Preparation of reports etc. as per the need of the MoHFW/NHA and GIZ.

4. QUALIFICATION, SKILLS AND EXPERIENCE:
     

Qualifications:

Essential:
Postgraduate degree/diploma in statistics, management, economics, demography, health management, or an equivalent quantitative discipline from a recognized institute/university.

Desirable:
Diploma/certificate course in IT shall be desirable.

Experience:
(1) Minimum 5-8 years of relevant professional experience in monitoring and evaluation of large government projects/social sector projects;
(2) Experience of working with a large health insurance programme of the government or a health insurance company or TPA and familiarity with the provider management, claims processing and customer services;
(3) Experience of working in a national/state level MIS system.

Skills and Competencies:
(1) Proven senior project management skills including planning, execution and monitoring of large scale government projects;
(2) High degree of competency in using Windows-based computer programs, thorough knowledge of monitoring & evaluation, data dissemination techniques, generation of reports & documentation;
(3) Knowledge of commonly used software packages like MS Word, Excel, Power Point;
(4) Knowledge of qualitative and quantitative data analysis software;
(5) Experience of working with mobile, biometrics and other related technologies;
(6) Knowledge of insurance regulations, provider management and customer servicing;
(7) Excellent communication and presentation skills, sound comprehension, strong analytical and interpersonal abilities;
(8) Ability to work independently when required;
(9) Excellent oral and written communication skills in English and Hindi;
(10) Demonstrated ability to work in a multi-disciplinary team.

7. NATURE OF ENGAGEMENT:

The Consultant-M&E shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

8. LOCATION: State Health Agency, Bihar

9. CONTRACT TYPE AND PERIOD:
The post-holder shall be engaged on a consultancy contract, initially for a period of one year, extendable thereafter, on the basis of performance and approval by SHA.
