1. POSITIONS VACANT: Consultant- Coordination, National Health Authority (NHA), MoHFW, GoI, New Delhi (Two Vacancies)

2. ORGANIZATION BACKGROUND:
The Ministry of Health and Family Welfare (MoHFW) has set up the National Health Authority (NHA) to manage the Pradhan Mantri – Jan Arogya Yojana (PM-JAY) at the national level. At the state level, implementation of PM-JAY is being facilitated by multiple State Health Agencies (SHAs), that have been especially established for the purpose.

MoHFW/ NHA has initiated the ‘Professional Programme for Health Protection,’ in partnership with GIZ, to enhance the capacities of the different implementing agencies that are helping manage PM-JAY. The programme is helping select, train and mentor consultants, who shall be placed at the NHA and/or different SHAs, to support implementation of PM-JAY.

As part of this Professional Programme it is proposed to hire a Consultant who will support the National Health Authority in New Delhi in coordination with state government and monitoring of implementation of the scheme in the states.

Objective of the Assignment:
The objective of the assignment is to support the NHA in implementing Pradhan Mantri – Jan Arogya Yojana (PM-JAY). Consultant shall support the strengthening of existing institutional structures for PM-JAY in the national level as well as state level.

3. JOB DESCRIPTION/ RESPONSIBILITIES:
The Consultant- Coordination will be responsible for supporting the NHA with in the implementation of PMJAY in the states through continuous coordination and liaison with the state government officials along with coordination with various other national and international agencies. The Consultant will work under the direct supervision of the reporting officer assigned by the NHA.

Key Responsibilities:
 (1) To make himself/herself thoroughly familiar with the AB PM-JAY processes. To acquire an in-depth understanding of the guidelines of the scheme and role of various stakeholders;
 (2) Provide critical thinking and analytical inputs to support National Health Authority’s engagement with various States and Union Territories (UTs) implementing Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB PM-JAY);
  (3) Work in cross-functional and highly dynamic environment to ensure operational excellence across all aspects of scheme implementation such as beneficiary mobilization, hospital empanelment, utilization of healthcare services, insurance claims adjudication and financial aspects.;
(4) Actively collaborate with other divisions of NHA and actively handhold them through their engagement with respect to State Health Agencies to ensure seamless translation of requirements;
(5) Management of a wide variety of stakeholders across the AB PM-JAY implementation ecosystem. These range from senior government officials, medical practitioners, insurance professionals, district level officials, grass-roots functionaries and the scheme beneficiaries;
 (6) Travel across their States/UTs and comfortable with spending time in remote and rural communities to ensure effective oversight of AB PM-JAY;
  (7) Drafting of documents and other communication to convey the modalities of AB PM-JAY through DO Letters, Press Releases, Presentations, Concept Notes;
 (8) Support a cohesive and collaborative work ecosystem to actively enlist the support of NHA and SHA resources to respond to strategic/dynamic circumstances;
(9) Onboarding the State (Preparatory activities, Launch, Smooth implementation);
(10) Supporting the adoption and implementation of NHA guidelines and support system.

4. QUALIFICATION, SKILLS AND EXPERIENCE:     
Qualifications:

Essential:
Applicants must have Post-graduation or higher qualification in field of Management, Public health, or any other equivalent degree from a recognized university or institute.

Experience:
(1) Minimum 3-5 years of experience in a leading development sector organization, management consultancy, or a similar type of private sector experience;
(2) Experience living and working in different cultures across India, time spent in grassroot communities strongly preferred.

Skills and Competencies:
(1) Strong analytical abilities, both quantitative and qualitative;
(2) Ability to present information in an insightful and structured manner, both written and oral;
(3) Demonstrated ability to work as part of a team and coach/manage junior colleagues where required;
(4) Strong social orientation and exposure to issues such as health, education, livelihoods;
(5) Professionalism and demonstrated experience working with senior officials in the public sector and/or private sector;
(6) Experience living and working in different cultures across India, time spent in grassroot communities strongly preferred;
(7) Abilities to coordinate and cultivate relationships across social impact ecosystem;
(8) Demonstrated fluency with English speaking and writing skills; proficiency with multiple Indian languages strongly preferred.

The offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.

7. NATURE OF ENGAGEMENT:

The Consultant- Coordination shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

8. LOCATION: NHA Office, New Delhi

9. CONTRACT TYPE AND PERIOD:
The post-holder shall be engaged on a consultancy contract, initially for a period of one  year, extendable thereafter, on the basis of performance and approval by NHA.
