1. POSITION VACANT(S): Senior Manager – Finance (SMF), The International Union Against Tuberculosis and Lung Disease (The Union), New Delhi

 

2. ORGANIZATION BACKGROUND:

 

The International Union Against Tuberculosis and Lung Disease (The Union) is an international scientific organization headquartered in Paris, France. Established in 1920, The Union’s goal is to promote national autonomy within the framework of priorities of each country, by developing, implementing, and assessing anti-tuberculosis, lung health and non-communicable disease programs, as well as other public health issues.

 

The Union has been working to improve health for people in low and middle-income countries, by conducting scientific research, and working with governments and other agencies, to translate research into better health for people around the world, and delivering projects directly in the field, driving change to ensure the best quality care.

 

About the Project:

 

The Axshya Plus Project is a Global Fund-supported Grant for a period of three years. This project is a new intervention in the field of TB prevention aligned with two of the four strategic pillars of India’s National Strategic Plan 2017-2025 to “Prevent TB” through contact tracing, management of Latent TB Infection (LTBI) and air borne infection control and “Build TB” by carrying out research in different areas through technical assistance. Project Axshya Plus will majorly focus on Latent TB infection-diagnosis and treatment under programmatic conditions.

 

Besides this, the project will also work in close coordination with the National TB program to strengthen multisector engagement to make the country TB Free by 2025. The project activities will be implemented in seven states viz. Assam, Chhattisgarh, Himachal Pradesh, Jharkhand, Maharashtra, Madhya Pradesh and West Bengal and 100 districts with gradual scale up in year two and three of implementation.

3. JOB DESCRIPTION/ RESPONSIBILITIES:


Reporting to the Head - Accounts, the Senior Manager- Finance (SMF) shall be responsible for preparation/ management of contracts with partners, partnership data base management, ensure proper accounting, resolution of accounting queries, supervision of accounting and book keeping, coordination and communication with the technical team.

 

The SMF shall be required to update accounts, monitor project utilisation, ensure variance analysis and any other requirement of finance function. S/he stays updated about the latest development in legal and project management applicable to the non-profit sector.

 

Key Job Responsibilities:

(1) Actively participate in ensuring correct bookkeeping as well as grant management;

(2) Prepare contracts and ensure appropriate terms and conditions are incorporated; Ensure compliance with grant requirements as well as applicable statutory laws and regulations of the country;

(3) Review budgets, cost items, and prices to ensure accuracy, completeness, and compliance for approved proposals and negotiate with contractors;

(4) Responsible for financial closure of books on a monthly basis and finalization of accounts annually;

(5) Conduct grant negotiations, grant administration, and grant monitoring activities in accordance with the The Union’s policies and in alignment with the requirements set out in the donor’s grant agreement;

(6) Review, compile and maintain all required grant information from SR/ partners and project staff;

(7) Track all open contract actions to ensure timelines are met and attend all meetings where representation is required;

(8) Coordinate schedule of grant monitoring (program and financial) activities for grants, according to The Union’s grant monitoring policy; Participate in a joint review of grants;

(9) Undertake travel for grant monitoring and ensure that all visits are properly planned and followed up with visit reports;

(10) Ensure proper accounting of expenses in organisation database;

(11) Preparation of monthly cash forecast both for project and organisation as a whole;

(12) Actively participate in organisation audit as well as project audit;

(13) Perform any other relevant duties as required by the Supervisor and/ or Regional Director of The Union South-East Asia office;

(14) Work with Headquarters in the capacity of project controllers for specific projects.

 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualification

Applicants must be qualified CA or CWA.

 

Experience

(1) Applicants should have at least 12 years’ professional business or financial management experience, of which at least five years of grant financial management experience;

(2) Experience of working with grants or contracts funded by Global Fund is essential;

(3) Proven track record in grant writing including but not limited to local and state government grants, capacity building proposals;

(4) Experience of working in international organisation is a plus.

 

Skills and Competencies

(1) Proven ability and experience in leading and facilitating training workshop;

(2) Working knowledge of Microsoft Office applications including Excel, Word and PowerPoint and Outlook.

 

5. COMPENSATION OFFERED:


Gross compensation budgeted for the position is attractive. Please note that the offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.

6. LOCATION: New Delhi (The selected candidate shall be expected to work from office and travel periodically, based on the needs of the job)
