2. ORGANIZATION BACKGROUND:
FIND, the global alliance for diagnostics, seeks to ensure equitable access to reliable diagnosis around the world. FIND connects countries and communities, funders, decision makers, healthcare providers and developers to spur diagnostic innovation and make testing an integral part of sustainable, resilient health systems. FIND is working to save 1 million lives through accessible, quality diagnosis, and save US$1 billion in healthcare costs to patients and health systems. FIND is co-convener of the Access to COVID-19 Tools (ACT) Accelerator diagnostics pillar, and a World Health Organization Collaborating Centre for Laboratory Strengthening and Diagnostic Technology Evaluation.
FIND India, with its office in New Delhi, is an independent non-profit organization created under Section 8 of the Indian Companies Act, 2013. The organization is dedicated to activities focused on introducing and expanding quality assured, rapid, accurate and accessible diagnostic solutions for several infectious and non-communicable diseases. FIND India has undertaken several projects focused on TB, viral hepatitis C, COVID-19, and Antimicrobial Resistance (AMR).
Project Background:
Airborne diseases including TB, in health care settings, represent a major public health challenge. In 2010, National Airborne Infection Control (AIC) guidelines were adopted in India. These guidelines included specific policies for TB prevention and control in healthcare settings. However, the present uptake and implementation of these guidelines remain sub-optimal under the NTEP and NACP. The AIC guidelines assume greater importance with the recent Covid-19 pandemic. With the objective to improve outbreak preparedness, and control TB and other airborne infections in healthcare settings, the proposed activities are designed to ensure adoption of AIC practices at all nodal DR-TB facilities.
Further, with the adoption of “Test and Treat” policy by NACP the life expectancy of PLHIV has improved, which makes management and prevention of co-infections critical for the success of HIV program. With ART centers being overburdened and overcrowded in India, AIC becomes a core area of public health intervention to prevent transmission of TB and other airborne infections at these facilities

3. JOB DESCRIPTION/ RESPONSIBILITIES:
Reporting to the Procurement Officer, the Procurement Assistant (PA) shall be responsible for assisting in procurement-related activities under the Global Fund grant including the planned PPE procurement.
Key Responsibilities:
(1) Assist in the preparation of specifications through market analysis and assist in vendor development and vendor management;
(2) Assist in preparation of solicitation document (Request for Quotation, Request for Proposal, etc.) and comparative statement, evaluation report; Assist in arrangement/ co-ordination of purchase committee meeting;
(3) Assist in the preparation of contract and purchase order and follow-up of purchase order up to payment;
(4) Assist in organizing and transmitting documentation to requestors related to offers, evaluation criteria, and correspondence with bidders;
(5) Assist in maintaining database and organizing vendor files, catalogues, technical literature and price information for ready access; Establish call-up system to follow up on procurement orders being held up;
(6) Assist in the analysis and evaluation of information regarding vendor performance with regard to quality, price, delivery and equipment, and ensure that it conforms to FIND supplier qualification operating procedure;
(7) Work closely with the finance team to submit procurement-related invoices for payment processing along with supporting documents;
(8) Assist in maintaining good communication and coordination between all the stakeholders (i.e. CTD and procurement agency) and advise requisitioning units and recipient entities on the full range of procurement issues, providing support and guidance at all stages of the procurement cycle;
(9) Ensure regular updates of a database of contract documentation, terms of references, and list of suppliers of goods and services;
(10) Assure proper filing of all procurement-related documentation;
(11) Perform other duties and responsibilities as required.
4. QUALIFICATION, SKILLS AND EXPERIENCE:
Qualifications:
Applicant must be a graduate in any discipline.
Experience:
Minimum five years of work experience in the field of project administration with an emphasis on procurement and contract management.
Skills and Competencies
(1) Ability to communicate effectively in English and Hindi;
(2) Good communication and interpersonal skills;
(3) Strong presentation and organizational skills;
(4) Excellent computer skills, particularly in MS Office (MS Excel, MS Word, Outlook, Power Point);
(5) Ability and willingness to travel extensively (up to 30%), based on the need of the job;

7. COMPENSATION OFFERED:
The gross remuneration budgeted for the position is attractive and shall be commensurate with the qualifications, experience, and salary history, of the selected candidate.
8. CONTRACT TYPE AND PERIOD:
The successful candidate shall be initially offered a fixed term contract for one year and shall be renewable subject to satisfactory performance, project extension and fund availability.
