2. ORGANIZATION BACKGROUND: 

Rise Against Hunger India (RAHI), is a registered public trust, driven by the vision of a world without hunger. The mission of the organization is to nourish lives, empower communities, respond to emergencies and grow the movement for ending hunger.

Headquartered in Bangalore and with Regional Offices in Mumbai and Delhi, RAHI works in some of the most remote, hard-to-reach locations in Odisha and Jharkhand, through Cluster Offices that work with communities.

RAHI supports safety net programs that provide nourishment, as well as additional skills training or services, to support the difficult journey out of poverty. More than 2 million people have been provided food and nutrition support by RAHI, since its inception.

3. JOB DESCRIPTION/ RESPONSIBILITIES: 

Reporting to the Executive Director, the Head of Program (HOP) shall be responsible for providing programmatic leadership, which includes developing program strategies and approaches, designing project frameworks and approaches for the effective execution of Program Pathways, overseeing the project management process, mobilizing and allocating grants and other resources and ensuring donor reporting.

S/he shall also be responsible for spearheading initiatives for measuring the effectiveness, impact and sustainability in RAHI’s work, with food insecure communities.

The HOP shall be a part of the leadership team, and play a crucial role in shaping the direction of the organization for the coming years.  

Key Responsibilities: 

(A) Program Development and Design: 

(1) Develop program methods, strategies, initiatives, approaches and frameworks to achieve measurable results to meet the strategic objectives of the organization;
(2) Lead the process of refining, updating and rolling out program guidelines and tools on thematic areas relevant for implementing Program Pathways;
(3) Develop and establish program policies and operational guidelines including grants management policies consistent with the overall policies of RAHI;
(4) Lead the process to institutionalize results management, reporting, learning and evaluation systems, across the organization for all projects;
(5) Ensure that field teams and partners are fully informed and trained on relevant program policies and procedures;
(6) Keep abreast of the latest trends in the areas of Food Security, Food Safety, Nutrition Management, SDGs, etc., to appropriately modify program approaches and standards, from time to time.

 

(B) Program Execution/ Budget Management:

(1) Build annual program plans with detailed project activities, milestones, budgets and measurement processes;
(2) Submit programmatic forecasts and budget allocations for Board and Management approval;  
(3) Ensure that program outputs and outcomes are successfully delivered under each program pillar;
(4) Empower program managers and project leads to create systems and processes to complete all approved projects in compliance with prescribed deadlines, milestones and processes;
(5) Supervise concerned program and project managers, providing feedback and resolving complex problems;
(6) Submit monthly, quarterly and annual dashboards for all programs and projects being implemented in the field, either directly or with field partners.

 

(C) Opportunity Management:

(1) Actively pursue opportunities for increasing and expanding the program portfolio of RAHI;
(2) Collectively work with program managers and thematic program leads to actively respond to RFPs, CFPs and other potential opportunities;
(3) Identify and develop strategic partnership with foundations, corporate entities and institutions, for possible programmatic funding;
(4) Be prepared with high quality proposals, concept notes, and project ideas to be submitted to potential donors;
(5) Actively liaise with government agencies, research agencies, technical institutions and others, for program scale-up and expansion;
(6) Wherever appropriate, initiate pre-teaming and sub-contracting or similar arrangements with NGO partners, including pre-positioning for disaster response efforts;
(7) Work closely with Rise Against Hunger’s global network for multi-site program funding.

 

(D) Organizational Leadership:

(1) Represent the organization in national and international platforms, including in the Global Rise Against Hunger network;
(2) Establish relationships with relevant government departments, authorities and ministries, at the state and central levels;
(3) Actively engage with the Board and the leadership team to develop strategies, approaches, directions etc., on all core operational aspects of the organization;
(4) Take effective steps to institute a risk management and mitigation process across the organization. 

 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES: 

Qualifications:

 
Applicants must have a Master’s degree in a relevant discipline.

Experience: 

(1) Applicants must possess a minimum of 15 years experience in program management in the development sector, of which six years must be in senior management, or program leadership positions with supervisory responsibilities of handling four to five management-level staff;
(2) Applicants must be proficient in program conceptualization, project design concepts and measurement metrics;
(3) Applicants must be conversant with performance evaluation techniques and key metrics;
(4) Applicants with a proven track record in grant proposal writing, grant projects management, donor management, etc. shall be preferred.

 

Skills and Competencies:

(1) Ability to see the big picture without losing sight of details;
(2) Business acumen with demonstrated strategic ability;
(3) Excellent organizational and leadership skills;
(4) An analytical mindset with strong problem-solving abilities;
(5) Excellent communication skills;
(6) Field affinity and ground-level understanding of food security and hunger issues in India;
(7) Ability to handle crises, manage things and deliver results, sometimes in difficult and unknown circumstances.

 

5. COMPENSATION OFFERED:

 

The gross remuneration budgeted for the position is attractive. The offer shall be commensurate with the qualifications, experience and salary history, of the selected candidate.
